National Petroleum and Chemical Industry Excellent Quality Management Achievements and Quality Award Management Measures

第一章 总则

Chapter I: General Provisions

第一条 为了完善我国石油和化工行业质量奖励制度，规范全国石油和化工行业优秀质量管理成果和质量奖管理工作，根据《中华人民共和国产品质量法》《评比达标表彰活动管理办法》《社会组织评比达标表彰活动管理办法》等有关规定，结合石油和化工行业实际，特制定本办法。

Article 1 In order to improve the quality reward system of China's petroleum and chemical industry, standardize the management of excellent quality management achievements and quality awards in the national petroleum and chemical industry, these measures are formulated in accordance with the Product Quality Law of the People's Republic of China, the Administrative Measures for Appraisal and Commendation Activities, and the Administrative Measures for Appraisal and Commendation Activities of Social Organizations, combined with the actual situation of the petroleum and chemical industry.

第二条 全国石油和化工行业优秀质量管理成果和质量奖是经中央批准的由中国石油和化学工业联合会（以下简称：石化联合会）主办的我国石油和化工行业最高质量管理奖项。

Article 2 The National Petroleum and Chemical Industry Excellent Quality Management Achievement and Quality Award is the highest quality management award in China's petroleum and chemical industry approved by the Central Committee and sponsored by the China Petroleum and Chemical Industry Federation (hereinafter referred to as the Petrochemical Federation).

第三条 全国石油和化工行业优秀质量管理成果和质量奖旨在激励石油和化工行业加强全面质量管理，推广科学质量管理制度、模式和方法，应用先进质量技术，促进质量创新，传播先进质量理念，引导全行业积极践行“质量强业”，持续推动石油和化工行业质量提升，为加快推进石油和化工行业高质量发展、建设石油和化学工业强国提供坚实质量支撑。

Article 3 The National Petroleum and Chemical Industry Excellent Quality Management Achievement and Quality Award aims to encourage the petroleum and chemical industry to strengthen total quality management, promote scientific quality management systems, models and methods, apply advanced quality technology, promote quality innovation, disseminate advanced quality concepts, guide the whole industry to actively practice "quality strong industry", continue to promote the quality improvement of the petroleum and chemical industry, and provide solid quality support for accelerating the high-quality development of the petroleum and chemical industry and building a strong country in the petroleum and chemical industry.

第四条 全国石油和化工行业优秀质量管理成果和质量奖，包括“全国石油和化工行业优秀质量管理成果”和“全国石油和化工行业质量奖”，评选周期为2年。

Article 4 The National Petroleum and Chemical Industry Excellent Quality Management Achievement and Quality Award, including the "National Petroleum and Chemical Industry Excellent Quality Management Achievement" and the "National Petroleum and Chemical Industry Quality Award", shall be selected for a period of 2 years.

“全国石油和化工行业优秀质量管理成果”，授予石油和化工企业在通过质量策划、质量保证、质量控制和质量改进等手段持续提升产品、工程和服务质量的实践过程中，形成的有成效、可推广、可借鉴的典型经验和成功做法。

"National Petroleum and Chemical Industry Excellent Quality Management Achievements" is awarded to petroleum and chemical enterprises in the practice of continuously improving the quality of products, projects and services through quality planning, quality assurance, quality control and quality improvement, etc., the formation of effective, generalizable, reference typical experience and successful practices.

“全国石油和化工行业质量奖”，授予为推动石油和化工行业质量发展作出突出贡献，在促进石油和化工行业质量提升上具有显著示范带头作用的组织、项目和为石油和化工行业质量发展事业作出突出贡献的个人。

The "National Petroleum and Chemical Industry Quality Award" is awarded to organizations, projects and individuals who have made outstanding contributions to the quality development of the petroleum and chemical industry and have a significant demonstration and leading role in promoting the quality improvement of the petroleum and chemical industry.

第五条 全国石油和化工行业优秀质量管理成果和质量奖评选表彰，面向基层和工作一线，不评选副司局级或者相当于副司局级以上单位和干部、县级以上党委或者政府，县处级干部比例控制在20%以内。

Article 5 The selection and commendation of outstanding quality management achievements and quality awards in the national petroleum and chemical industry shall be oriented to the grassroots level and the front line of work, and units and cadres at or above the deputy director-general level or equivalent to the deputy director-general level shall not be selected, and the proportion of cadres at or above the county level shall be controlled within 20%.

