  • (八)加大普惠小微贷款支持。运用央行再贷款、再贴现等货币政策工具,引导金融机构以小微企业及个体工商户等市场主体的房屋租金、水、电、气、纳税等信息为授信参考依据,开展金融支持纾困专项行动,提供低息资金支持。对地方法人银行使用支小再贷款发放的低利率贷款,财政部门给予小微企业(含个体工商户、小微企业主)1.5%的贴息支持。引导国有大型商业银行扩大普惠小微贷款发放规模,人民银行对地方法人金融机构普惠小微贷款支持工具的资金支持比例扩大一倍。扩大“天府科创贷”“天府文产贷”“园保贷”“服保贷”等财政风险资金池,启动实施“制惠贷”,引导金融机构进一步加大贷款规模。

  • (十)加强基础设施建设。对接国家拟编制的重大基础设施发展规划,布局实施一批网络型基础设施、产业升级基础设施、城市基础设施、农业农村基础设施、教育文体基础设施、安全基础设施等重大项目。年内全面开工建设成达万高铁等3个铁路项目、西昌至香格里拉等7个高速公路项目,建成高速公路500公里,新改建国省干线及港口集疏运公路1500公里、农村公路1.5万公里,实施村道安防工程9000公里、平安渡运工程50个。开工建设米市水库、三坝水库等水利工程,加快“引大济岷”工程前期工作和安宁河流域水资源配置工程建设。开工建设一批风电光伏和天然气发电调峰电站项目,推进川渝特高压交流、金上至湖北特高压直流工程和抽水蓄能电站前期工作。着力补齐城镇生活污水、城乡生活垃圾、排水防涝等基础设施短板弱项,开展城市更新及老旧管网改造,推动实施一批具备条件的地下综合管廊项目,指导管廊运营主体合理制定入廊收费标准。
