湖北连续28年无重特大森林火灾

Hubei has no serious forest fires for 28 consecutive years

根据《湖北省森林防火条例》规定，每年11月1日至次年4月30日为森林重点防火期。每年5月5日起，全省恢复森林防灭火工作正常值班值守制度。多年来，湖北省严格执行《防火条例》各项规定，已连续28年没有发生重特大森林火灾。

According to the Regulations of Hubei Province on Forest Fire Prevention, November 1 of each year to April 30 of the following year is the key forest fire prevention period. From May 5th every year, the province resumes the normal duty system of forest fire prevention and extinguishing work. Over the years, Hubei Province has strictly implemented the provisions of the Fire Prevention Regulations, and there has been no serious forest fire for 28 consecutive years.

压实防火责任，部门协同配合。今年4月初，湖北省林业局组成3个暗访督查组，采取“不发通知、不打招呼、不听汇报、不陪同接待、直奔基层、直插现场”的“四不两直”方式，深入武汉、黄冈、荆门等地6个县市区部分乡村、国有林场、风景名胜区、森林公园，开展森林防火明察暗访工作。紧盯重要节点，全省累计派出检查组3000余个，明察暗访高火险地区，确保防控措施落地落实。今年以来，全省各市、州委主要负责人68人次结合林长制调研森林防灭火工作，以上率下传导责任压力。全省各地周密组织部署森林防火工作。襄阳市梳理统计防火责任人2万余名，定期发送履职提示短信。宜昌市各级林长密集巡山护林，推动防火责任贯穿至末端。

At the beginning of April this year, Hubei Forestry Bureau formed three unannounced inspection teams, and adopted the "four noes and two straights" method of "no notice, no greeting, no report, no accompanying reception, straight to the grassroots level and straight into the scene", and went deep into some villages, state-owned forest farms, scenic spots and forest parks in six counties and cities in Wuhan, Huanggang and Jingmen to carry out unannounced visits to forest fire prevention. Keeping a close eye on important nodes, the province has sent more than 3,000 inspection teams to make unannounced visits to areas with high fire risk to ensure the implementation of prevention and control measures. Since the beginning of this year, 68 principals of all cities and state committees in the province have investigated forest fire prevention and extinguishing work in combination with the forest tenure system, and the pressure of responsibility has been transmitted under the above rate. All parts of the province carefully organize and deploy forest fire prevention work. Xiangyang City sorts out and counts more than 20,000 persons responsible for fire prevention, and regularly sends short messages of performance tips. Forest chiefs at all levels in Yichang intensively patrol mountains and protect forests, and promote fire prevention responsibility to run through the end.

精准管控火源，防范化解风险。湖北各地严管野外火源，累计张贴禁火令20余万份，设立森林防火检查站点11万多处。高火险天气，全省7.5万余名护林员严格巡查管护，不放过每一个火灾隐患。严抓宣传教育，推进群防群治。全省制作防火公益宣传片50余部在各类媒介上播放，组织14个市州的“村村响”每日3次播报森林防火“十不准”，营造浓厚的森林防火氛围。

Accurately control factors which could cause the fire and prevent and resolve risks. All parts of Hubei strictly control wild fire sources, and have posted more than 200,000 fire prohibition informed and set up more than 110,000 forest fire prevention inspection stations. In high fire danger weather, more than 75,000 rangers in the province strictly inspect and protect, and eliminate any hidden trouble of fire . Strictly grasp publicity and education, and promote mass prevention and treatment. More than 50 public welfare videos on fire prevention were produced and broadcast on various media in the province, and "transmission on every village" in 14 cities and prefectures were organized to broadcast "Ten Prohibition" on forest fire prevention three times a day to create a strong atmosphere of forest fire prevention.

打造智慧平台，牢守安全底线。湖北省森防指办公室印发《重要敏感时段重特大森林火灾专项应对预案》，组织宜昌市、十堰市制定《极端天气情况下森林火灾专项应对预案》，修订《湖北省森林火灾应急预案》，细化各项应对准备工作。智慧平台为森林防火安装“千里眼”。省应急厅采购林火卫星监测系统并配发市、县应用，省林业局为14个市州的高火险县(市、区)配发无人机巡护系统，全面提升全省森林火情监测能力。全省开展森林防灭火实战演练320余场，举办森林消防指挥员专题培训班和森林消防职业技能竞赛，提升业务素养。发生火灾后，各地坚持“人民至上、生命至上”，统筹力量快速处置，严格落实安全扑火环节，有效防范小火酿大灾。

Hubei Forest Defense Office issued the Special Response Plan for Serious Forest Fires in Important Sensitive Periods, organized Yichang City and Shiyan City to formulate the Special Response Plan for Forest Fires under Extreme Weather Conditions, revised the Emergency Plan for Forest Fires in Hubei Province, and refined various response preparations. Smart platform installs "clairvoyance" for forest fire prevention. The Provincial Emergency Department purchased forest fire satellite monitoring system and distributed it to cities and counties for application. The Provincial Forestry Bureau distributed unmanned aerial vehicle patrol system to high fire risk counties (cities, districts) in 14 cities and prefectures, so as to comprehensively improve the forest fire monitoring ability of the whole province. The province has carried out more than 320 practical drills for forest fire prevention and extinguishing, and held special training courses for forest fire commanders and forest fire fighting vocational skills competitions to enhance professional literacy. After the fire broke out, all localities adhered to the principle of "people first, life first", made overall efforts to deal with it quickly, strictly implemented the safe fire suppression link, and effectively prevented small fires from causing major disasters.