第六条 全国石油和化工行业优秀质量管理成果和质量奖的评选突出先进性、代表性、时代性，遵循申请自愿、不收费和科学、公开、公平、公正的原则，坚持高标准、少而精，优中选优。

Article 6 The selection of outstanding quality management achievements and quality awards in the national petroleum and chemical industry highlights the advanced, representative and contemporary nature, follows the principles of voluntary application, no fee and scientific, open, fair and just, and adheres to high standards, less and fine, and selects the best among the best.

第二章 组织机构及职责

Chapter 2 Organizational Structure and Responsibilities

第七条 石化联合会负责全国石油和化工行业优秀质量管理成果和质量奖评选表彰的组织推进和监督管理。

Article 7 The Petrochemical Federation is responsible for the organization, promotion, supervision and management of the selection and commendation of excellent quality management achievements and quality awards in the national petroleum and chemical industry.

第八条 石化联合会设立全国石油和化工行业优秀质量管理成果和质量奖评审工作委员会（以下简称：评审委员会）。评审委员会由质量、科技、安全、环保、标准化、信息化等领域专家学者、相关专业协会负责人等组成，负责全国石油和化工行业优秀质量管理成果和质量奖的评审工作。评审委员会主任由石化联合会主管质量的会领导担任。评审委员会下设秘书处，承担评审委员会的日常工作。秘书处设在石化联合会质量安全环保部。

Article 8 The Petrochemical Federation shall establish the National Petroleum and Chemical Industry Excellent Quality Management Achievement and Quality Award Evaluation Committee (hereinafter referred to as the Evaluation Committee). The review committee is composed of experts and scholars in the fields of quality, science and technology, safety, environmental protection, standardization, informatization, etc., and heads of relevant professional associations, and is responsible for the evaluation of excellent quality management achievements and quality awards in the national petroleum and chemical industry. The director of the review committee shall be the leader of the Petrochemical Federation in charge of quality. There is a secretariat under the Judging Committee, which is responsible for the daily work of the Judging Committee. The secretariat is located in the Department of Quality, Safety and Environmental Protection of the Petrochemical Federation.

第三章 评选范围

Chapter 3 Selection Scope

第九条“全国石油和化工行业优秀质量管理成果”的评选范围：

Article 9 The selection scope of "National Petroleum and Chemical Industry Excellent Quality Management Achievements":

（一）先进质量管理理念和方法运用类成果。石油和化工企业运用先进质量管理理念和方法，促进质量变革、效率变革和动力变革，提高质量和效益，推动企业高质量发展的典型经验和做法。

(1) Achievements in the application of advanced quality management concepts and methods. Petroleum and chemical enterprises use advanced quality management concepts and methods to promote quality, efficiency and power changes, improve quality and efficiency, and promote the typical experience and practices of high-quality development of enterprises.

（二）现代质量技术应用类成果。包括石油和化工企业应用新一代信息技术，提升质量管理数字化水平，增强产品全生命周期、全价值链、全产业链质量管理能力，促进质量管理模式创新的典型经验和做法；石油和化工企业应用绿色低碳先进技术，优化生产工艺流程和质量管控系统，提高全流程质量控制水平，降低资源和能源消耗，推动绿色低碳转型，助力“碳达峰、碳中和”的典型经验和做法等。

(2) Achievements in the application of modern quality technology. It includes the typical experience and practices of petroleum and chemical enterprises in applying a new generation of information technology, improving the digital level of quality management, enhancing the quality management capabilities of the whole product life cycle, the whole value chain and the whole industrial chain, and promoting the innovation of quality management models; Petroleum and chemical enterprises apply advanced green and low-carbon technologies, optimize production processes and quality control systems, improve the quality control level of the whole process, reduce resource and energy consumption, promote green and low-carbon transformation, and help "carbon peak and carbon neutrality".

（三）质量管理小组活动成果。石油和化工企业开展质量管理小组活动取得的活动成果。

(3) The results of the activities of the quality management team. The results of the activities of the petroleum and chemical enterprises in carrying out the activities of the quality management team.

