一、安全提醒:提醒在俄留学人员防范换汇诈骗

近日,部分在俄留学人员集中反映遭遇诈骗。诈骗分子通过建立换汇群(大多通过微信群或朋友推荐认识诈骗分子),先完成2-3次交易,提供自己的护照、护照公证件及身份证件获取信任后,以高额汇率但需延时到账引诱受害人进行大额换汇,继而以“资金周转出现问题”、“生活困难”等为借口迟迟不完成汇款,最后失联,致使受害人遭受不同程度经济损失。驻俄使馆再次提醒在俄留学人员:
Recently, some Chinese students in Russia have collectively reported being victims of fraud. Fraudsters establish currency - exchange groups (mostly through WeChat groups or referrals), complete 2 - 3 transactions first, and provide their passports, notarized passport copies, and identity documents to gain trust. Then, they lure victims into large - scale currency exchanges with high exchange rates but delayed payments. Subsequently, they use excuses like "funding problems" and "financial difficulties" to delay remittances and finally go out of contact, causing victims to suffer varying degrees of economic losses. The Embassy of China in Russia once again reminds Chinese students in Russia:
1、全面了解并遵守当地法律法规,通过银行等正规合法渠道换汇购汇。提升防范意识,切勿轻信优惠换汇信息,防范可能出现的各类风险。
Fully understand and comply with local laws and regulations. Conduct currency exchange and purchase through formal and legal channels such as banks. Enhance awareness of prevention, do not (easily believe) preferential currency exchange information, and guard against various potential risks.
2、若遭遇诈骗,请注意保留诈骗嫌疑人身份信息、涉案账号、交易流水、转账记录等证据,咨询律师通过合法途径维权。如被骗款项系通过国内银行卡转账,可向嫌疑人国内户籍所在地警方报案。有关情况亦及时向所在使领馆反映。
2. If you encounter fraud, please be sure to retain evidence such as the identity information of the fraud suspect, the account involved, transaction statements, and transfer records. 二、安全提醒:提醒领区留学人员重视交通安全

中国驻悉尼总领馆提醒领区中国公民提高安全意识,注意驾车安全,确保出行平安。
The Consulate-General of China in Sydney reminds Chinese citizens in its consular district to enhance safety awareness, pay attention to driving safety, and ensure safe travel.
一、注意安全
1. Pay attention to safety
行车澳大利亚为右舵左行国家,请特别注意以下事项:
Driving in Australia: A Right-Hand Drive, Left-Lane Traffic Country – Key Notes for Attention
(一)请靠道路左侧行驶,通过环岛时务必礼让右侧来车。
(1) Drive on the left side of the road, and always yield to vehicles coming from the right when passing through roundabouts.
(二)任何情况下,斑马线前均应停车礼让行人。
In any situation, vehicles must stop and yield to pedestrians at zebra crossings.
(三)所有乘客(含后座)必须系好安全带,婴幼儿应使用专用安全座椅。

(四)长途驾车前建议对车辆进行全面检修,重点检查轮胎、刹车及灯光系统等。

二、特殊情况应对
Special Situations Handling
(一)经过涉水路段前注意观察水深,避免车辆进水甚至被冲走。
(1) Before crossing a waterlogged section, observe the water depth carefully to prevent the vehicle from taking in water or even being washed away.
(二)郊区道路行驶需防范野生动物突然穿行,如遇紧急情况应减速并稳步刹车,切勿急打方向。
(2) When driving on suburban roads, be vigilant against wild animals suddenly dashing across. In case of an emergency, reduce speed and apply the brakes steadily—never make sudden steering maneuvers.
(三)如遇卡车等大型车辆,建议适当拉长安全距离。
When encountering large vehicles such as trucks, it is recommended to maintain an extended safety distance.
(四)如遇弯道、道路起伏或雨雾天气,请主动降速。
When encountering curves, road undulations, or rainy/foggy weather, take the initiative to reduce speed.
三、事故处理流程
Traffic Accident Handling Procedures
在澳大利亚,车辆行驶发生轻微碰撞、刮蹭,警察通常不到现场处理,由事故双方联系保险公司自行处置。如租用车辆,可联系租车公司处置。注意收集对方驾驶员姓名、地址、电话及车牌号等信息,多角度拍摄现场照片。如事故中有人员受伤,或对方酒驾、无证驾驶,或事故车辆无法继续行驶等,应立即拨打000,寻求警察、救护车或消防车协助。
在澳大利亚,车辆行驶发生轻微碰撞、刮蹭,警察通常不到现场处理,由事故双方联系保险公司自行处置。如租用车辆,可联系租车公司处置。注意收集对方驾驶员姓名、地址、电话及车牌号等信息,多角度拍摄现场照片。如事故中有人员受伤,或对方酒驾、无证驾驶,或事故车辆无法继续行驶等,应立即拨打000,寻求警察、救护车或消防车协助。

近期,阿姆斯特丹市连续发生街头枪击、无差别持刀伤人、汽车爆炸等恶性治安事件,在阿姆斯特丹中国公民遭遇盗抢事件频发,导致个人财物和证件遗失,给在荷生活出行带来极大不便。为此,驻荷兰使馆提醒在阿姆斯特丹中国公民注意出行安全:
Recent Safety Alert for Chinese Citizens in AmsterdamRecent days have seen a series of serious public security incidents in Amsterdam, including street shootings, random knife attacks, and car explosions. Meanwhile, Chinese citizens in the city have faced frequent theft and robbery cases, leading to losses of personal belongings and documents that severely disrupt daily life and travel in the Netherlands. In response, the Chinese Embassy in the Netherlands hereby reminds Chinese citizens in Amsterdam to prioritize travel safety:
一、注意看管个人财物。建议外出时中尽量结伴而行,减少夜间外出,少去人烟稀少的区域。发现有人尾随,应迅速避开,往有人群的地方靠拢。警惕团伙作案,避免与陌生人搭讪,以防注意力被分散而财物被盗。在交通枢纽、公共交通、旅游景点等地盗窃案高发场所,应看管好随身财物,现金、贵重物品切勿外露,证件、钱财尽量分开携带。勿随身携带过多现金,尽可能刷卡消费。如驾车外出,勿将现金、手机、背包等物品留于车内,以防遭遇砸抢。一旦发生财物失窃或人身安全问题,应立即向荷警方报案,必要时与中国驻荷兰使馆联系。
1. Take care of your personal belongings. It is recommended to travel in a group as much as possible when going out, reduce going out at night, and avoid going to sparsely populated areas. 四、安全提醒:再次提醒在英留学人员警惕私下换汇新骗术

近期,驻英国使馆接到在英中国公民反映,称其遭遇线下面交英镑换汇骗局。据其描述,换汇骗子作为“中间人”角色,分别与需换英镑和出英镑的双方私下交流,给出所谓“优惠”汇率,并为二人约好时间地点见面换汇。二人见面后,需换英镑一方认为线下面交可以信赖,故放松警惕直接向骗子转账人民币,而此时骗子已经卷款跑路,出英镑一方因未收到骗子转来的人民币,故不让需换英镑一方拿走英镑现金。

2.留学生父母除掌握学生的联系方式外,还应知晓所在学校国际生服务机构、院系指导老师、宿舍同学、校外公寓房东等相关人员的联系电话,以备不时之需。
