Construction of key control projects of China-Kyrgyzstan-Uzbekistan Railway starts

本报北京4月30日电 （记者周琼）吉尔吉斯斯坦当地时间4月29日10时（北京时间4月29日12时），中吉乌铁路吉尔吉斯斯坦境内段重点控制性工程费尔干纳山、纳伦1号、科什特伯3座隧道开工建设，标志着中吉乌铁路项目正线工程进入实质性施工阶段。

Beijing, April 30 (Reporter Zhou Qiong) At 10: 00 local time on April 29th, Kyrgyzstan (12: 00 Beijing time on April 29th), the construction of three tunnels in Fergana Mountain, Naryn No.1 and Kosteber, the key control projects of China-Kyrgyzstan-Uzbekistan Railway in Kyrgyzstan, started, which marked that the main line of China-Kyrgyzstan-Uzbekistan Railway Project entered the substantive construction stage.

中吉乌铁路是中吉乌三国元首亲自推动的共建“一带一路”合作的标志性工程。项目起自中国新疆喀什，经吐尔尕特山口进入吉尔吉斯斯坦，再向西经吉尔吉斯斯坦边境城市贾拉拉巴德，终至乌兹别克斯坦东部城市安集延。中方负责中国境内段建设；乌方负责乌兹别克斯坦境内段升级改造；由三国政府授权企业合资成立的中吉乌铁路有限公司负责吉尔吉斯斯坦境内段的投融资、建设和运营工作，中方由中国国家铁路集团有限公司所属中国铁路国际有限公司牵头负责项目实施。

The China-Kyrgyzstan-Uzbekistan Railway is a landmark project of the "the belt and road initiative" cooperation personally promoted by the heads of state of China, Kyrgyzstan and Uzbekistan. The project starts from Kashgar, Xinjiang, China, enters Kyrgyzstan via Turgat Pass, then goes west through Jalalabad, a border city in Kyrgyzstan, and finally ends in Andijan, a city in eastern Uzbekistan. The Chinese side is responsible for the construction of sections in China; Uzbekistan is responsible for the upgrading and transformation of Uzbekistan's internal sections; China-Kyrgyzstan-Uzbekistan Railway Co., Ltd., a joint venture established by enterprises authorized by the governments of the three countries, is responsible for the investment, financing, construction and operation of the section in Kyrgyzstan. China Railway International Co., Ltd., a subsidiary of China National Railway Group Co., Ltd., takes the lead in project implementation.

2024年6月6日中吉乌三国签署政府间协定，三国政府有关部门和企业通力合作，加快推动中吉乌铁路项目规划建设，于2024年12月27日举行了中吉乌铁路项目启动仪式，严格按照当地法律法规要求，高标准、高质量推动项目勘察设计、可行性研究深化、初步设计、环境影响评估、土地征用、项目招标等工作，费尔干纳山、纳伦1号、科什特伯3座隧道已具备开工建设条件。3座隧道均为单洞单线隧道、长度超过10公里，是中吉乌铁路项目的重点控制性工程，隧道位于吉尔吉斯斯坦纳伦州、贾拉拉巴德州境内，穿越费尔干纳山山脉，具有高原、高寒、高地震烈度、高地应力的“四高”特点，地质环境复杂，交通条件不便，施工难度较大。中方参建单位调集国内骨干施工力量和先进工程装备进驻现场，精心制订施工方案，科学配置建设资源，强化安全、质量、投资和环保控制，确保项目建设开局良好。

On June 6, 2024, China, Kyrgyzstan and Uzbekistan signed an intergovernmental agreement. Relevant government departments and enterprises of the three countries worked together to accelerate the planning and construction of the China-Kyrgyzstan-Uzbekistan railway project. The launching ceremony of the China-Kyrgyzstan-Uzbekistan railway project was held on December 27, 2024. In strict accordance with the requirements of local laws and regulations, project survey and design, feasibility study deepening, preliminary design, environmental impact assessment, land acquisition, project bidding and other work were promoted with high standards and high quality. The three tunnels are all single-hole and single-track tunnels with a length of more than 10 kilometers. They are key control projects of the China-Kyrgyzstan-Uzbekistan Railway Project. The tunnels are located in Naryn and Jalalabad Prefectures of Kyrgyzstan and cross the Fergana Mountains. They have the "four highs" characteristics of plateau, high cold, high earthquake intensity and high ground stress. The geological environment is complex, the traffic conditions are inconvenient, and the construction is difficult. Chinese participating units mobilized domestic backbone construction forces and advanced engineering equipment to the site, carefully formulated construction plans, scientifically allocated construction resources, and strengthened safety, quality, investment and environmental protection controls to ensure a good start in project construction.
