为全面贯彻党的二十大和二十届二中、三中全会精神，深入落实党中央、国务院重大战略决策部署，交通运输部、国家发展改革委等十部门近日联合印发了《关于推动交通运输与能源融合发展的指导意见》（简称《指导意见》），多措并举深入推动交通运输与能源融合发展。

一是服务国家战略，落实双碳目标的实际行动。交通运输是碳排放的重点领域，清洁能源升级替代的任务十分艰巨。深入推动交能融合发展，深挖交通基础设施的清洁能源开发潜力，加快新能源与清洁能源运输装备推广，能够推动交通运输行业绿色低碳转型，有力支撑双碳战略目标如期实现。

二是加快建设新型能源体系，保障国家能源安全的具体实践。发展清洁能源已经成为全球能源转型和应对气候变化的战略方向，同时也是保障国家能源安全的关键举措。推动交能融合发展，充分发挥新型智慧交通网的巨大储能作用，建立交通运输领域新型能源供应体系，将有效减少对化石能源的进口依赖，提高可再生能源的稳定性，服务保障国家能源产业链供应链安全稳定。

四是着力扩大内需，推动我国新兴产业实现双循环的重要举措。内需是拉动经济增长的主动力和稳定锚。推动交能融合发展，通过“车、能、路、云”一体化发展，有效降低公路货运等高碳运输的能源依赖，提升综合运输效率，推进物流行业降本提质增效。同时，还能带动新能源汽车、光伏组件、储能电池、智能充电设备等相关产业发展，发挥我国车船制造和新能源产业链优势，打造新的优势产业和经济增长点。

Domestic demand is the main driving force and stable anchor for economic growth. Promote the integrated development of transportation and energy, and effectively reduce the energy dependence of high-carbon transportation such as road freight through the integrated development of "vehicles, energy, roads, and clouds", improve comprehensive transportation efficiency, and promote the logistics industry to reduce costs, improve quality and efficiency. At the same time, it can also drive the development of new energy vehicles, photovoltaic modules, energy storage batteries, intelligent charging equipment and other related industries, give full play to the advantages of my country's vehicle and ship manufacturing and new energy industry chain, and create new advantageous industries and economic growth points.

党的十八大以来，交通运输行业深入贯彻习近平生态文明思想，全面落实党中央、国务院碳达峰碳中和以及能源革命、污染防治攻坚等战略决策部署，多措并举加快推进交通运输与能源融合发展，取得了积极成效。

一是政策引领文件不断完善。印发了《交通运输领域美丽中国建设行动方案》《交通运输大规模设备更新行动方案》等系列文件，引导交通基础设施清洁能源开发利用，加快新能源清洁能源装备推广应用。

A series of documents such as the "Action Plan for Building a Beautiful China in the Transportation Field" and the "Action Plan for Renewing Large-scale Transportation Equipment" were issued to guide the development and utilization of clean energy in transportation infrastructure and accelerate the promotion and application of new energy and clean energy equipment.

二是交通基础设施清洁能源开发初具规模。目前，全国依托各类交通基础设施已建风、光等清洁能源装机容量超120万千瓦，其中公路领域达到98万千瓦，未来发展潜力巨大。

At present, relying on various transportation infrastructure, the installed capacity of clean energy such as wind and solar has exceeded 1.2 million kilowatts, of which 980,000 kilowatts have been built in the highway sector, which has huge potential for future development.

三是新能源与清洁能源运输装备规模进一步扩大。目前我国城市公交新能源汽车占比达到77.6％，已建和在建清洁能源船舶超过430艘。全国铁路电气化率达到73.8％，电力机车占比约66％。民航领域积极探索应用可持续航空燃料，机场电动车辆占比达到26％。

Third, the scale of new energy and clean energy transportation equipment has been further expanded. At present, the proportion of new energy vehicles in urban public transportation in my country has reached 77.6%, and more than 430 clean energy ships have been built or under construction. The national railway electrification rate reached 73.8%, and electric locomotives accounted for about 66%. The civil aviation field is actively exploring the application of sustainable aviation fuel, with electric vehicles accounting for 26% at airports.

四是交通运输绿色能源产供和保障能力持续提高。截至2024年年底，全国高速公路服务区（含停车区）累计已经建成充电桩3.5万个、充电停车位5.1万个。2025年3月，上海港实现了首次批量国产绿色甲醇燃料的首船接卸、储存及加注全产业链供应服务。

Fourth, the production, supply and guarantee capacity of green energy in transportation continues to improve. As of the end of 2024, a total of 35,000 charging piles and 51,000 charging parking spaces have been built in highway service areas (including parking areas) across the country. In March 2025, Shanghai Port realized the first batch of domestically produced green methanol fuel in the whole industrial chain supply services for the first ship of unloading, storage and refueling.

五是试点示范持续推进。组织开展了“绿色低碳交通强国建设专项试点”“公路水路典型运输和设施零碳试点”等试点工程，推动地方打造了一批具有示范引领作用的交能融合项目。

Organized and carried out pilot projects such as the "Special Pilot Project for Building a Green and Low-Carbon Transportation Power" and "Zero-Carbon Pilot Project for Typical Highway and Waterway Transportation and Facilities", and promoted local governments to create a number of transportation-energy integration projects with demonstration and leading roles.

