Cities unite to put One Health into action

城市携手行动，落实“全健康”理念

Mayors and senior representatives of local authorities from around the world gathered in Lyon today to launch an international coalition of cities committed to implementing the One Health approach at the local level during the One Health Summit hosted by France.

来自世界各地的地方政府市长和高级代表今天齐聚里昂，在由法国主办的“全健康”峰会期间，发起了一个致力于在地方层面落实“全健康”方法的国际城市联盟。

The International Forum of Local Leaders on One Health, co-convened by the WHO as an official partner event of the One Health Summit, brought together approximately 50 mayors and senior local officials representing cities across five continents.

“全健康”地方领导人国际论坛由世界卫生组织（WHO）作为“全健康”峰会的官方伙伴活动共同召集，汇聚了来自五大洲约50位市长和高级地方官员。

Presentations showcased the breadth of One Health challenges cities face, from urban governance and climate transition in Lyon and Port Moresby, to air quality management in Casablanca, biodiversity-based governance in Curridabat, and integrated urban health and food systems in Montpellier, alongside perspectives from cities including Akonolinga, Apartadó, Paris, Singapore, Marseille, Izmir, Liège, Bouaké and Lahti. The Forum concluded with a moderated discussion identifying shared priorities, challenges and pathways for collective action to build healthier, more resilient communities.

与会各城市的发言展示了“全健康”所面临挑战的广泛性，涵盖了从里昂和莫尔兹比港的城市治理与气候转型、卡萨布兰卡的空气质量治理、库里达巴特基于生物多样性的治理、到蒙彼利埃的城市综合健康与粮食系统等问题，此外还包括阿科诺林加、阿帕尔塔多、巴黎、新加坡、马赛、伊兹密尔、列日、布瓦凯和拉赫蒂等城市的观点。论坛最后通过一场有主持的讨论，明确了共同的优先事项、挑战以及通过集体行动建设更健康、更具韧性的社区路径。

The flagship outcome of the Forum is the creation of an international coalition of cities. The coalition, which aims to unite some 15 cities for an initial three-year period, will facilitate peer exchanges, support innovative pilot projects and produce freely accessible knowledge, tools and operational indicators.

本次论坛的旗舰成果是成立了一个国际城市联盟。该联盟旨在初始三年期内联合约15个城市，将促进同行交流、支持创新试点项目，并产出自有访问的知识、工具和操作性指标。

The Forum also featured the sharing of the One Health for Cities methodological guide, a practical resource to help local and regional authorities design strategies, set up governance mechanisms and integrate equity considerations into their One Health policies.

论坛还分享了《城市“全健康”方法指南》，这是一份实用资源，旨在帮助地方和区域政府设计战略、建立治理机制，并将公平考量纳入其“全健康”政策。

Learning and capacity-building for cities

The Forum is a key initiative of the WHO Academy's Healthy Cities flagship, bringing together mayors, city representatives and partners from around the world to showcase concrete local implementation, identify systemic barriers and advance collective action on One Health in urban contexts.

该论坛是世界卫生组织学院“健康城市”旗舰项目的一项重要倡议，汇聚了来自世界各地的市长、城市代表及合作伙伴，旨在展示具体的本地实施案例、识别系统性障碍，并推动在城市背景下围绕“全健康”采取集体行动。

By co-convening this Forum with partners and WHO technical units, the WHO Academy is actively contributing to bridging global policy commitments with local action, ensuring that cities are equipped, connected and empowered to implement One Health approaches on the ground. To that end, the Forum presented a range of WHO Academy learning resources and its conclusions will directly inform the design of a practical learning programme for cities and territories.

通过与合作伙伴及世卫组织各技术单位共同召集本次论坛，世界卫生组织学院积极致力于将全球政策承诺与地方行动相衔接，确保城市具备能力、建立联系并得到赋能，从而在实地落实“全健康”方法。为此，论坛展示了一系列世卫组织学院的学习资源，其结论将直接为面向城市及地区的实用学习项目的设计提供参考。

The event closed with an official reception hosted by the Mayor of Lyon at Lyon City Hall, offering a space for dialogue between mayors and institutional partners.

活动结束时，里昂市长在里昂市政厅举行了正式招待会，为市长与机构合作伙伴之间的对话提供了空间。

The One Health Summit, convened under the French G7 Presidency and coinciding with World Health Day, is the first Summit of its kind to bring together heads of state and government alongside international organizations, parliamentarians, scientists, the private sector, civil society, local authorities and youth to accelerate the implementation of the One Health approach globally.

“全健康”峰会在法国担任七国集团（G7）轮值主席国期间召开，恰逢世界卫生日。这是该领域首次将各国元首和政府首脑与国际组织、议员、科学家、私营部门、民间社会、地方政府及青年汇聚一堂的峰会，旨在加快在全球范围内落实“全健康”方法。
