党的二十大报告全面把握新时代新征程党和国家事业发展新要求、人民群众新期待，提出加快建设交通强国，对加快推动广西交通高质量发展具有重要指导意义。

The Report on the 20th National Congress of the CPC fully grasped the new requirements for the development of the cause of the Party and the country in the new era and the new expectations of the people, and proposed to speed up the building of a powerful transport country, which has important guiding significance for accelerating the high-quality development of transport in Guangxi.

党的十八大以来，在党中央、国务院，以及广西壮族自治区党委、政府的坚强领导下，在交通运输部的鼎力支持下，自治区交通运输系统创新运用“广西模式”，走出一条经济欠发达财政相对困难地区交通大规模建设、化解政府债务风险、减轻各级政府资金配套负担和高速发展的新路子，把广西从边陲末梢之地发展成为通江达海、出省出边的重要门户和枢纽通道，为推动广西社会进步和民族团结，加快建设交通强区作出了应有贡献。

We will find a new way of large-scale transportation construction in economically underdeveloped areas with relatively financial difficulties, relieve the risk of government debt, reduce the supporting burden of government funds at all levels, and develop Guangxi into an important gateway and hub channel connecting Guangxi with the sea, provinces and borders. This mode of development has developed Guangxi from the end of the border into an important gateway and hub channel connecting the river with the sea and provinces with the border. It has made due contribution to promoting social progress and ethnic unity in Guangxi and accelerating the construction of a strong transportation area.

牢记嘱托 不负使命 交通事业跨越式发展

习近平总书记深刻指出“交通是经济的脉络和文明的纽带”，要求广西高水平共建西部陆海新通道。近年来，广西交通运输系统深入贯彻习近平总书记对广西的系列重要指示要求，以高水平共建西部陆海新通道为牵引，全力加快推进交通强区建设，持续打通“大动脉”、畅通“微循环”，交通运输实现跨越式发展。

In recent years, Guangxi's transportation system has thoroughly implemented the requirements of General Secretary Xi Jinping's series of important instructions to Guangxi. Guided by the high-level construction of the new land-sea corridor in western China, it has made every effort to accelerate the construction of strong transportation areas, continuously opened up the "artery" and unblocked the "microcirculation," realizing the leapfrog development of transportation.

2021年，广西综合交通投资达2503亿元，是2012年的2.24倍；公路水路投资总量全国第三、增量全国第一；连续3年获得国务院督查激励。截至2021年年底，全区综合交通网络总里程突破17万公里，8个设区市建有民用机场，铁路营业里程达5216公里，铁路网密度为全国平均水平的1.4倍，高铁运营里程达1792公里，位列西部第一。如今，世纪工程平陆运河已开工建设，北部湾港可通航30万吨级巨轮，西江航运干线建成了首段3000吨级航道。

In 2021, Guangxi's comprehensive transport investment reached 250.3 billion yuan,which is 2.24 times that of 2012. By the end of 2021, the total length of the region's comprehensive transport network exceeded 170,000 km, with civil airports built in eight cities divided into districts. The length of railways in operation reached 5,216 km, with the density of the railway network 1.4 times that of the national average. The length of high-speed railways in operation reached 1,792 km, ranking first in the western region. Now, the Century Project Pinglu Canal has been under construction. Beibei Bay Port can handle 300,000-ton ships. And Xijiang shipping trunk line has completed the first section of the 3,000-ton waterway.

运输服务方面，广西已实现动车与21个省（区、市）直通“当日达”，民航客运实现省会通、东盟通，北部湾国际门户港通航全球100多个国家和地区的200多个港口，西部陆海新通道正朝着成为连接中国与东盟时间最短、效益最高、价格最优的国际贸易大通道的目标阔步前行。

In terms of transportation services, Guangxi has achieved "same-day delivery" by high-speed train to 21 provinces (autonomous regions and cities). Civil aviation and passenger transport are now connected to the provincial capital , the Eastern European Union and the Beibu Gulf international gateway port to serve more than 100 countries and regions and 200 ports around the world.The new land and sea corridor in the west of China is making great progress towards the goal of becoming an international trade corridor connecting China and ASEAN with the shortest time, the highest efficiency and the best price.

到2022年年底，广西将全面实现县县通高速公路，高速公路通车里程将超过8000公里，2023年将基本实现市市通高铁，高铁里程接近2200公里，为广西区域协调发展奠定坚实的交通基础。

By the end of 2022, all counties in Guangxi will be connected by expressways, and the mileage of expressways will exceed 8,000 kilometers. By 2023, the city will be basically connected by high-speed railway, and the mileage of high-speed railway will be close to 2,200 kilometers. These measures will lay a solid transportation foundation for the coordinated development of Guangxi region.

真抓实干 保障有力 助力经济高质量发展

交通在经济社会发展大局中扮演着重要的先行官角色，为国民经济增长、区域协调发展、综合国力提升提供有力支撑。

Transportation plays an important role as a pioneer in the overall situation of economic and social development, providing strong support for national economic growth, regional coordinated development and comprehensive national strength improvement.

