北京平谷：深山小村引进博士团队助振兴

桃园村位于北京市平谷区镇罗营镇最北部，年人均可支配收入18600元，是北京市590个经济薄弱村之一。为了尽快完成“脱薄”指标，摘掉“薄弱村”的帽子，2022年4月，驻村第一书记搭建平台，利用村内两座废弃多年的仓库和早晚温差大、种植水源中含有国际医疗水标准的“钡”元素等优质环境因素，与北京市农林科学院、北京市问菊农科公司联手合作，建成国内外高端植物工厂——乡里云坊，面向高端人群进行功能蔬菜种植销售和联动开发科创研学、“小博士”课堂、高端居养等，成功脱帽“薄弱村”。
Taoyuan Village is located in the northernmost part of Luoying Town, Pinggu District, Beijing, with an annual per capita disposable income of 18600 yuan. It is one of the 590 economically weak villages in Beijing. In order to complete the "thinning" index as soon as possible and take off the hat of "weak village", in April 2022, the first secretary of the village set up a platform to build a high-quality environmental factor such as two warehouses that have been abandoned for many years, large temperature difference between morning and evening, and the "barium" element of international medical water standard in the planting water source, and cooperated with Beijing Academy of Agriculture and Forestry Sciences and Beijing Wenju Agricultural Science Company to build a high-end plant factory at home and abroad-Xiangliyunfang, for high-end people to carry out functional vegetable planting and sales and joint development of science and technology research, "small doctor" classroom, high-end housing, etc., successfully take off the hat "weak village".

党建引领，领头雁躬耕力行。党建引领是桃园村发展的基石。火车跑得快，全靠车头带。项目建设初期，为了节约资金、减少建设成本和缩短工期，村书记带领村“两委”人员身先士卒，躬耕力行，加班加点，发扬自力更生、艰苦奋斗的创业精神，亲自整治废弃库房，开挖营养液池，参与室内设施安装，仅用108天的时间就与合作方一道完成了建设任务，他们的做法感动了合作方，坚定了合作方与村集体合作的信心和决心，为该项目顺利落地桃园村创造了条件。

Their practice moved the partner, it strengthened the confidence and determination of the cooperation between the partners and the village collective, and created conditions for the smooth landing of the project in Taoyuan Village.
雄心壮志 ，论文写在大地上。第一书记温海峰自1997年在北京市农林科学院工作了25年，花卉、蔬菜、林果、数字农业、规划的很多专家都非常熟悉，在他的热情引领下，以杨学军、杨志臣、杨郊增3个博士为主的专家团队初步组建完成，品种、技术都有了着落，联合撰写了桃园村《利用闲置房屋建设植物工厂》的脱薄项目书。同时，温书记与博士团队又联系了多年从事创意休闲农业和三产融合的北京菜香谭农业科技公司总经理陈原，他先后在河南安徽参与了多个农文旅大型融合项目和全国首批 “国家农村产业融合示范园区”的设计运营；经过与桃园村两委班子及农科院博士团队的沟通下，他看到了桃园村的潜力和发展前景，决定投身于桃园村的产业发展。

At the same time, Secretary Wen and Dr. Wen's team also contacted Chen Yuan, general manager of Beijing Caixiang Tan Agricultural Technology Company, who has been engaged in the integration of creative leisure agriculture and three industries for many years. He has participated in several large-scale integration projects of agriculture, culture and tourism in Henan and Anhui Province and the design and operation of the first batch of "National Rural Industry Integration Demonstration Park". After communicating with the two committees of Taoyuan Village and the doctor team of the Academy of Agricultural Sciences, he saw the potential and development prospect of Taoyuan Village and decided to devote himself to the industrial development of Taoyuan Village.
共建共享 ，凝聚长效发展共识。在项目利益共享方面，三方达成一致意见，改造后的厂房形成的资产仍归村集体所有，另外两个合作方不得拥有，保证了村集体资产的保值增值。项目投产后，成立运营公司，村集体占股45％，北京市农科院占股20％,北京市问菊农科公司占股35％。在收益分配之前，村集体每年先从运营公司获得10万元的固定收益，实现了“脱薄”目标。在剩余收益的分配上，村集体获得了45％的“大头”，为促进村集体经济稳步增长创造了条件。

After the project was put into operation, an operating company was established, with village collective holding 45% shares, Beijing Academy of Agricultural Sciences holding 20% shares, and Beijing Wenju Agricultural Science Company holding 35% shares. Before income distribution, the village collective obtains a fixed income of 100,000 yuan from the operating company every year, achieving the goal of "thinning". In the distribution of residual income, the village collective got 45% of the "big head", which created conditions for promoting the steady growth of the village collective economy.
融合发展，创城高科技平台。实践证明，在乡村振兴中一、二、三产业不是孤立、单独发展的，是相互促进、相互配合、相互提升的，需融合发展、互补发展、带动发展，要找准一、二、三产业发展的结合点，形成产业链，达到业业相连、步步相扣、共同发展的目的。合作方在建设植物工厂的初期就明确，生产功能蔬菜并不是运营公司的初衷（未来植物工厂创造的产值仅占运营公司年收入的20％），是以高端数字乡里云坊植物工厂为依托，带动其他产业发展，形成“一带二、一带三、最终一带六”融合态势。打造农创平台博士农场，开发农业元宇宙软件，增强会员和游客在种植、采摘、民宿和研学全过程虚拟现实体，为更多吸引游客、打造“乡里云坊”、拓宽村集体和农民增收渠道创造了高科技平台条件。

