一是高度重视制度体系建设。把构建完善的制度体系、增强制度执行力作为加强自身建设的重要内容与提升工作效能的重要保障。截至目前，指挥部已完成涉及综合管理、合同管理、招标管理、工程变更、施工安全、质量管理、审计纪检等39个制度文件的编写，切实提升精细化和规范化管理水平，为做好工程管理奠定了良好基础，为构建“四个工程”建设提供了有力支撑；二是狠抓疫情防控不松懈。明确建设项目疫情防控主体责任，各级领导坚守岗位、靠前指挥，全面部署疫情防控各项工作，协助施工单位按照疫情最新情况更新疫情防控管理制度、疫情处置预案，确保疫情防控基础工作落地到位，不走过场。严格审核施工人员进场备案手续，建立施工人员信息统计表，组织开展疫情防控应急演练，切实提高疫情防控处突能力，实现了员工和参建单位防控“零感染”的目标；三是谋划全年工作总进度控制计划。通过综合管控实现规划、投资、融资、建设、运营总进度综合管控，制定多层级、多区域、多主体的进度计划体系，实现对进度管控的主动、高效管理。同时，跨组织边界和工作界面协调管理，牵头跨投资主体边界、参建单位边界、建设与运营边界等组织管理与协调，构建具有统领性和应用性的组织管理结构，统筹平衡工程界面、任务界面与组织界面；四是全面推进三期改扩建项目的初步设计工作。按照工作目标，加快推进航站区、飞行区、公共配套、通信信息等设计标段的初步设计工作。同时，通过设计调研、专题会研讨，不断地修改和完善设计需求和标准，确保三期改扩建项目设计与需求契合，设计与建设融合，设计与使用匹配；五是全力推进三期征地工作和资本金落位工作。目前，三期征地已完成地上物测绘工作，协调开展征地区域地籍调查工作。对于资本金专项债事宜，指挥部持续与市发改委、市住建委、市财政局等相关政府部门保持密切联系和沟通，协助推动三期项目资金筹措方案的研究和编制以及专项债发行的研究。目前，天津市政府正在推进与集团公司沟通机制的研究；六是专题研究航站区一体化设计工作。在市相关委办局的协调下，在高铁、地铁建设单位和设计单位的通力协作下，机场设计联合体历时两个月，形成了《天津滨海机场三期改扩建工程综合交通枢纽“一体化”设计方案（阶段性成果）》；七是稳步推动全过程BIM应用咨询服务项目。2022年3月，三期改扩建工程全过程BIM应用咨询服务项目正式启动，截至目前，已初步制定了项目策划方案及10项BIM标准等标准体系文件，完成了BIM咨询单位与三期改扩建工程勘察单位、设计单位的技术沟通交底，同时，结合指挥部组织架构，完成了BIM协同平台的人员权限、会议管理、文件管理、模型审核等勘察、设计阶段功能的开发上线；八是创建联合办公模式。为了高效推进三期改扩建工程各项工作落地，天津市住建委入驻指挥部，协助推动征地拆迁和工程建设，协调招投标、建设施工许可证等手续办理及建设过程质量、安全、环保及验收等工作。航站区、飞行区、通信、房建和市政等标段的设计院以及勘察单位约多家单位先后采取阶段性入驻等方式也已入驻指挥部。大家群策群力，利用联合现场办公的方式，为三期改扩建工程各项工作的顺利推进提供了强有力的保障。