（四）质量信得过班组建设活动成果。石油和化工企业开展质量信得过班组建设活动取得的活动成果。

第十条 “全国石油和化工行业质量奖”的评选范围，其中：

Article 10 The selection scope of the "National Petroleum and Chemical Industry Quality Award", including:

（一）组织评选范围。在我国境内依法设立的与石油和化工行业有关的各类组织。

(1) Scope of organization selection. All kinds of organizations related to the petroleum and chemical industry established in accordance with the law within the territory of China.

（二）项目评选范围。与我国石油和化工行业有关的重大质量攻关、重点产品开发、具有重要意义的产品质量升级改造、重点工程建设、重大装备制造等项目。

(2) Scope of project selection. Major quality research, key product development, product quality upgrading and transformation of great significance, key project construction, major equipment manufacturing and other projects related to China's petroleum and chemical industry.

（三）个人评选范围。我国石油和化工行业各领域从事质量岗位的有关工作人员、质量工程技术人员、质量领导者，质量领域专家学者等。

(3) Scope of individual selection. Relevant staff, quality engineering and technical personnel, quality leaders, experts and scholars in the field of quality in various fields of China's petroleum and chemical industry.

第四章 申报条件

Chapter IV Declaration Requirements

第十一条 申报“全国石油和化工行业优秀质量管理成果”的企业，应分别满足以下基本条件，其中：

Article 11 Enterprises that apply for "National Excellent Quality Management Achievements in the Petroleum and Chemical Industry" shall meet the following basic conditions, including:

（一）先进质量管理理念和方法运用类成果申报条件

(1) Conditions for the declaration of achievements in the application of advanced quality management concepts and methods

1.在我国境内依法设立，近3年内无重大质量、安全、环保等事故；

1. Established in accordance with the law in China, there have been no major quality, safety, environmental protection and other accidents in the past 3 years;

2.质量管理理念或方法已在本企业成熟运用1年以上，有效促进了本企业质量和绩效的提升，在行业内表现突出；

2. The quality management concept or method has been matured and used in the enterprise for more than 1 year, which has effectively promoted the improvement of the quality and performance of the enterprise, and has performed well in the industry;

3.成果具有借鉴意义和推广应用价值。

3. The results have reference significance and promotion and application value.

（二）现代质量技术应用类成果申报条件

(2) The conditions for the declaration of achievements in the application of modern quality technology

1.在我国境内依法设立，近3年内无重大质量、安全、环保等事故；

1. Established in accordance with the law in China, there have been no major quality, safety, environmental protection and other accidents in the past 3 years;

2.质量技术已在本企业成熟应用1年以上，有效促进了本企业质量和绩效的提升，在行业内表现突出；

2. The quality technology has been maturely applied in the enterprise for more than 1 year, which has effectively promoted the improvement of the quality and performance of the enterprise, and has outstanding performance in the industry;

3.成果具有借鉴意义和推广应用价值。

3. The results have reference significance and promotion and application value.

（三）质量管理小组活动成果申报条件

(3) Conditions for the declaration of the results of the activities of the quality management team

1.在我国境内依法设立，近3年内无重大质量、安全、环保等事故；

1. Established in accordance with the law in China, there have been no major quality, safety, environmental protection and other accidents in the past 3 years;

2.小组按照质量管理小组活动程序，运用质量管理统计方法开展活动，解决课题，完成小组活动目标；

2. In accordance with the activity procedures of the quality management team, the group uses quality management statistical methods to carry out activities, solve problems, and complete the goals of group activities;

3.小组围绕企业的经营战略、方针目标和现场存在的问题开展质量管理小组活动，取得显著成效，其经验有普遍推广意义。

3. The group carries out quality management team activities around the company's business strategy, policy objectives and on-site problems, and has achieved remarkable results, and its experience has universal promotion significance.

