甘肃酒泉：农村党员“双育”培训促进党性觉悟和技能本领双提升

针对农村党员队伍从业结构多元化、培训需求个性化等特点，甘肃省酒泉市大力实施以“党性教育+技能培育”为主要内容的农村党员“双育”培训，有针对性地加强农村党员教育，促进党性觉悟和技能本领双提升。

In view of the characteristics of diversified employment structure and individualized training needs of rural Party members, Jiuquan City, Gansu Province, has vigorously implemented the "double education" training of rural Party members with "party spirit education + skill cultivation" as the main content, specifically strengthened the education of rural Party members, and promoted the improvement of party spirit awareness and skills.

坚持问题导向，找准党员参加教育培训的需求点

每年初，围绕党员技能基础、家庭收入、培训需求等方面，酒泉市通过发放调查问卷、入户走访、座谈交流等方式，对全市68个乡镇435个村的农村党员进行学习需求调研，共发放调查问卷8000余份，举办座谈会400余场次，深入500户农村党员家中，详细了解学习需求，梳理意见建议200余条。根据调研结果，农村党员最为迫切的是农村实用技术，最需要提升的是党性意识、集体意识和服务群众意识等综合政治素养。

At the beginning of each year, focusing on the skills foundation, family income, training needs and other aspects of Party members, Jiuquan City conducted a study demand survey on Rural Party members in 435 villages in 68 townships and towns in the city through issuing questionnaires, household visits, seminars and exchanges. More than 8000 questionnaires were issued, more than 400 seminars were held, and 500 rural Party members' homes were visited to understand their study needs in detail, and more than 200 opinions and suggestions were sorted out. According to the survey results, the most urgent thing for rural Party members is rural practical technology. What needs to be improved most is the comprehensive political quality such as party spirit consciousness, collective consciousness and serving the masses consciousness.

创新教育方式，找准提高觉悟与提升本领的结合点

针对以往农村党员参学参训积极性不高的问题，酒泉市打破传统的党课学习“一人说、大家听”的单一模式，广泛开展党员固定活动日、“党内政治生日”、“党员学习教育日”“党员民主议事日”等主题活动，强化党员意识和党性观念。拓宽技能培育渠道，各县（市、区）委组织部牵头协调人社、农业农村、工会、残联等部门单位，把培训课堂搬到田间地头一线，有针对性地举办土地流转、花卉种植等农村实用种养技术培训班382期，培训党员群众达3.5万余人。

In view of the low enthusiasm of rural Party members in the past, Jiuquan city broke the traditional single mode of "one person speaks and everyone listens" in party class learning, and extensively carried out theme activities such as Party members' fixed activity day, Party members' political birthday, Party members' study and education day, and Party members' democratic discussion day to strengthen party members' awareness and party spirit. To broaden the channels of skill cultivation, the Organization Department of the county (city, district) Party committee took the lead in coordinating the departments and units such as human society, agriculture and rural areas, trade unions, disabled persons' federations, etc. to move the training classes to the front line of the field, and targeted 382 rural practical planting and breeding technology training courses such as land circulation and flower planting. More than 35000 party members were trained.

实施持续培养，找准提高教育培训成效的着力点

酒泉市坚持不间断、延伸性、跟踪式管理服务，拓展教育培训成果。积极扶持创业就业，结合“三安”行动，指导县（市、区）举办“就业援助”“春风行动”等各类招聘活动，最大限度为农村党员创业就业提供帮助。至目前，全市各级举办“就业援助”“春风行动”等各类招聘会160场（次），累计提供就业岗位近415个，现场达成就业意向280人。定向培养后备干部，对培训中发现的优秀党员及时纳入“人才库”，作为村级后备干部进行重点培养，安排村“两委”干部“一对一”结对培养，帮带提升素质能力。在新一届村“两委”换届中，1100余名后备干部进入村“两委”班子。

So far, 160 job fairs including "employment assistance" and "spring breeze action" have been held at all levels in the city, providing nearly 415 jobs and reaching 280 employment intentions on the spot. Targeted training of reserve cadres: the outstanding Party members found in the training shall be included in the "talent pool" in a timely manner, and the reserve cadres at the village level shall be mainly trained. The cadres of the "two committees" of the village shall be arranged to be trained in pairs "one-to-one" to help improve their quality and ability. In the new term of the village "two committees", more than 1100 reserve cadres entered the village "two committees" team.
