第三届“草原高质量发展”学术研讨会在北京召开

11月28日，由国家林业和草原局和九三学社中央委员会联合指导，中国林业科学研究院主办召开第三届“草原高质量发展”学术研讨会在北京召开。本次会议以“加强草原修复·助力三北工程”为主题，旨在贯彻落实习近平总书记在“加强荒漠化综合防治 推进三北等重点生态工程建设座谈会”上的讲话精神，对“三北”等重点生态工程建设提供科技支撑，提升我国草原生态修复和草业高质量发展的科技创新能力。全国人大常委会副委员长、九三学社中央主席、中国科学院院士武维华，国家林草局副局长唐芳林出席会议并讲话。中国工程院院士南志标、张守攻，中国科学院院士种康等专家学者及相关部门同志，围绕草原高质量发展研讨建言。全国畜牧总站站长王宗礼应邀做了题为“草原畜牧业转型升级助推草原高质量发展”的交流发言。

On November 28, under the joint guidance of the National Forestry and Grassland Administration and the Central Committee of Jiusan Society, the 3rd Academic Seminar on "grassland high-quality development" hosted by the Chinese Academy of Forestry was held in Beijing.With the theme of "Strengthening Grassland Restoration and Helping the Three Norths Project", this conference aims to implement the spirit of 　 's speech at the Symposium on "Strengthening the Comprehensive Prevention and Control of Desertification and Promoting the Construction of Key Ecological Projects such as the Three Norths". Provide scientific and technological support for the construction of key ecological projects, and enhance the scientific and technological innovation capabilities of my country's grassland ecological restoration and high-quality development of grassland industry. Wu Weihua, vice chairman of the Standing Committee of the National People's Congress, chairman of the Central Committee of the Jiusan Society, and academician of the Chinese Academy of Sciences, and Tang Fanglin, deputy director of the State Forestry and Grassland Administration, attended the meeting and delivered speeches. Academicians of the Chinese Academy of Engineering Nan Zhibiao and Zhang Shoujing, academicians of the Chinese Academy of Sciences Chong Kang and other experts and scholars and comrades from relevant departments discussed and made suggestions on the high-quality development of grasslands. Wang Zongli, director of the National Animal Husbandry Station, was invited to make an exchange speech entitled "Transformation and Upgrading of Grassland Animal Husbandry to Promote the High-quality Development of Grassland".

武维华指出，草原是我国重要的生态系统和自然资源，在维护国家生态安全、边疆稳定、民族团结和促进经济社会可持续发展、农牧民增收等方面具有基础性、战略性作用。草原生态文明建设关系到人与自然和谐共生和共同富裕的中国式现代化重要目标的实现。今年6月，习近平总书记在内蒙古自治区巴彦淖尔市主持召开加强荒漠化综合防治和推进“三北”等重点生态工程建设座谈会时指出，“要持之以恒推行草原休养生息”“保护好来之不易的草原、森林”，体现了党和国家对草原保护建设的高度重视。林草工作者要全面提高政治站位，深入学习领会习近平生态文明思想，坚持统筹山水林田湖草沙系统治理，以生态修复优先、生产生态功能协同提升为原则，统筹规划草原建设；要立足国家战略需求，加快推进草种业高质量发展，支持三北重点生态工程建设；要加快草原科技人才培养和队伍建设，建立高水平科技创新平台，增强科技创新对我国草原生态修复和生产力恢复的支撑作用。

Wu Weihua pointed out that grassland is an important ecosystem and natural resource in China, and plays a fundamental and strategic role in maintaining national ecological security, border stability, ethnic unity, promoting sustainable economic and social development, and increasing the income of farmers and herdsmen. Grassland ecological civilization construction is related to the realization of the important goal of Chinese-style modernization of harmonious coexistence and common prosperity between man and nature. In June this year, General Secretary Xi Jinping presided over a symposium on strengthening the comprehensive prevention and control of desertification and promoting the construction of key ecological projects such as the "Three Norths" in Bayannur City, Inner Mongolia Autonomous Region, and pointed out that "we must persevere in promoting grassland recuperation" and "protect the hard-won grasslands and forests", which reflects the Party and the country's high attention to grassland protection and construction. Forestry and grassland workers should comprehensively improve their political stance, deeply study and understand Xi Jinping's thoughts on ecological civilization, adhere to the overall management of mountains, rivers, forests, fields, lakes, grasslands and sands, and plan grassland construction in a coordinated manner based on the principles of giving priority to ecological restoration and synergistic improvement of production and ecological functions; they should base themselves on national strategic needs, accelerate the high-quality development of the grass seed industry, and support the construction of key ecological projects in the Three Norths; they should accelerate the training of grassland science and technology talents and team building, establish a high-level scientific and technological innovation platform, and enhance the supporting role of scientific and technological innovation in my country's grassland ecological restoration and productivity recovery.

唐芳林指出，我国是草原大国，草原面积位列全球第一位。草原是我国面积最大的陆地生态系统，要充分认识草原在维护国家生态安全中的重要作用，准确认识草原在维护食物安全中的重要作用，深刻认识草原在维护边疆稳定和民族团结中的重要作用。习近平总书记发出了打好三北工程攻坚战、努力创造新时代中国防沙治沙新奇迹的动员令后，国家林草局积极行动，与国家发改委推进出台了《三北工程六期规划》，启动了三大标志性战役，实现了三北工程攻坚战的良好开局。三北地区荒漠化沙化土地70%是草原，草原与沙源地、沙尘路径区高度耦合，只有先攻下退化沙化草原修复这块阵地，才有把握打赢三北工程攻坚战。在三北工程建设中，草原具有不可替代的重要作用，草原的底色决定了三北工程建设的成色。国家林草局已将林草综合覆盖率作为三北工程攻坚战的主要考核指标之一，更加突出草原在防沙治沙中的作用，引导各地更加科学地开展防沙治沙和国土绿化。

Tang Fanglin pointed out that China is a large country of grassland, and the area of grassland ranks first in the world. Grassland is the largest terrestrial ecosystem in China, and it is necessary to fully understand the important role of grassland in maintaining national ecological security, accurately understand the important role of grassland in maintaining food security, and deeply understand the important role of grassland in maintaining border stability and ethnic unity. After General Secretary Xi Jinping issued a mobilization order to fight the tough battle of the Three North Project and strive to create a new miracle of sand control in China in the new era, the National Forestry and Grassland Administration took active action and promoted the release of the "Three North Project Phase Six Plan" with the National Development and Reform Commission, launched three landmark battles, and achieved a good start in the tough battle of the Three North Project. 70% of the desertified and sandy land in the Three North region is grassland, which is highly coupled with sand source areas and sand and dust path areas. Only by first conquering the position of restoring degraded and sandy grasslands can we be sure to win the tough battle of the Three North Project. In the construction of the Three Norths Project, grassland plays an irreplaceable and important role, and the quality of the Three Norths Project is determined by the background of grassland. The National Forestry and Grassland Administration has taken the comprehensive coverage of forests and grasslands as one of the main assessment indicators for the Three Norths Project, further highlighting the role of grasslands in sand prevention and control, and guiding all regions to carry out sand prevention and control and land afforestation in a more scientific manner.
