今天（25日）是第六个全国残疾预防日，今年的主题是：普及残疾预防知识，建设健康中国。

Today ( the 25th ) is the sixth National Disability Prevention Day, and the theme of this year is: popularizing disability prevention knowledge and fostering a healthy China.

目前，我国有8500万残疾人。据第二次全国残疾人抽样调查显示，在致残因素中，先天性因素占9.57%，为提高全社会残疾风险综合防控能力，有效控制和减少残疾发生，各地积极推行残疾预防的科学方法，增强公众残疾预防意识。

At present, there are 85 million disabled people in China. According to the second national sample survey of people with disabilities, congenital factors account for 9.57% of disability-causing factors. In order to improve the comprehensive prevention and control of disability risks in society as a whole and effectively control and reduce the occurrence of disabilities, scientific methods of disability prevention have been actively implemented in various regions to enhance public awareness of disability prevention.

长沙市长沙县是全国残疾预防综合试验区之一，在长沙县妇幼保健院，孕产妇正在进行严格的产前检查。针对新生儿可能存在的结构异常、功能异常和代谢异常，长沙县妇幼保健院加强对高龄孕产妇的筛查力度，减少新生儿残疾风险。

In Changsha County, Changsha City, one of the comprehensive national pilot zones for disability prevention, pregnant women are undergoing rigorous prenatal screening at the Changsha County Maternal and Child Health Hospital. For possible structural abnormalities, functional abnormalities and metabolic abnormalities in newborns, Changsha County Maternal and Child Health Hospital reinforces the screening of elderly mothers to reduce the risk of newborn disabilities.

湖南省长沙县妇幼保健院孕产保健部部长 张萌：出生以后，如果是在及早地发现（出生缺陷）、及早地干预和及早地治疗的时候，不一定会导致残疾的发生，但是残疾一定就是重大的出生缺陷。长期预防的工作我们一直常规都在做，怀孕前有一个免费的孕前优生健康检查；怀上孕以后，我们有免费的孕中期产前筛查、免费的无创DNA检测、免费的地中海贫血的基因检测。

Zhang Meng, Director of Maternal and Child Health Department, Changsha County Maternal and Child Health Hospital, Hunan Province: Following delivery, if people are early detection (birth defects), early intervention and early treatment，mothers can effectively avoid the infants disability, yet the disability must be a major birth defect. We have been doing long-term prevention efforts routinely, with a free pre-conception eugenics health checkup before pregnancy; after pregnancy, we have free mid-pregnancy prenatal screening, free non-invasive DNA testing, and free genetic testing for thalassemia.

长沙县从2016年项目开展以来到今年六月底，共为50368名孕妇进行了免费的产前筛查，发现148名孕产妇有异常并且经过确诊后进行终止妊娠，减少和预防残疾的发生。

From the beginning of the project in 2016 to the end of June this year, free prenatal screening was conducted for 50,368 pregnancies in Changsha County, and 148 maternal abnormalities were detected and terminated after diagnosis to reduce and prevent the occurrence of disabilities.

湖南省残联康复部部长 黄志敏：坚持全人群、全生命周期的残疾预防三级防控策略，设置了25个主要的指标，其中6项指标高于国家标准，我们在婚前医学检查等实施“八免两救助”项目，减少和防止残疾的发生。

残疾风险伴随每个人，残疾预防关乎个人健康、家庭幸福，以及社会的发展与进步，自2017年我国设立全国残疾预防日以来，党和政府十分重视增强残疾预防意识，重视残疾预防健康，残疾预防工作得到全社会共同关注。今年，中国残联发布《残疾预防核心知识2022版》，内容涉及出生缺陷和发育障碍致残防控、疾病致残防控、伤害致残防控、康复服务促进等。

Disability risk accompanies everyone, and disability prevention is about personal health, family happiness, as well as the progress of society. Since China established the National Disability Prevention Day in 2017, the Party and the government have attached great importance to enhancing disability prevention awareness, attaching importance to disability prevention health, and disability prevention efforts have received joint concerns from the whole community. This year, the China Disabled Persons' Federation released the Disability Prevention Core Knowledge of 2022 Edition, which covers prevention and control of disabilities caused by birth defects and developmental disorders, prevention and control of disabilities caused by diseases, prevention and control of disabilities caused by injuries, and promotion of rehabilitation services.

吉林：早期预防和干预 降低出生缺陷发生风险

早期预防和干预是防控出生缺陷的关键。吉林省通过强化婚前保健、优生优育、产前筛查诊断、新生儿疾病筛查等手段，有效降低出生缺陷发生风险，创新出生缺陷防治监测模式，使更多的出生缺陷能够被提早发现。

Early prevention and intervention is the key to prevent and control birth defects. By strengthening premarital health care, eugenics, prenatal screening and diagnosis, and newborn disease screening, Jilin Province effectively reduces the risk of birth defects and innovates the birth defect prevention and control monitoring model so that more birth defects can be detected earlier.

近年来，吉林省对全省所有助产机构开展出生缺陷医院监测，实现了监测地域全覆盖、监测对象全覆盖、监测机构全覆盖。同时，由省级妇幼保健机构牵头，依托“云上妇幼”平台，建立包括“省市县”三级、覆盖全部妇幼保健机构的妇幼健康系统定期专题培训制度。

吉林省妇幼保健院新生儿疾病筛查办公室主任 张雯艳：通过我们的干预，避免进一步残疾障碍的发生，使这些孩子跟健康孩子一样成长，这样也可以为我们国家我们省出生人口素质的提高作出一份贡献。

Zhang Wenyan, Director of the Newborn Disease Screening Office of Maternal and Child Health Hospital of Jilin Province: Through our intervention, we can prevent the occurrence of further disability disorders and make these children grow up like healthy children, so that we can also make a contribution to the improvement of the quality of the birth population in our country and province.

如今，吉林省新生儿疾病筛查率达到了99%以上，新出台的《吉林省残疾预防行动计划》提出到2025年，进一步完善残疾预防政策体系，健全全人类全生命周期残疾预防服务网络，提升全民残疾预防素养，遗传和发育、疾病、伤害等主要致残因素得到有效防控，持续改善残疾康复服务状况。

Nowadays, the screening rate of newborn diseases in Jilin Province has reached over 99%, and the newly introduced " Disability Prevention Action Plan of Jilin Province" proposes to improve the disability prevention policy system, improve the disability prevention service network for the whole human life cycle, enhance the disability prevention literacy of the whole population, the main disability-causing factors such as genetics and development, diseases and injuries are effectively prevented and controlled, and continuously improve the status of disability rehabilitation services by 2025.