（四）质量信得过班组建设活动成果申报条件

(4) The quality is trustworthy and the conditions for the declaration of the results of the team construction activities

1.在我国境内依法设立，近3年内无重大质量、安全、环保等事故；

1. Established in accordance with the law in China, there have been no major quality, safety, environmental protection and other accidents in the past 3 years;

2.班组按照质量信得过班组建设活动程序，结合企业和班组实际情况开展活动，完成班组建设活动目标；

2. The team carries out activities in accordance with the procedures of the quality trustworthy team construction activities, combined with the actual situation of the enterprise and the team, and completes the team construction activity objectives;

3.班组围绕企业的经营战略和战略部署分解目标，本着“质量为顾客和其他相关方创造价值”的核心理念，开展质量信得过班组建设活动并取得成效。

3. The team decomposes the objectives around the company's business strategy and strategic deployment, and carries out quality trustworthy team construction activities and achieves results in line with the core concept of "quality creates value for customers and other relevant parties".

第十二条 申报“全国石油和化工行业质量奖”的组织、项目和个人，应分别满足以下基本条件，其中：

Article 12 Organizations, projects and individuals applying for the "National Petroleum and Chemical Industry Quality Award" shall meet the following basic conditions, including:

（一）组织申报条件

(1) Organizational declaration conditions

1.在我国境内依法设立，近3年内无重大质量、安全、环保等事故,无相关违法、违规、违纪行为；

1. Established in accordance with the law in China, there have been no major quality, safety, environmental protection and other accidents in the past 3 years, and there are no relevant violations, violations of rules and regulations;

2.在质量水平、创新能力、品牌影响力、绿色发展以及效益等方面取得突出成绩并达到国内同行业领先水平；

2. Outstanding achievements in quality level, innovation ability, brand influence, green development and efficiency, etc., and reach the leading level of the same industry in China;

3.实施质量发展战略，坚持质量第一的发展理念，崇尚优秀质量文化；

3. Implement the quality development strategy, adhere to the development concept of quality first, and advocate excellent quality culture;

4.质量管理制度、模式、方法有所创新，并且成熟度高，具有推广价值。

4. The quality management system, model and method are innovative, and the maturity is high and has promotion value.

（二）项目申报条件

(2) Project application conditions

1.由我国境内依法设立的组织负责实施，项目已经完成并通过所需的相关验收，项目实施周期中无重大质量、安全和环保事故；

1. The organization established in accordance with the law in China is responsible for the implementation, the project has been completed and passed the required relevant acceptance, and there are no major quality, safety and environmental protection accidents in the project implementation cycle;

2.代表我国石油和化工行业的发展方向，对促进石油和化工行业质量发展做出重大贡献，对行业和企业质量提升具有示范和带动作用；

2. On behalf of the development direction of China's petroleum and chemical industry, make significant contributions to promoting the quality development of the petroleum and chemical industry, and have an exemplary and driving role in the quality improvement of the industry and enterprises;

3.技术创新性突出，在关键领域取得重大突破，填补国内空白，替代同类产品进口，显著提升行业整体水平，拥有关键核心技术和自主知识产权，技术水平达到国内同行业领先或国际先进水平；

3. Outstanding technological innovation, major breakthroughs have been made in key areas, filling the domestic gap, replacing the import of similar products, significantly improving the overall level of the industry, having key core technologies and independent intellectual property rights, and the technical level has reached the leading level in the same industry in China or the international advanced level;

4.质量、效益、节能、减排、资源综合利用、安全、环保等指标达到国内领先或国际先进水平。

4. Quality, efficiency, energy saving, emission reduction, comprehensive utilization of resources, safety, environmental protection and other indicators have reached the domestic leading or international advanced level.

（三）个人申报条件

(3) Individual declaration conditions

1.政治立场坚定，认真贯彻落实党和国家质量工作方针政策；

1. Have a firm political stance and conscientiously implement the party's and the state's quality work guidelines and policies;

2.对所在组织或石油和化工行业质量发展事业作出突出贡献；

2. Make outstanding contributions to the quality development of the organization or the petroleum and chemical industry;

3.恪守职业道德和社会规范，无相关违法、违规、违纪行为。

3. Abide by professional ethics and social norms, and have no relevant violations, regulations, or discipline violations.

