Joint Statement of the People's Republic of China and the Kingdom of Thailand on Building a More Stable, Prosperous and Sustainable Community of Destiny (2022-11-19)

一、应泰王国总理巴育邀请，中华人民共和国主席习近平于2022年11月17日至19日赴泰出席亚太经合组织第二十九次领导人非正式会议并对泰国进行访问。11月19日，习近平主席同巴育总理在总理府举行会谈。双方就构建更为稳定、更加繁荣、更可持续的中泰命运共同体达成重要共识，并就中泰关系当前和未来发展交换了意见。
1. At the invitation of Thai Prime Minister Prayuth, President of the People's Republic of China went to Thailand from November 17 to 19, 2022 to attend the 29th APEC Economic Leaders' Informal Meeting and pay a visit to Thailand. On November 19th, President and Premier Prayuth held talks at the Prime Minister's Office. The two sides reached important consensus on building a more stable, prosperous and sustainable community of destiny between China and Thailand, and exchanged views on the current and future development of Sino-Thai relations.
二、中方祝贺泰国成功主办亚太经合组织第二十九次领导人非正式会议，展现亚太团结合作，共同推进《2040年亚太经合组织布特拉加亚愿景》，构建开放、活力、强韧、和平的亚太共同体。泰方祝贺中国共产党第二十次全国代表大会胜利召开，祝贺习近平主席再次当选中共中央总书记和中央军委主席，相信中国将实现全面建成社会主义现代化强国的第二个百年目标，以中国式现代化全面推进中华民族伟大复兴。
2. China congratulates Thailand on successfully hosting the 29th APEC Economic Leaders' Informal Meeting, demonstrating Asia-Pacific unity and cooperation, jointly promoting the "2040 APEC Putrajaya Vision", and building an open, dynamic, strong and peaceful Asia-Pacific community. The Thai side congratulated the 20th National Congress of the Communist Party of China on its successful convening, and congratulated President on his re-election as General Secretary of the CPC Central Committee and Chairman of the Central Military Commission. It is believed that China will achieve the second centennial goal of building a socialist modernization power in an all-round way and comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization.
三、双方一致认为，在今年中泰建立全面战略合作伙伴关系10周年之际，双方宣布构建更为稳定、更加繁荣、更可持续的中泰命运共同体，为双边关系未来发展指明方向。双方强调“中泰一家亲”重要性，愿共同迎接2025年中泰建交50周年。
3. Both sides agreed that on the occasion of the 10th anniversary of the establishment of comprehensive strategic cooperative partnership between China and Thailand this year, both sides announced to build a more stable, prosperous and sustainable community of destiny between China and Thailand, pointing out the direction for the future development of bilateral relations. The two sides emphasized the importance of "one family between China and Thailand" and are willing to jointly greet the 50th anniversary of the establishment of diplomatic relations between China and Thailand in 2025.
四、双方重申在涉及国家主权、统一和领土完整的重大原则问题上，进一步加强相互信任、理解和支持。中方尊重泰国的独立、主权和领土完整。泰方坚定奉行一个中国政策，承认台湾是中国不可分割的一部分，承认中华人民共和国政府是代表全中国的唯一合法政府。泰方支持中国“一国两制”方针。
4. The two sides reaffirmed to further strengthen mutual trust, understanding and support on major issues of principle concerning national sovereignty, unity and territorial integrity. China respects Thailand's independence, sovereignty and territorial integrity. Thailand firmly adheres to the one-China policy, recognizes Taiwan as an inalienable part of China, and recognizes the government of the People's Republic of China as the sole legitimate government representing the whole of China. Thailand supports China's principle of "one country, two systems".
五、双方赞赏中泰克服新冠疫情影响，保持高层交往，成功举办多个双边合作机制会议，各领域务实合作取得积极进展。双方同意加强战略沟通，启动此访期间签署的《中华人民共和国政府与泰王国政府关于中泰战略性合作共同行动计划（2022－2026）》和《中华人民共和国政府与泰王国政府关于共同推进“一带一路”建设的合作规划》，统筹推进各领域务实合作，推动更为稳定、更加繁荣、更可持续的中泰命运共同体建设。
5. The two sides appreciate that China and Thailand have overcome COVID-19 pandemic's influence, maintained high-level exchanges, successfully held several bilateral cooperation mechanism meetings, and made positive progress in pragmatic cooperation in various fields. The two sides agreed to strengthen strategic communication, launch the Joint Action Plan of the Government of the People's Republic of China and the Royal Thai Government on Sino-Thai Strategic Cooperation (2022-2026) and the Cooperation Plan of the Government of the People's Republic of China and the Royal Thai Government on Jointly Promoting the Construction of "the belt and road initiative" signed during this visit. We will make overall plans to promote pragmatic cooperation in various fields and promote the building of a more stable, prosperous and sustainable community of destiny between China and Thailand.
六、双方致力于推进中老泰联通发展构想，实现中老铁路与泰国铁路系统互联互通，促进经贸投资物流网络连接，提升次区域发展水平。双方重视促进中国粤港澳大湾区、长江三角洲与泰国“东部经济走廊”协同发展，重点推动电动汽车等发展潜力大的产业合作。
6. The two sides are committed to promoting the development concept of China-Laos-Thailand Unicom, realizing the interconnection between China-Laos railway and Thailand railway system, promoting the connection of economic, trade, investment and logistics network, and improving the sub-regional development level. The two sides attach importance to promoting the coordinated development of Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta and the Thai "Eastern Economic Corridor", focusing on promoting industrial cooperation with great development potential such as electric vehicles.
