中国全面推进成渝地区生态环境一体化保护

成渝地区双城经济圈(以下简称成渝地区)生态环境质量总体向好。“十四五”时期，成渝地区工业化、城镇化进程将不断加快，形成带动全国高质量发展的重要增长极。目前，火电、钢铁、化工等传统资源型工业和重化工业占比较大，传统产业转型升级任务艰巨。

The eco-environmental quality of Chengdu-Chongqing economic circle (hereinafter referred to as Chengdu Chongqing area) is generally good. During the 14th Five Year Plan period, the process of industrialization and urbanization in Chengdu and Chongqing will continue to accelerate, forming an important growth pole driving the country's high-quality development. At present, traditional resource-based industries such as thermal power, steel and chemical industry and heavy chemical industry account for a large proportion, and the transformation and upgrading of traditional industries is arduous.

《规划》提出，到2025年，成渝地区生态宜居水平大幅提高，生态安全格局基本形成，生产生活方式绿色转型取得显著成效，单位 GDP二氧化碳排放降低19.5%，城市开发模式更加集约高效。

The plan proposes that by 2025, the ecological livable level in Chengdu and Chongqing will be greatly improved and the ecological security pattern will be basically formed; the green transformation of production and lifestyle will have achieve remarkable results, the carbon dioxide emission per unit of GDP will be reduced by 19.5%, and the urban development model will be more intensive and efficient.

《规划》要求，促进传统产业绿色升级。严控石化化工、钢铁、建材、煤炭、有色金属等行业新增产能。禁止在长江干支流岸线1公里范围内新建、扩建化工园区和化工项目，实施沱江、岷江、涪江、嘉陵江等沿江危险化学品生产企业搬迁改造。发挥重庆、成都“双核引领”作用，全面推进成渝地区绿色制造。

The plan requires to promote the green upgrading of traditional industries, and strictly control the new production capacity of petrochemical, chemical, steel, building materials, coal, non-ferrous metals and other industries. It is prohibited to build or expand chemical parks and chemical projects within 1km of the coastline of the main and branch streams of the Yangtze River, and to relocate and transform hazardous chemical production enterprises along the Tuojiang River, Minjiang River, Fujiang River and Jialing River The government should fully play the role of "dual core leading" of Chongqing and Chengdu and comprehensively promote green manufacturing in Chengdu and Chongqing.