第五章 评选程序

Chapter 5 Selection Procedures

第十三条 自愿申报。凡符合本办法第四章规定申报条件的，均可自愿申报，并按照当年评选通知要求填写申报材料。

Article 13 Voluntary declaration. Those who meet the requirements of Chapter IV of these measures can voluntarily declare and fill in the application materials in accordance with the requirements of the selection notice of the year.

第十四条 组织推荐。“全国石油和化工行业优秀质量管理成果”，可以通过对应的全国性专业协会、所在省（自治区、直辖市）石油和化工行业协会或所隶属的大型集团公司组织申报，也可以由企业直接向石化联合会申报。

Article 14 Organizational recommendation. "National Petroleum and Chemical Industry Excellent Quality Management Achievements" can be declared through the corresponding national professional association, the petroleum and chemical industry association of the province (autonomous region, municipality directly under the central government) or the large group company to which it belongs, or the enterprise can directly report to the petrochemical federation.

“全国石油和化工行业质量奖”，需通过对应的全国性专业协会、所在省（自治区、直辖市）石油和化工行业协会或所隶属的大型集团公司等推荐单位组织申报。申报单位所属行业尚无全国性专业协会或所在省（自治区、直辖市）尚未成立石油和化工行业协会的，可以直接向石化联合会申报。

The "National Petroleum and Chemical Industry Quality Award" shall be applied for through the corresponding national professional associations, petroleum and chemical industry associations of the provinces (autonomous regions and municipalities directly under the Central Government) or the large group companies to which they belong. If there is no national professional association in the industry to which the applicant belongs or the petroleum and chemical industry association has not yet been established in the province (autonomous region or municipality directly under the Central Government), it can directly report to the petrochemical federation.

第十五条 形式审查。评审委员会秘书处组织有关专家对申报材料进行形式审查。通过形式审查的申报材料，提交评审委员会进行综合评审。

Article 15 Formal examination. The Secretariat of the Review Committee organizes relevant experts to conduct a formal review of the application materials. The application materials that have passed the formal examination shall be submitted to the review committee for comprehensive review.

第十六条 综合评审。评审委员会秘书处组建若干材料评审组，组内评审专家由系统随机抽取确定。材料评审组实行组长负责制，对申报材料进行评审打分，并提出材料评审意见。评审委员会组织召开评审会，听取材料评审组评审情况汇报后，无记名投票产生全国石油和化工行业优秀质量管理成果和质量奖候选名单。

Article 16 Comprehensive review. The Secretariat of the Review Committee shall set up a number of material review groups, and the review experts in the group shall be randomly selected and determined by the system. The material review team implements the team leader responsibility system, reviews and scores the application materials, and puts forward material review opinions. The review committee organizes a review meeting, listens to the report of the material review team, and votes by secret ballot to produce the list of candidates for the national petroleum and chemical industry excellent quality management achievements and quality awards.

对列入候选名单的全国石油和化工行业质量奖申报组织和申报项目进行陈述答辩，并评议打分。对通过陈述答辩的申报组织、申报项目和列入候选名单的全国石油和化工行业质量奖申报个人，由评审委员会秘书处组建现场评审组进行现场评审。必要时，对列入候选名单的部分全国石油和化工行业优秀质量管理成果申报成果，由评审委员会秘书处组建现场评审组进行现场评审。

The application organizations and declared projects of the National Petroleum and Chemical Industry Quality Award included in the shortlist shall be stated and defended, and evaluated and scored. For the application organizations, declared projects and individuals who are included in the candidate list for the National Petroleum and Chemical Industry Quality Award who have passed the statement defense, the on-site review team shall be formed by the Secretariat of the Review Committee for on-site review. If necessary, the secretariat of the review committee shall set up an on-site review team to conduct on-site review of some of the outstanding quality management achievements in the national petroleum and chemical industry included in the candidate list.

第十七条 征求意见。评审委员会秘书处将全国石油和化工行业优秀质量管理成果和质量奖候选名单向相关政府主管部门征求意见。

Article 17: Solicitation of Comments. The Secretariat of the Review Committee will solicit opinions from the relevant government departments on the shortlist of outstanding quality management achievements and quality awards in the national petroleum and chemical industry.