They should find out the integration point of the development of the primary, secondary and tertiary industries, form an industrial chain, and achieve the purpose of connecting industries, stepping step by step, and developing together. The partner made it clear at the early stage of the plant plant construction that the production of functional vegetables was not the original intention of the operating company (the output value created by the plant plant in the future only accounted for 20% of the annual income of the operating company). Instead, it was based on the high-end digital Yunfang Plant Plant in the rural area to drive the development of other industries and form the integration trend of "Belt 2, Belt 3 and Belt 6". The Doctor Farm, an agricultural innovation platform, has been built, and the agricultural meta-universe software has been developed to enhance the virtual presence of members and tourists in the whole process of planting, picking, homing and research, creating high-tech platform conditions for attracting more tourists, creating "Yunfang in the village", expanding the village collective and farmers' income channels.
“四化”推进 精准锚定目标方向。一是产品精品化。植物工厂生产出来的功能蔬菜以质量高、品质好为主，主要适用于孕妇、婴幼儿、“三高”等特殊人群的营养、功能性脱毒种苗和高价值中药育种技术，满足了高端人群和特殊群体的需求，提升了产品的附加值。二是管理数字化。工坊员工和会员通过手机可随时观察蔬菜的生长过程，做到生长全过程监控，打造“放心”蔬菜工厂。三是消耗低碳化。经过实践，现在两个厂房每天可消耗二氧化碳360斤(全年可消耗13.14万斤)，为“双碳”目标的完成做出了贡献。四是宣传文旅化。通过科创共享菜架会员卡（全年送菜上门16次，每次两斤，会员价2816元/卡.年。若剔除赠送的项目1500元，菜价实际为41元/斤，远低于同品质90元/斤的零售价，高于其体验感和带动性）、享植物梦工厂科创研学（每年家长和孩子可穿上防护服进入净化无菌车间内开展2次科创研学，每次200元，共800元）、享小博士课堂（每年2次，每次200元，共400元）、送本村优质农副产品（主要板栗、核桃和季节性水果，每年6次，每次10斤，共300元），不仅降低消费者的消费成本，通过“新”带（融）“旧”，也帮助村民销售了传统农副产品，还增加了消费者深度体验。

Third, low carbon consumption. Through practice, now the two plants can consume 360 jin of carbon dioxide per day (131,400 jin per year), contributing to the realization of the "double carbon" goal. The fourth is to promote cultural tourism. Through Kechuang shared dish rack membership card (16 times a year to deliver food to the door, two jin each time, the membership price is 2816 yuan/card. Years. If the complimentary item of 1500 yuan is removed, the actual vegetable price is 41 yuan/jin, which is far lower than the retail price of 90 yuan/jin with the same quality, and higher than the experience and motivation. Enjoy Plant Dream Factory Scientific Innovation Research (parents and children can wear protective clothing and enter the purification aseptic workshop for two times of scientific innovation research each year, 200 yuan each time. 800 yuan in total), enjoy the small doctor class (twice a year, 200 yuan each time, a total of 400 yuan), send the village high-quality agricultural and sideline products (mainly chestnut, walnut and seasonal fruit, 6 times a year, each time 10 jin, a total of 300 yuan), not only reduce the consumer cost, through the "new" belt (blend) "old", but also help villagers sell traditional agricultural and sideline products. It also increases the depth of consumer experience.
下一步，将聚集农林旅游资源展开林果增效和传统“红肖梨”“蜜梨”改良公关，研发新型农产品。利用村民各家闲置的100多座果窖，开设果窖餐厅，种植食用菌和郁金香，大幅提升村民收入。同时，利用镇罗营镇的优质生态涵养资源和绿色佳品，联合周边资源优质乡村，以桃园村为中心，推进“一品多村”共享、抱团合作，培植宜食宜居宜游宜养的平谷模式—“桃花园季”。培育三款农创精品（零农药活体蔬菜、京东红肖梨、植物梦工厂科创研学）——“桃园三结义”。利用现有的植物工厂，联合北京农林科学院生物所组建北京生菜种苗实验室，加大对农业智能装备的科技孵化，开发优质品种、种苗和低门槛数字设施，打造全国生菜种业种苗优质平台，服务全国农业生产，做强做优做大农业育种项目，为镇罗营镇国家级乡村振兴示范区建设增添桃园力量。

Cultivate three agricultural innovation products (zero pesticide live vegetables, Jingdong Hongxiao Pear, Plant Dream Works Science innovation research) -- "Taoyuan three bond". By utilizing existing plant factories and cooperating with Institute of Biology of Beijing Academy of Agriculture and Forestry Sciences to establish Beijing Lettuce Seedling Laboratory, we will increase the scientific and technological incubation of agricultural intelligent equipment, develop high-quality varieties, seedlings and low-threshold digital facilities, build a high-quality platform for national lettuce seeding industry, serve national agricultural production, and strengthen, improve and expand agricultural breeding projects. Add peach orchard strength to the construction of national rural revitalization Demonstration zone in Luoying Town.