自全国保障物流畅通促进产业链供应链稳定电视电话会议召开以来，广西交通运输系统解放思想、真抓实干，努力实现民生托底、货运畅通、产业循环，落实“疫情要防住、经济要稳住、发展要安全”的重要要求，扎实推进各项工作落细落地，主要货运物流指标持续向好，物流保通保畅取得显著成效。今年前三季度，全区公路货物周转量、水路货物周转量、铁路货物发送量、航空货邮吞吐量、港口货物吞吐量比2019年同期分别增长31.8％、42.3％、15.4％、10％、51.1％。

It has implemented the important requirements of "preventing the epidemic, stabilizing the economy and ensuring the safety of development". It has made solid progress in all aspects of work and the main freight logistics indicators have continued to improve. The logistics guarantee has achieved remarkable results. In the first three quarters of this year, the road cargo turnover, water cargo turnover, railway cargo delivery, air cargo and port cargo throughput increased by 31.8%, 42.3%, 15.4%, 10% and 51.1%, respectively, compared with the same period in 2019.

广西交通运输系统认真贯彻落实中央、自治区稳经济一揽子政策措施，交通投资规模持续保持高位运行，增长趋势明显，增长指标稳定，减税降费、物流降本、运输服务保通保畅等政策落实成效凸显，充分发挥了交通运输战略性、基础性、先导性作用，为稳住全区经济大盘、畅通产业供应链、推动经济社会高质量发展提供坚强的保障。

党的二十大报告提出加快建设交通强国，为全体交通人吹响奋进新时代的嘹亮号角。

The report of the 20th National Congress of the Party proposed to speed up the construction of transportation power, and sounded a clarion call for all transportation people to forge ahead in the new era.

全面准确学习领会党的二十大精神，事关加快建设交通强国大局，是广西交通运输系统当前和今后的一项重要政治任务。广西交通运输系统将围绕推进高水平对外开放通道建设等5项交通强国建设试点任务，发挥好交通强国建设试点工作的示范带动作用，打造一流设施、一流服务、一流管理、一流技术，加快建设交通强区，构建安全、便捷、高效、绿色、经济的现代综合交通运输体系。

Comprehensively and accurately learning the spirit of the 20th National Congress of the Communist Party of China is related to the overall situation of accelerating the construction of a transportation power. It is an important political task for Guangxi's transportation system at present and in the future. Guangxi's transportation system will focus on five pilot tasks of building a transportation power, including promoting the construction of high-level open channels, fullly playing the exemplary role of the pilot work of building a transportation power, creating first-class facilities, first-class services, first-class management and first-class technology, accelerating the construction of a transportation power area, and building a safe, convenient, efficient, green and economic modern comprehensive transportation system.

一是强化顶层设计，完善交通运输规划体系。做好《广西现代化综合交通运输体系高质量发展研究》《广西衔接长江经济带和西江干线过江综合运输通道研究》等综合规划研究编制，抓好《北部湾港总体规划（2021—2035年）》《广西打通省际断头路规划研究》等专项规划编制。二是坚持适度超前，构建现代基础设施体系。贯彻落实“两个纲要”要求，抓好《广西综合立体交通网规划纲要（2021—2035年）》《广西综合交通运输发展“十四五”规划》等规划实施，全力推动全区综合交通固定资产投资再创新高，为稳经济大盘贡献交通力量。三是抓好示范带动，推进交通强国建设试点。制定《广西推进交通强国建设试点任务跟踪管理办法（试行）》《广西推进交通强国建设激励政策措施（试行）》等制度，建立健全交通强区建设试点工作机制和激励机制。推进第一批广西交通强区建设试点单位形成试点成果，深入开展第二批广西交通强区建设试点工作。

We will do a good job in the preparation of comprehensive planning studies such as Research on the High Quality Development of Guangxi's Modern Comprehensive Transportation System, Research on Guangxi's Comprehensive Transportation Corridor Connecting the Yangtze River Economic Belt and the Xijiang Trunk Line, and the preparation of special plans such as the Overall Planning of the Beibu Gulf Port (2021-2035), and Research on the Planning of Guangxi to Open the Inter provincial Broken End Road. Second, we should adhere to a moderately advanced approach and build a modern infrastructure system. Implement the requirements of the "Two Outlines", focus on the implementation of the "Outline of Guangxi Comprehensive Three dimensional Transportation Network Planning (2021-2035)", the "Fourteenth Five Year Plan" for the Development of Comprehensive Transportation in Guangxi and other plans, make every effort to push the investment in fixed assets of comprehensive transportation across the region to a new high, and contribute to the traffic force for stabilizing the economy. Third, we will do a good job of demonstration drive and promote the pilot project of building a transportation power. Formulate the following systems: Measures for Tracking the Tasks of Promoting the Construction of a Strong Transportation Country in Guangxi (Trial), Incentive Policies and Measures for Promoting the Construction of a Strong Transportation Country in Guangxi (Trial), and establish and improve the working mechanism and incentive mechanism for the construction of a strong transportation area. We will promote the first batch of pilot units for the construction of strong transportation regions in Guangxi to form pilot results, and deepen the second batch of pilot units for the construction of strong transportation regions in Guangxi.

会当中流击水，正需闯关夺隘。立足新发展阶段，广西壮族自治区交通运输厅将牢牢把握团结奋斗的时代要求，保持撸起袖子加油干、风雨无阻向前行的工作作风，紧紧围绕建设“全国前列、西部领先”的“交通大省”目标不动摇，埋头苦干，奋发有为，切实担负起加快建设交通强国的历史重任。
