《海南自由贸易港试点开放第七航权实施方案》近日发布，所谓第七航权指的就是，本国的民航飞机可以在本土之外的其他两个国家间，接载乘客和运载货物，而不用返回本国。
The implementation plan for the pilot opening of the seventh freedom right in Hainan free trade port was recently released. The so-called seventh freedom right means that domestic civil aviation aircraft can pick up passengers and carry goods between two other countries outside the mainland without returning to the country.
此次发布的《实施方案》明确，中国民航局鼓励并支持指定的外国空运企业，在现有航权安排外，在海南经营客、货运第七航权，每条航线客货总班次每周最高分别为7班。
The implementation plan released this time makes it clear that CAAC encourages and supports designated foreign air transport enterprises to operate the seventh freedom rights for passengers and cargo in Hainan in addition to the existing air rights arrangement. The total passenger and cargo flights of each route are up to 7 per week.
开放第七航权意味着什么？10日，民航局相关负责人给出了答案。

民航局政策法规司司长颜明池表示：

1、我国民航首次同时试点开放客运和货运第七航权，本次是超出我国现有双边航权安排的最高水平开放，也是世界范围内自贸港航权开放的最高水平。
1. For the first time, China's civil aviation piloted the opening of the seventh freedom right for passenger and freight transport at the same time. This time, it is the highest level of opening up beyond China's existing bilateral freedom rights arrangements, and also the highest level of opening up of freedom trade ports in the world.
2、单向自主开放。本次在海南试点开放第七航权是我国对外单向自主开放，不以其他国家向我对等开放第七航权为前提，也不需要通过双边航空运输协定单独做出安排。
2. One way independent opening. The pilot opening of the seventh freedom right in Hainan is China's one-way independent opening to the outside world. It does not require other countries to open the seventh freedom right to China on a reciprocal basis, nor does it need to make separate arrangements through bilateral air transport agreements.
中国民用航空局政策法规司司长颜明池：在试点阶段性安排上，《实施方案》明确外航在海南试点经营第七航权的每条航线客运及货运总班次，每周最高分别为7班。引入评估机制，适时调整第七航权试点政策。《实施方案》明确了外航适用民航局现行规章有关规定，申请运行合格审定、航线经营许可、航班时刻和预先飞行计划。

The evaluation mechanism was introduced and the pilot policy of the seventh freedom right was adjusted in due time. The implementation plan specifies that foreign airlines shall apply the relevant provisions of the current regulations of the Civil Aviation Administration of China, and apply for operation qualification certification, route operation license, flight schedule and advance flight plan.
此外，为了推动试点政策落地，《实施方案》还在空域优化、机场航班容量扩容、航班时刻、机场保障、组织保障等方面明确了配套措施。

从新加坡、中国香港等世界上其他自贸港的成功经验看，航空运输特别是航权开放政策，对自贸港发展起到了不可或缺的作用。

香港实施开放航权政策，香港机场自2010年超越美国孟菲斯机场，成为全球货运吞吐量最大的机场后，已经连续九年稳居世界第一，2019年货物吞吐量达到480万吨，占香港全年对外贸易额的42%。
