The leaders of the member states of the Shanghai Cooperation Organization (hereinafter referred to as "SCO" or "SCO") held a meeting of the Council of Heads of State in Tianjin, China on September 1, 2025, and issued the following declaration:

The world political and economic situation and other areas of international relations are undergoing profound historical changes. The evolution of the international system towards a more just, equal and representative multipolar direction has opened up new prospects for the development of countries themselves and mutually beneficial cooperation.
与此同时，地缘政治对抗愈演愈烈，对世界和上合组织地区的安全和稳定构成威胁与挑战。全球经济，特别是国际贸易和金融市场遭受严重冲击。
At the same time, geopolitical confrontation has intensified, posing threats and challenges to the security and stability of the world and the SCO region. The global economy, particularly international trade and financial markets, has been hit hard.

The year 2025 marks the 80th anniversary of the victory of the Second World War and the founding of the United Nations. The great victory of the unity of peace-loving countries over Nazism, fascism, and militarism determined the course of world history and created conditions for the establishment of a stable system of international relations that guarantees the peaceful development of mankind. Member States call for remembering the heroic deeds of peoples and the lessons of the history of the Second World War.
联合国作为独一无二的政府间组织，为维护和平与安全、促进经济社会发展、保障人权开展了有效工作，推动了必要合作。成员国重申坚持以《联合国宪章》及其他公认的国际法原则、尊重文明多样性、平等互利合作为基础，发挥联合国中心协调作用，构建更具代表性、更加民主公正的多极世界。
As a unique intergovernmental organization, the United Nations has carried out effective work and promoted necessary cooperation in maintaining peace and security, promoting economic and social development and safeguarding human rights. The member states reaffirm their adherence to the Charter of the United Nations and other universally recognized principles of international law, respect for the diversity of civilizations, equality and mutually beneficial cooperation, and give full play to the central coordinating role of the United Nations to build a more representative, democratic and just multipolar world.

The member states believe that it is necessary to carry out corresponding reforms of the United Nations to ensure the representation of developing countries in the governance bodies of the United Nations, so as to adapt the United Nations to the needs of today's political and economic realities.

The member states reiterate that in developing relations among SCO member states, they will abide by the purposes and principles of the UN Charter and the SCO Charter on an equal and comprehensive basis, as well as other universally recognized principles and norms of international law.
成员国主张尊重各国人民自主选择政治、经济、社会发展道路的权利，强调相互尊重主权、独立、领土完整，平等互利，不干涉内政，不使用或威胁使用武力原则是国际关系稳定发展的基础。
The member states advocate respect for the right of the people of all countries to independently choose the path of political, economic and social development, and emphasize that mutual respect for sovereignty, independence and territorial integrity, equality and mutual benefit, non-interference in internal affairs, and the principle of non-use or threat of use of force are the basis for the stable development of international relations.

The member states reaffirm their adherence to the purposes and principles of the SCO Charter, always follow the "Shanghai Spirit" of "mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development", continue to deepen cooperation, and promote the security of the SCO region Stability and sustainable development.

The Member States reaffirm that Central Asia is the core region of the SCO, support the efforts of Central Asian countries to maintain national and regional peace, security and stability, and take note of the outcome of the International Conference "Central Asia-SCO Core: 25 Years of Cooperation for Common Development" (Dushanbe, 19 June 2025) and the initiative to hold this event every year.

The member states reaffirm the universality, indivisibility, interdependence and relevance of human rights, respect human rights and fundamental freedoms, oppose double standards on human rights issues, and oppose interference in the internal affairs of other countries under the pretext of protecting human rights.

In order to further improve the construction of the SCO and ensure peace, stability, development and prosperity in the SCO region, the member states approved the Development Strategy of the SCO for the next 10 years (2026-2035) and determined the priority tasks and main directions for deepening all-round cooperation.

The member states reiterated their commitment to continue to deepen cooperation in combating terrorism, separatism and extremism, as well as in the illegal trafficking of narcotic drugs, psychotropic substances and their precursors, arms smuggling and other transnational organized crimes.

The member states signed the Agreement of the SCO Member States on the Integrated Centre for Responding to Security Threats and Challenges and the Agreement of the SCO Member States on the SCO Anti-Narcotics Centre.

The Member States will continue to actively implement the Programme on Cooperation among SCO Member States in Combating Terrorism, Separatism and Extremism (2025-2027) (Astana, 4 July 2024).
成员国强烈谴责任何形式和表现的恐怖主义，坚决反对反恐双重标准，呼吁国际社会发挥联合国中心协调作用，根据《联合国宪章》和国际法原则全面执行联合国安理会相关决议和《联合国全球反恐战略》，共同打击包括恐怖分子跨境流窜等恐怖主义行径，合力打击所有恐怖组织。成员国强调，以协商一致方式通过《打击国际恐怖主义全面公约》十分重要。
The member states strongly condemn terrorism in any form and manifestation, firmly oppose double standards in counter-terrorism, and call on the international community to play the central coordinating role of the United Nations, fully implement the relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy in accordance with the UN Charter and the principles of international law, and jointly combat terrorist acts, including the cross-border movement of terrorists, and work together to combat all terrorist organizations. Member States stressed the importance of the adoption by consensus of the Comprehensive Convention against International Terrorism.

The member states strongly condemn the military aggression launched by Israel and the United States against Iran in June 2025. Such acts of aggression against basic nuclear facilities and other civilian facilities have caused civilian casualties, seriously violated the norms of international law and the purposes and principles of the Charter of the United Nations, violated Iran's sovereignty and territorial integrity, undermined regional and international security, and had serious consequences for global peace and stability.

Member States call on all parties to the Chemical Weapons Convention to fully implement the Convention and make it an effective legal instrument in the field of disarmament and non-proliferation. Member States reaffirmed their support for the Organization for the Prohibition of Chemical Weapons and for the organization to resolve internal differences through consultation and decision-making to ensure the effective operation of the organization in accordance with the Convention. In view of the completion of the destruction of declared chemical weapons stockpiles, the parties emphasize the importance of continuing to promote the work of the organization, which is in the interests of all parties to the Convention and is of great practical significance. All sides support the expansion of the number of States parties to the Chemical Weapons Convention.

The member states pointed out that the "Convention on the Prohibition of Biological Weapons" signed in 1972 has an important role, and advocated abiding by the Convention, strengthening international cooperation, and reaching a legally binding protocol with an effective verification mechanism to improve global biosafety governance. Member States oppose the establishment of any mechanism that duplicates the functions of the Convention.
为此，根据“加强《禁止生物武器公约》并使之制度化”联合国大会第79/79（2024）号决议，成员国强调为落实该项决议加强合作，包括研究成立国际生物安全机构十分重要。
In this regard, in accordance with United Nations General Assembly resolution 79/79(2024) "Strengthening and institutionalizing the Convention on the Prohibition of Biological Weapons", the Member States emphasize the importance of strengthening cooperation in the implementation of the resolution, including the study of the establishment of an international biosafety agency.