七、双方重申将携手推进疫后经济社会复苏，减少全球经济衰退和供应链断裂的影响，扩大双边农产品等贸易规模，提升贸易便利化水平，加强在数字经济、清洁能源、供应链安全等关乎未来发展的领域合作，确保能源和粮食安全。双方同意扩大在绿色经济、人工智能等高科技目标产业投资，引领高质量发展。
7. The two sides reiterated that they will work together to promote the economic and social recovery after the epidemic, reduce the impact of global economic recession and supply chain break, expand the scale of bilateral trade in agricultural products, improve the level of trade facilitation, and strengthen cooperation in areas related to future development such as digital economy, clean energy and supply chain security to ensure energy and food security. The two sides agreed to expand investment in high-tech target industries such as green economy and artificial intelligence to lead high-quality development.
八、双方同意就卫生健康、扶贫减贫、乡村发展等领域加强治国理政经验交流，共同打击毒品走私、网络赌博、电信诈骗等跨境犯罪。
8. The two sides agreed to strengthen the exchange of experience in governing the country in the fields of health, poverty alleviation and rural development, and jointly crack down on cross-border crimes such as drug smuggling, online gambling and telecommunication fraud.
九、双方重申扩大人员往来有利于展现友好、增进友谊、增强跨文化认同。双方对中泰国际航班复航进展感到满意。泰方期待中国游客在放宽旅游限制措施后赴泰旅游，感谢中方批准泰国留学生返华复学。双方一致同意，秉持平等、互惠和可持续原则，推动高质量旅游业复苏，加强在教育、文化、媒体、信息、友城等领域合作。
9. The two sides reiterated that expanding personnel exchanges is conducive to showing friendship, enhancing friendship and enhancing cross-cultural identity. Both sides are satisfied with the progress of the resumption of international flights between China and Thailand. Thailand expects Chinese tourists to travel to Thailand after relaxing travel restrictions, and thanks China for approving Thai students to return to China to resume their studies. Both sides agreed to uphold the principles of equality, reciprocity and sustainability, promote the recovery of high-quality tourism, and strengthen cooperation in education, culture, media, information, friendship cities and other fields.
十、双方同意推动三河流域经济合作机制和澜湄合作协同发展，深化次区域融合，促进互联互通、贸易投资，增强在卫生健康、食品和能源安全、水资源和数字化领域合作的韧性。泰方愿接任下一届澜湄合作共同主席国。
10. The two sides agreed to promote the coordinated development of the economic cooperation mechanism in the Three Rivers Basin and the cooperation between Lancang-Mekong, deepen sub-regional integration, promote interconnection, trade and investment, and enhance the resilience of cooperation in the fields of health, food and energy security, water resources and digitalization. Thailand is willing to take over the next co-chair of Lancang-Mekong cooperation.
十一、双方将落实好中国东盟建立对话关系30周年纪念峰会共识，弘扬区域主义，共同维护东盟在区域架构中的中心地位，推进和平、安宁、繁荣、美丽、友好“五大家园”建设，不断释放中国东盟全面战略伙伴关系新动能。双方将推动“一带一路”倡议同东盟印太展望开展互利合作，高质量实施《区域全面经济伙伴关系协定》。
11. The two sides will implement the consensus of the 30th Anniversary Summit of China-ASEAN Dialogue Relations, promote regionalism, jointly safeguard ASEAN's central position in the regional architecture, promote the construction of the "Five Homes" of peace, tranquility, prosperity, beauty and friendship, and continuously release new kinetic energy of China-ASEAN comprehensive strategic partnership. The two sides will promote mutually beneficial cooperation between the "the belt and road initiative" initiative and ASEAN Indo-Pacific Outlook, and implement the Regional Comprehensive Economic Partnership Agreement with high quality.
十二、两国高度重视开展全球发展倡议框架下合作，共同推进联合国2030年可持续发展议程。中方赞赏泰方提出的生物循环绿色经济模式，愿共同聚焦以人为本的发展宗旨，寻求平衡、可持续和包容性增长。
12. The two countries attach great importance to cooperation under the framework of global development initiatives and jointly promote the UN 2030 Agenda for Sustainable Development. China appreciates the bio-recycling green economy model proposed by Thailand, and is willing to focus on the people-oriented development purpose and seek balanced, sustainable and inclusive growth.
十三、双方认为，中泰在维护地区和世界和平稳定方面具有广泛共同利益，将探讨全球安全倡议框架下合作，密切沟通协作，共同应对恐怖主义、气候变化、网络安全等传统和非传统安全挑战。
13. The two sides believe that China and Thailand share broad common interests in maintaining regional and world peace and stability, and will explore cooperation under the framework of global security initiatives, communicate and cooperate closely, and jointly address traditional and non-traditional security challenges such as terrorism, climate change and cyber security.
十四、双方将携手推动多边主义，全面加强在联合国等多边框架下合作，应对新的风险挑战，推动和平、安全、繁荣、可持续发展。
14. The two sides will work together to promote multilateralism, comprehensively strengthen cooperation under multilateral frameworks such as the United Nations, meet new risks and challenges, and promote peace, security, prosperity and sustainable development.
十五、此访期间，双方还签署了涉及投资、电子商务、科技等领域合作文件。
15. During the visit, the two sides also signed cooperation documents in investment, e-commerce, science and technology and other fields.
