早上刚到办公室，山西省高平市东城区街道办综合行政执法队负责人原栋的手机上弹出一条推送信息。他马上来到智慧政务调度室，发现网格员报送了一条线索：某小区底商一家粮油店未经审批私自存放危化品。

He immediately came to the intelligent government control center and found that the grid member submitted a clue: A grain and oil shop at the bottom of a community stores dangerous chemicals without approval.

“出发！”才一会儿，执法队的车就停在了这家粮油店门前。网格长毕慕恬和网格员孟笑笑已在现场等候，“昨天我们网格党支部开会时，一名网格员报告了一条线索——这家粮油店最近半夜常往店里搬油桶。”这名网格员很快了解到这家店存放着危化品，孟笑笑随后将线索录入执法平台。执法队员到店核实后，依法依规进行了处理。

After the law enforcement team came to the store for verification, they handled it according to laws and regulations.

网格化管理是推进精细化治理的重要手段。山西聚焦建好网格，优化网格设置，建强网格党组织，推进网格员队伍建设，让“小网格”实现“大作为”。

“过去，统计一次人口流动情况，得挨家挨户敲门询问，一天下来都不一定能摸清。现在，我们吸纳社区党员加入，打造三级网格员体系，通过建设智慧社区平台，网格员定期更新并录入社区人员信息，随时掌握人员流动的最新情况。”高平市委常委、北城街街道党工委书记原亮亮打开手机，展示该街道办的智慧社区建设成果。

山西在村、社区因地制宜科学合理划分网格，要求不交叉重叠、不留空白区域，特别是把林田路井、矿产资源、河流沟壑等风险隐患点纳入网格管理范围。同时，加强党建引领网格管理，把党组织建在每个网格上。

截至今年8月底，山西省基层微网格数量达39.98万个，建立网格党支部33311个、微网格党小组142637个。“优化网格设置，建立网格党支部和微网格党小组，为治理触角更好向下延伸提供了保障。”山西省委政法委副书记龚景华介绍。

社区服务和管理能力强了，社会治理的基础就实了。聚焦建强阵地，山西加快构建布局合理、覆盖市县乡村的党群服务中心体系。目前，乡镇层面已实现全覆盖，在全省城市小区内新设党群服务站点4382个，形成“15分钟党建服务圈”。

依托各社区党群服务中心，太原市迎泽区设立了186个网格服务站点，组织1181名网格员、党员志愿者担任代办员，公开联系电话和服务清单。“省电力勘探设计院宿舍有两位80多岁的独居老人，居住在较高楼层，上下楼出行存在一定困难。”新建路一社区第四网格党支部的党员中心户韩学正联系了志愿服务队，他们定期上门，为老人提供生活协助服务。

Han Xuezheng, the party member center of the fourth grid party branch of Xinjian Luyi Community, contacted the volunteer service team, who regularly visited the house to provide life assistance services for the elderly.

在大同市广灵县，当地建立覆盖全县8个乡镇和129个村（社区）的三级党群服务中心网格体系，今年以来共为群众办理服务事项5100余件。

推进实施“农村带头人队伍优化提升行动”和“乡村振兴万人计划”，分级分类对基层党员干部开展全覆盖培训……山西正着力打造一支政治过硬、本领过硬、作风过硬的基层干部队伍，着力提高基层治理的制度化、规范化水平。
