中国国防部代表团访欧开展机制性对话 中国专家：相关对话有助消弭分歧 彰显中国世界和平稳定器作用

A delegation from China's defense ministry visited Europe from March 23 to 29 for a series of institutional dialogues, according to a statement posted by the Ministry of National Defense (MND) on its official website on Sunday, the Xinhua News Agency reported. Chinese experts said that military dialogues between China and Europe help the two sides deepen mutual understanding and dispel Europe's misunderstandings of China in military affairs, while further affirming that China serves as a stabilizer of world peace.

新华社援引中国国防部周日在官网发布的声明称，中国国防部代表团于 3 月 23 日至 29 日赴欧洲访问，期间开展了多轮机制性对话。中国专家指出，中欧之间的军事对话，既能够推动双方深化互信、消弭欧洲方面在军事领域对中国的认知偏差，也能进一步向国际社会彰显，中国始终是维护世界和平的稳定力量。

During the visit, the delegation participated in the 15th China-European Union dialogue on defense and security policy, the 9th China-NATO security policy dialogue, and the 15th China-Switzerland defense policy coordination dialogue, the report said.

报道称，访问期间，代表团参加了第十五次中欧防务与安全政策对话、第九次中国-北约安全政策对话、第十五次中国-瑞士防务政策协调对话。

Participants in the dialogues conducted in-depth exchanges on international and regional security situations and other issues of mutual concern, Xinhua reported.

新华社消息称，参与各轮对话的各方，围绕国际与地区安全局势，以及其他双方共同关注的议题，展开了深入的沟通与交流。

The EU and China exchanged views on security issues in Asia and the Pacific during the 15th annual consultations on security and defense on March 24, including in the East and South China Seas and the Taiwan Straits, according to the European External Action Service (EEAS).

据欧洲对外行动署（EEAS）称，欧盟和中国在3月24日举行的第15次年度安全与防务磋商中就亚太地区的安全问题交换了意见，包括东海和南海以及台湾海峡。

Exchanges between the two sides on these key issues can help the EU understand China's red lines, and also make it recognize who the real instigator is behind the instability in the relevant waters and the Taiwan Straits, Zhang Junshe, a military affairs expert, told the Global Times on Sunday.

军事专家张军社周日在接受《环球时报》采访时表示，中欧双方围绕这些核心议题的沟通，既能够帮助欧盟清晰认知中国的核心红线，也能让其认清，究竟谁才是相关海域及台海局势动荡背后的真正挑动者。

The two sides also exchanged views on hotspot issues in the international security landscape, including the Russia-Ukraine conflict and the Iran situation, according to EEAS.

据欧洲对外行动署（EEAS）的消息，中欧双方还就当前国际安全格局中的多个热点议题交换了意见，其中包括俄乌冲突、伊朗局势等相关问题。

The previous round, the 14th China-European Union dialogue on defense and security policy was held in Beijing on March 11, 2024, where the leaders from the Office for International Military Cooperation of China's Central Military Commission (CMC) and the Peace, Security and Defence of the EEAS co-chaired the dialogue.

上一轮第十四轮中欧防务与安全政策对话，于 2024 年 3 月 11 日在北京举办。该轮对话由中国中央军委国际军事合作办公室，与欧洲对外行动署（EEAS）和平、安全与防务部门的相关负责人共同主持。

The two sides exchanged views on China-Europe relations, China-EU defense cooperation, international and regional situations and other issues of common concern, according to a release posted by China's Ministry of National Defense on its website.

中国国防部在官网发布的相关通报显示，当时对话双方就中欧双边关系、中欧防务领域合作、国际与地区局势，以及其他双方共同关注的议题，充分交换了意见与看法。

China's approach to engaging in international hotspot issues is to promote peace talks, said Zhang, adding that addressing relevant issues during the dialogue can once again manifest to the West China's adherence to international fairness and justice, affirming that China serves as a stabilizer of world peace.

张说，中国处理国际热点问题的方针是劝和促谈，在对话中解决有关问题可以再次向西方表明中国坚持国际公平正义，肯定中国是世界和平的稳定器。

Jian Junbo, director of the Center for China-Europe Relations at Fudan University's Institute of International Studies, told the Global Times on Sunday that China has consistently maintained military self-restraint in international conflicts. Should such content be touched upon in the dialogue, it could also dispel external biases regarding China's stance on the relevant conflict, thereby averting misunderstandings by European nations toward China, he added.

复旦大学国际问题研究院中欧关系中心主任简俊波，周日在接受《环球时报》采访时指出，在各类国际冲突中，中国始终保持着军事层面的自我克制。他补充道，若此次对话中涉及相关内容，也能够有效消解外界对于中国在相关冲突中立场的偏见，进而避免欧洲国家对中国产生不必要的认知误解。

The consultations also provided an opportunity for dialogue on non-proliferation, disarmament and space security, per EEAS.

据欧洲对外行动署（EEAS）的相关消息，此次系列磋商也为各方围绕核不扩散、裁军及外空安全等议题开展对话，搭建了沟通平台。

Zhang said the defense and security dialogues between the two sides constitute responsive moves that meet their needs, and are conducive to both China and Europe jointly safeguarding regional and global peace and stability.

张军社表示，中欧双方开展的防务与安全对话，是契合双方共同需求的双向互动举措，有助于中欧双方携手，共同维护地区乃至全球的和平与稳定。

As major forces of the East and West, military exchanges between China and Europe contribute to building and promoting global consensus on military security concepts, while providing a reference for military exchanges among other major powers worldwide, Jian said.

简俊波表示，作为分别代表东西方的重要力量，中欧之间的军事交流，既有助于推动构建并深化全球范围内关于军事安全理念的共识，也能为世界其他大国之间开展军事交流，提供可借鉴的参考范式。