多措并举全面推动交能融合发展

《指导意见》定位于交通运输行业与能源行业的协同融合，起草过程中坚持整体设计、重点突出、分类施策等三方面原则。

The "Guiding Opinions" are positioned in the collaborative integration of the transportation industry and the energy industry. During the drafting process, the three principles of overall design, highlighting key points, and classified policies are adhered to.

一是坚持整体设计。《指导意见》按照全局性谋划和战略性布局思路，统筹交通基础设施规划建设运行、运输装备、运输绿色燃料体系、产业培育等方面，以创新驱动与政策保障为支撑，强化两个行业在顶层设计层面的整体优化与融合。

First, adhere to the overall design. According to the overall planning and strategic layout ideas, the "Guiding Opinions" coordinate the planning, construction and operation of transportation infrastructure, transportation equipment, transportation green fuel system, industrial cultivation, etc., and strengthen the overall optimization and integration of the two industries at the top level with the support of innovation drive and policy guarantee.

二是坚持重点突出。《指导意见》统筹问题导向和目标导向，围绕交通与能源融合的关键领域、具备率先推进基础的重点领域、存在突出问题的短板领域，提出重点任务方向，创新体制机制，完善政策标准。

The "Guiding Opinions" coordinate problem orientation and goal orientation, focus on key areas of transportation and energy integration, key areas with the foundation to take the lead in advancing, and short-board areas with outstanding problems, put forward key task directions, innovate systems and mechanisms, and improve policy standards.

三是坚持分类施策。《指导意见》按照因地制宜、多元互补、先立后破的推进思路，提出了适用于不同场景的交能融合发展模式，保障稳妥有序推进交能融合相关工作。

《指导意见》围绕交通基础设施、运输装备、燃料供应、产业培育、支持保障等领域提出了8个方面25项重点任务。一是加强交通与能源基础设施规划协同。强化部门协同、规划协同、供需协同，推动交通与能源规划衔接互动、统筹规划交通运输清洁能源供应保障体系。二是优化交通基础设施清洁能源开发管理。聚焦交通基础设施清洁能源开发的主要制约问题，完善要素保障与开发管理制度。三是推动交通与能源基础设施一体化建设。依托铁路、公路、港口航道、枢纽场站等多种运输方式，安全有序、因地制宜拓展清洁能源开发利用场景。四是推动交通与能源基础设施高效稳定运行。不断增强交通运输能源系统弹性，逐步提升交通运输能源系统应急能力，逐步加强交通基础设施网与能源网协同互动。五是推广新能源与清洁能源运输装备。结合大规模设备更新行动，积极推动铁路机车车辆、道路运输车辆、船舶、航空器、邮政快递等绿色低碳转型发展。六是构建安全可靠交通运输绿色燃料体系。贯彻落实中央加快推进绿色甲醇等可持续燃料推广应用等战略要求，持续提升交通运输绿色燃料供应能力、逐步完善交通运输绿色燃料储运加注网络等。七是培育现代化产业融合体系。鼓励新模式推广及新兴产业孵化，推动交通运输与能源产业补链强链。八是加大政策支持力度。不断完善交能融合支撑保障政策、加大资金要素支持力度、加强标准规范支撑、推进科技创新、强化试点引领。

The "Guiding Opinions" put forward 25 key tasks in 8 aspects around transportation infrastructure, transportation equipment, fuel supply, industrial cultivation, support and guarantee. The first is to strengthen the coordination of transportation and energy infrastructure planning. Strengthen departmental coordination, planning coordination, and supply and demand coordination, promote the connection and interaction between transportation and energy planning, and coordinate the planning of the transportation clean energy supply guarantee system. The second is to optimize the development and management of clean energy in transportation infrastructure. Focus on the main constraints on the development of clean energy in transportation infrastructure, and improve the factor guarantee and development management system. The third is to promote the integration of transportation and energy infrastructure. Relying on various transportation modes such as railways, highways, ports and waterways, and hub stations, we will expand clean energy development and utilization scenarios in a safe and orderly manner and according to local conditions. The fourth is to promote the efficient and stable operation of transportation and energy infrastructure. Continuously enhance the flexibility of the transportation energy system, gradually improve the emergency response capabilities of the transportation energy system, and gradually strengthen the collaborative interaction between the transportation infrastructure network and the energy network. The fifth is to promote new energy and clean energy transportation equipment. In conjunction with large-scale equipment renewal actions, we will actively promote the green and low-carbon transformation and development of railway rolling stock, road transport vehicles, ships, aircraft, postal express, etc. The sixth is to build a safe and reliable green fuel system for transportation. We will implement the central government's strategic requirements for accelerating the promotion and application of sustainable fuels such as green methanol, continue to improve the supply capacity of green fuels for transportation, and gradually improve the storage, transportation and filling network of green fuels for transportation. The seventh is to cultivate a modern industrial integration system. Encourage the promotion of new models and the incubation of emerging industries, and promote the replenishment and strengthening of the transportation and energy industries. The eighth is to increase policy support. Continuously improve the support and guarantee policy for the integration of communication and energy, increase the support of financial elements, strengthen the support of standards and norms, promote scientific and technological innovation, and strengthen pilot leadership.

为推动《指导意见》落实，交通运输部将联合有关部门，制定相关行动方案，加强对交能融合各项任务的指导监督，强化评估管理与跟踪问效，组织开展交通运输与能源融合发展创新试点，全面推动交通运输与能源融合发展。
