《意见》围绕落实立德树人根本任务,提出了增强青少年“一种能力两种意识”(国家通用语言文字应用能力,自觉规范使用国家通用语言文字的意识、自觉传承弘扬中华优秀语言文化的意识)、推进“书香校园”建设等目标;明确坚持铸魂育人等基本要求,提出要把准内涵外延,统筹各类资源,融入学校、家庭、社会教育全过程各领域,并发挥国家语委各委员单位等作用,促进融合发展。围绕加快建设教育强国,提出了融入教育教学、提高数字赋能水平等重点任务,强调促进服务提质增效,关注农村地区、民族地区青少年和特殊群体经典阅读。围绕完善管理机制,要求各地各校将“典耀中华”主题读书行动列入年度工作计划和安排,在规划引导、政策支持、组织保障、机制建设等方面统筹谋划,强调要协同有关单位,共同推进落实。

一、总体要求

以习近平新时代中国特色社会主义思想为指导,深入学习贯彻习近平文化思想,深刻理解“两个结合”的重大意义,落实立德树人根本任务,传承发展中华优秀文化,引导社会大众尤其是青少年加强中华传统经典、红色经典和当代经典阅读,推进文化自信自强,服务铸牢中华民族共同体意识,助力建设中华民族现代文明。

二、重点任务

1.推动融入教育教学。各地要将课堂教学、课外活动与经典阅读有机融合,在教学实践中丰富经典阅读内容,加强对青少年的阅读指导。鼓励各地各校结合实际开展系列化的经典阅读活动,打造丰富多彩的第二课堂,建设各具特色的经典阅读校园文化,将经典阅读融入“书香校园”创建指标体系。推动各地积极融入国家教育数字化战略行动,加强经典阅读资源建设,推进课堂教学应用。强化示范引领,广泛开展“名师优读”征集活动,每年培育选树一批“典耀中华”主题读书特色学校。

2.加强师资培养培训。教育部、国家语委每年开展万名乡村语文教师经典诵读网络专项示范培训、中小学语文骨干教师和教研员中华经典文化素养提升示范培训,并将经典阅读教学纳入“国培计划”工作内容。各地要将经典阅读教学纳入教师培训内容,开展对校长、幼儿园园长、语文教师等的经典阅读培训,培育经典阅读的骨干师资队伍。

3.做响做亮活动品牌。教育部、国家语委持续举办中华经典诵写讲大赛,联合中央广播电视总台举办中国诗词大会等品牌活动。以国家语言文字推广基地为引领,开展中华经典进万校、润万家系列读书活动。提倡各地各校围绕中国传统节日节气、重大节庆日、纪念日等,开展主题阅读推广展示,创新开展全国校园节庆日诵读展示。鼓励开发原创经典语言文化类品牌节目,支持开展沉浸式、体验式主题研学,推进经典阅读特色典型案例建设。教育部、国家语委每年遴选出一批“典耀中华”主题读书典型案例和示范品牌。

4.提高数字赋能水平。教育部、国家语委以国家智慧教育读书平台、中国语言文字数字博物馆、中文联盟平台等为载体,支持研发、汇集优质数字化经典阅读资源,加强中华经典资源库、中小学语文示范诵读库等资源碎片化、轻量化多元传播推广,推进优质经典阅读资源扩容共享。各地各校要充分利用数字技术和资源,探索完善“导-读-写(讲)-评”一体化“智能+”经典阅读新模式,丰富经典阅读形态和体验。

5.加强经典研究阐释。鼓励各地进一步深入挖掘和阐释经典的时代内涵,促进经典阅读与教育改革发展、教育教学实践相结合,推动产出更多符合新时代需求的经典普及图书、优秀通俗理论读物等。通过开展项目课题、开设专题专栏、讨论交流、专题讲座、读书征文等方式,加大成果产出力度,提升经典创新性阐释的转化实效。

6.拓展活动空间载体。支持国家语言文字推广基地举办“典耀中华”经典阅读大会,强化经典阅读推广展示交流,引导培育具有新时代特点的全民经典阅读新示范。鼓励各地各校通过家庭阅读、亲子阅读、师生共读、社会阅读等,扩大经典阅读覆盖面。健全家庭、社区、学校、乡镇(街道)等多位一体的经典阅读融合推广模式,用好各类文化艺术科技场馆,因地制宜将经典阅读融入城乡15分钟品质文化生活圈建设。探索未来社区(乡村)经典阅读空间建设。
6. Expand the activity space carrier. Schools around the country are encouraged to expand the coverage of classic reading through family reading, parent-child reading, teacher-student reading, social reading, etc. Improve the integration and promotion mode of classic reading in families, communities, schools, towns (streets), etc., make good use of various cultural, art and technology venues, and integrate classic reading into the construction of urban and rural 15-minute quality cultural life circle according to local conditions. Explore the construction of classic reading space in the future community (village).
7.促进服务提质增效。创新开展“经典润乡土”“家园中国”中华经典传承推广活动,探索引导农村地区、民族地区青少年共读经典的举措机制。支持国家语言文字推广基地对口国家乡村振兴重点帮扶县和语言文字基础薄弱的地区开展帮扶,联合共青团中央持续组织开展大学生语言文化社会实践志愿服务。加强无障碍阅读服务,积极推进视力听力残疾人等特殊群体的经典阅读服务保障。引导公共文化机构提供更多适老化经典阅读产品与网络视听服务。充分发挥各级语言文字学会、协会作用,以公益服务为宗旨,常态化组织经典阅读、书写、讲解等名家进校园、入社区、下基层、进部队实践活动。
7. Improve service quality and efficiency. We will carry out innovative activities to promote the inheritance and promotion of Chinese classics in "Classics enriching the local" and "Homeland China", and explore measures and mechanisms to guide young people in rural areas and ethnic minority areas to read classics together. We will support the National Language Promotion Base in assisting key counties for national rural revitalization and areas with weak language foundation, and cooperate with the Central Committee of the Communist Youth League to continue to organize volunteer services for college students' language, culture and social practice. Strengthen barrier-free reading services, and actively promote the classic reading service guarantee for special groups such as the visual and hearing disabled. We will guide public cultural institutions to provide more age-appropriate classic reading products and online audio-visual services. Give full play to the role of language societies and associations at all levels, and take public service as the purpose, regularly organize the practice of classic reading, writing, explaining and other famous scholars into the campus, community, grassroots, and military.
8.推进经典交流传播。教育部、国家语委积极支持和服务港澳地区开展普通话教育,建立港澳中小学教师普通话和中华经典文化素养提升培训交流机制,创新开展中华经典诵读港澳展演交流、海峡两岸与港澳大学生汉字创意设计大会、语言文化交流研学夏令营等活动。建立海外中文教师经典阅读诵读研修交流机制,开发适合海外中文学习者的中国经典阅读教材,联合相关语委委员单位支持地方实施经典阅读海外拓展计划,吸引海外青少年参与中华经典诵写讲大赛、汉语桥等品牌活动,指导开展留学生诗文阅读诵读、汉字文化巡演巡展等推广活动。支持高校、科研院所建设国际人文经典交流基地,打造一批高质量语言文化交流传播平台。
8. Promoting exchanges and dissemination of the classics.
