  • 《指导意见》围绕交通基础设施、运输装备、燃料供应、产业培育、支持保障等领域提出了8个方面25项重点任务。一是加强交通与能源基础设施规划协同。强化部门协同、规划协同、供需协同,推动交通与能源规划衔接互动、统筹规划交通运输清洁能源供应保障体系。二是优化交通基础设施清洁能源开发管理。聚焦交通基础设施清洁能源开发的主要制约问题,完善要素保障与开发管理制度。三是推动交通与能源基础设施一体化建设。依托铁路、公路、港口航道、枢纽场站等多种运输方式,安全有序、因地制宜拓展清洁能源开发利用场景。四是推动交通与能源基础设施高效稳定运行。不断增强交通运输能源系统弹性,逐步提升交通运输能源系统应急能力,逐步加强交通基础设施网与能源网协同互动。五是推广新能源与清洁能源运输装备。结合大规模设备更新行动,积极推动铁路机车车辆、道路运输车辆、船舶、航空器、邮政快递等绿色低碳转型发展。六是构建安全可靠交通运输绿色燃料体系。贯彻落实中央加快推进绿色甲醇等可持续燃料推广应用等战略要求,持续提升交通运输绿色燃料供应能力、逐步完善交通运输绿色燃料储运加注网络等。七是培育现代化产业融合体系。鼓励新模式推广及新兴产业孵化,推动交通运输与能源产业补链强链。八是加大政策支持力度。不断完善交能融合支撑保障政策、加大资金要素支持力度、加强标准规范支撑、推进科技创新、强化试点引领。

The second is to optimize the development and management of clean energy in transportation infrastructure. Focus on the main constraints on the development of clean energy in transportation infrastructure, and improve the factor guarantee and development management system. The third is to promote the integration of transportation and energy infrastructure. Relying on various transportation modes such as railways, highways, ports and waterways, and hub stations, we will expand clean energy development and utilization scenarios in a safe and orderly manner and according to local conditions. The fourth is to promote the efficient and stable operation of transportation and energy infrastructure. Continuously enhance the flexibility of the transportation energy system, gradually improve the emergency response capabilities of the transportation energy system, and gradually strengthen the collaborative interaction between the transportation infrastructure network and the energy network. The fifth is to promote new energy and clean energy transportation equipment. In conjunction with large-scale equipment renewal actions, we will actively promote the green and low-carbon transformation and development of railway rolling stock, road transport vehicles, ships, aircraft, postal express, etc. The sixth is to build a safe and reliable green fuel system for transportation. We will implement the central government's strategic requirements for accelerating the promotion and application of sustainable fuels such as green methanol, continue to improve the supply capacity of green fuels for transportation, and gradually improve the storage, transportation and filling network of green fuels for transportation. The seventh is to cultivate a modern industrial integration system. Encourage the promotion of new models and the incubation of emerging industries, and promote the replenishment and strengthening of the transportation and energy industries. The eighth is to increase policy support. Continuously improve the support and guarantee policy for the integration of communication and energy, increase the support of financial elements, strengthen the support of standards and norms, promote scientific and technological innovation, and strengthen pilot leadership.
