通报指出，党的十八大以来，全军基层部队坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻习近平强军思想，深入贯彻新时代军事战略方针，贯彻中央军委基层建设会议精神，落实“四个坚持扭住”要求，发扬优良传统，强化改革创新，全面锻造听党话、跟党走的过硬基层，能打仗、打胜仗的过硬基层，法纪严、风气正的过硬基层，广泛开展争创“四铁”先进单位、争当“四有”优秀个人活动，在铁心向党、为战打赢、矢志强军的实践中，涌现出一大批先进典型。

通报号召，全军部队要以受表彰的单位和个人为榜样，深入学习贯彻习近平强军思想，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，贯彻军委主席负责制，始终做到绝对忠诚、绝对纯洁、绝对可靠。要加紧练兵备战，坚持边斗争、边备战、边建设，扎实推进实战化军事训练，深化科技练兵，全面提高新时代备战打仗能力，坚决捍卫国家主权、安全、发展利益。要全面贯彻依法治军战略，加快治军方式根本性转变，严格部队教育管理，抓好经常性基础性工作落实，保持部队高度集中统一和安全稳定。要持之以恒抓好作风建设，永葆砥砺奋进的使命担当和昂扬向上的精气神，坚决完成党和人民赋予的各项任务，以实际行动迎接党的二十大胜利召开，为实现党在新时代的强军目标、把人民军队全面建成世界一流军队而不懈奋斗。