评审委员会秘书处根据综合评审和征求意见结果形成书面报告，送评审委员会审议，由评审委员会投票产生全国石油和化工行业优秀质量管理成果和质量奖获奖建议名单。

The Secretariat of the Review Committee shall form a written report according to the results of the comprehensive review and soliciting opinions, and send it to the Review Committee for consideration, and the Review Committee shall vote for the list of outstanding quality management achievements and quality award winners in the national petroleum and chemical industry.

第十八条 社会公示。全国石油和化工行业优秀质量管理成果和质量奖获奖建议名单，经石化联合会审核后，对社会进行公示。对公示有异议的，可以向评审委员会秘书处提出异议，并提供相应证明材料。评审委员会秘书处审查收到的异议材料后，对符合规定并能提供充分证明的异议，组织进行异议调查，并将异议处理结果告知异议人。

Article 18: Public announcement. The list of outstanding quality management achievements and quality award winners in the national petroleum and chemical industry shall be publicized to the society after being reviewed by the Petrochemical Federation. If there is any objection to the publicity, you can raise an objection to the Secretariat of the Review Committee and provide corresponding supporting materials. After reviewing the objection materials received, the Secretariat of the Review Committee shall organize an objection investigation for the objections that meet the requirements and can provide sufficient proof, and inform the objectors of the results of the objection handling.

第十九条 表彰授奖。通过社会公示的全国石油和化工行业优秀质量管理成果和质量奖获奖建议名单，报石化联合会审定、批准后，由石化联合会公布获奖名单，并向获奖者颁发证书、奖牌或者奖杯。

Article 19: Commendations and awards. After the list of outstanding quality management achievements and quality awards in the national petroleum and chemical industry publicized by the society shall be submitted to the Petrochemical Federation for examination and approval, the Petrochemical Federation shall announce the list of winners and award certificates, medals or trophies to the winners.

第六章 宣传推广与监督管理

Chapter VI: Publicity, Promotion, Supervision and Management

第二十条 石化联合会通过网站、报刊、会议等形式，组织开展全国石油和化工行业优秀质量管理成果和质量奖获奖单位质量管理经验交流推广活动。

Article 20 The Petrochemical Federation shall organize and carry out the exchange and promotion activities of the quality management experience of the outstanding quality management achievements of the national petroleum and chemical industry and the quality award winners through websites, newspapers and periodicals, conferences and other forms.

第二十一条 全国石油和化工行业优秀质量管理成果和质量奖获得者，优先推荐参评中国质量奖。

Article 21 The winners of the National Petroleum and Chemical Industry Excellent Quality Management Achievement and Quality Award shall be given priority to be recommended to participate in the China Quality Award.

第二十二条 全国石油和化工行业优秀质量管理成果和质量奖获得者应当积极宣传推广质量管理制度、模式和方法，并为其他组织学习观摩提供便利条件。

Article 22 The winners of the National Petroleum and Chemical Industry Excellent Quality Management Achievements and Quality Awards shall actively publicize and promote the quality management system, model and method, and provide convenient conditions for other organizations to study and observe.

第二十三条 全国石油和化工行业优秀质量管理成果和质量奖获得者可在其品牌形象推广中使用获奖信息，但应注明获奖年度；不得将全国石油和化工行业优秀质量管理成果和质量奖用于具体产品、服务的质量宣传（如产品广告、包装、说明等）。

Article 23 The winners of the National Petroleum and Chemical Industry Excellent Quality Management Achievements and Quality Awards may use the award-winning information in their brand image promotion, but the year of the award shall be indicated; The National Petroleum and Chemical Industry Excellent Quality Management Achievements and Quality Awards shall not be used for the quality promotion of specific products and services (such as product advertising, packaging, instructions, etc.).

第二十四条 隐瞒有关情况或者提供虚假材料进行申报的，5年内不予受理其申报。

第二十六条 “全国石油和化工行业质量奖”实施动态管理，获奖组织、项目和个人，自获奖之日起5年内发生重大质量、安全、环保等事故，或者存在严重违法、违规、违纪情形以及违反本办法有关规定情形的，取消其奖励，收回证书、奖牌或者奖杯，并向社会公告。

第七章 附则

Chapter VII: Supplementary Provisions

第二十七条 本办法由中国石油和化学工业联合会负责解释。

第二十八条 本办法自发布之日起施行。
