共建共享“一带一路”合作成果

Jointly build and share the achievements of the belt and road initiative

古丝绸之路绵亘万里，跨越千年，积淀了和平合作、开放包容、互学互鉴、互利共赢的丝路精神。进入21世纪，全球性挑战层出不穷，各国人民求和平、谋发展、促合作的愿望更加强烈。2013年，习近平主席提出共建“一带一路”倡议，擘画政策沟通、设施联通、贸易畅通、资金融通、民心相通的合作蓝图，赋予古丝绸之路崭新的时代内涵。

The ancient Silk Road stretches for thousands of miles and spans thousands of years, accumulating the spirit of the Silk Road, which is peaceful cooperation, openness and inclusiveness, mutual learning and benefit. In the 21st century, global challenges are constantly emerging, and the desire of people from all countries to seek peace, development and cooperation is even stronger. In 2013, President Xi put forward to jointly building the Belt and Road Initiative, forging a blueprint for cooperation in policy communication, facilities connectivity, smooth trade, financial intermediation and people-to-people exchanges, and giving the ancient Silk Road a brand-new connotation of the times.

乌兹别克斯坦是共建“一带一路”倡议的积极参与者和坚定支持者。在两国元首战略引领下，中乌全面战略伙伴关系发展驶入快车道，高质量共建“一带一路”取得丰硕成果，不仅造福两国人民，也有力促进了地区和平稳定和繁荣发展。

Uzbekistan is an active participant and staunch supporter of the Belt and Road Initiative. Guided by the strategy of the two heads of state, the development of China-Uzbekistan comprehensive strategic partnership has entered the fast lane, and the high-quality joint construction of the belt and road initiative has achieved fruitful results, which not only benefits the two peoples, but also strongly promotes regional peaceful stabsperitility, prosperous development.

政策沟通奠定基础。两国各层级交往密切，持续落实共建“丝绸之路经济带”合作文件，发挥政府间合作委员会和各分委会统筹协调作用，推动共建“一带一路”倡议同“新乌兹别克斯坦”2022—2026年发展战略深入对接，为两国合作共赢夯实牢固基础。

Policy communication lays the foundation. The two countries have maintained close exchanges at all levels, continuously implemented the cooperation document on jointly building the Silk Road Economic Belt, played the overall coordination role of the Intergovernmental Cooperation Committee and its sub-committees, and promoted the in-depth connection between the the Belt and Road initiative and the New Uzbekistan development strategy from 2022 to 2026, laying a solid foundation for win-win cooperation between the two countries.

设施联通稳步推进。中国—中亚天然气管道现有管线全部过境乌兹别克斯坦，中方协助建设的中亚第一长隧道“安格连—帕普”铁路隧道书写“900天奋战成就900秒奇迹”的佳话，极大造福当地民众。中吉乌铁路项目已完成可行性研究工作，后续工作加紧展开，中吉乌公路和中哈乌铁路运力潜力不断释放，两国互联互通网络逐步完善，跨境运输效率大大提升。

Facilities connectivity is steadily advancing. All existing pipelines of the China Central Asia natural gas pipeline pass through Uzbekistan. The first long tunnel in Central Asia, the Anglian-Pap railway tunnel, which China has assisted in building, writes a beautiful story of 900 days of hard work and 900 seconds of miracles, greatly benefiting the local people. The feasibility study of China-Kyrgyzstan-Uzbekistan Railway Project has been completed, and follow-up work is intensifying. The potential of China-Kyrgyzstan-Uzbekistan Highway and China-Kazakhstan-Uzbekistan Railway transportation capacity is constantly being released, and the interconnection network between the two countries is gradually improving, greatly improving cross-border transportation efficiency.

贸易畅通提质升级。中国是乌兹别克斯坦第一大贸易伙伴和主要投资来源国。据统计，自2017年以来，中国对乌累计投资增长4倍，达到110亿美元，在乌中企数量近5年增长两倍。两国扎实推进能源、生产制造、通信等领域合作，不断打造数字经济、绿色发展、现代农业、跨境电商、减贫等领域新的合作亮点，激发地方合作活力，为两国发展注入新动能。

Smooth trade, improved quality and upgrading. China is Uzbekistan's largest trading partner and major source of investment. According to statistics, since 2017, China's cumulative investment in Uzbekistan has increased fourfold, reaching $11 billion, and the number of Chinese enterprises in Uzbekistan has tripled in the past five years. The two countries have solidly promoted cooperation in energy, manufacturing, communication and other fields, continuously creating new cooperation highlights in the fields of digital economy, green development, modern agriculture, cross-border e-commerce, poverty reduction,etc., stimulating the vitality of local cooperation and injecting new kinetic energy into the development of the two countries.

资金融通提供保障。中国向乌兹别克斯坦提供优惠贷款，在能源、基础设施、工业等领域实施数十个重要项目，支持乌兹别克斯坦现代化进程，增进民生福祉。双方用好亚洲基础设施投资银行、丝路基金等金融平台，加强投融资合作，助力共建“一带一路”行稳致远。

Financial intermediation provides security. China provides preferential loans to Uzbekistan and implements dozens of important projects in the fields of energy, infrastructure, and industry to support Uzbekistan's modernization process and enhancing people's well-being. Both sides should make good use of the Asian Infrastructure Investment Bank, the Silk Road Fund and other financial platforms, strengthen investment and financing cooperation, and help jointly build the Belt and Road Initiative steadily and long-term development.

民心相通巩固情谊。两国积极开展教育、文化、媒体、卫生等领域合作，乌兹别克斯坦“汉语热”持续升温。双方联合举办文化展演、研讨会等活动，取得良好效果。乌兹别克斯坦对中国公民实施10天免签的入境政策，期待更多中国游客赴乌兹别克斯坦领略历史文化和风土人情。随着两国人员往来进一步便利化，双方友好民意基础更为牢固。

People-to-people exchanges are connected to consolidate friendship. The two countries actively carry out cooperation in the fields of education, culture, media and health, and the "Chinese fever" in Uzbekistan continues to heat up. Both sides jointly held cultural exhibitions, seminars and other activities, which achieved good results. Uzbekistan implements a 10-day visa-free entry policy for Chinese citizens, expecting more Chinese tourists to visit Uzbekistan to enjoy its history, culture and customs. With the further facilitation of personnel exchanges between the two countries, the foundation of friendly public opinion between the two sides has become stronger.

当前，中国正以中国式现代化全面推进中华民族伟大复兴。“新乌兹别克斯坦”建设也迎来新的机遇期。中国将继续同乌兹别克斯坦一道，凝聚合作共识，汇集发展力量，共建共享“一带一路”合作成果，推动构建人类命运共同体。

At present, China is comprehensively promoting the great rejuvenation of the Chinese nation with Chinese path to modernization. The construction of New Uzbekistan also ushered in a new period of opportunities. China will continue to work with Uzbekistan to gather consensus on cooperation, pool development forces, jointly build and share the achievements of the Belt and Road Initiative cooperation, and promote the building of a community with shared future for mankind.
