危险化学品涉及行业领域广、链条长,安全风险大、治理任务重。党中央、国务院高度重视,习近平总书记多次作出重要批示,最近又专门作出重要指示。为认真抓好贯彻落实,有效防范化解危险化学品重大安全风险,保障人民群众生命财产安全和社会稳定,按照党中央、国务院领导同志批示要求,结合深入贯彻落实中共中央办公厅、国务院办公厅《关于全面加强危险化学品安全生产工作的意见》(以下简称两办《意见》)和国务院安委会《全国安全生产专项整治三年行动计划》(以下简称《三年行动计划》),制定本方案。

一、总体要求

以习近平新时代中国特色社会主义思想为指导,深入贯彻习近平总书记关于安全生产重要论述,坚持人民至上、生命至上,强化底线思维和红线意识,统筹好发展和安全,深入分析研判、紧紧扭住抓牢贯彻落实两办《意见》和《三年行动计划》过程中发现的突出矛盾以及国内外典型事故暴露出的重大风险隐患,全面调动各方力量,利用一年时间集中治理,进一步推动各地区、各有关部门和单位树牢安全发展理念,加大安全投入,压实安全责任,坚持严格监管执法与强化信息技术支撑并重,完善危险化学品安全风险防范化解工作机制,务必做到重大风险隐患排查见底、防范治理措施落实到位,真正从根本上消除事故隐患、从根本上解决问题,切实把确保人民生命安全放在第一位落到实处,坚决防范遏制危险化学品重特大事故,为迎接党的二十大胜利召开营造安全稳定环境。

二、重点治理的突出问题和重大安全风险

各地区、各有关部门和单位要认真梳理两办《意见》和《三年行动计划》重点任务落实情况,深刻吸取典型事故教训,采取有针对性措施,对照以下两大类突出问题和四个环节的重大安全风险进行重点排查。

(一)安全发展理念不牢问题。一是学习贯彻习近平总书记关于安全生产重要论述不深入不扎实,没有分析研判本地区危险化学品重大安全风险,对新情况、新问题不了解、不掌握。二是没有统筹好发展和安全两件大事,只重发展不顾安全,在不具备条件的情况下盲目发展高危工艺的化工项目,淘汰落后生产能力、推动化工产业升级措施不力、进展迟缓。三是源头治理不严不实,化工产业转移安全风险在一些地区加速集聚,风险管控能力不足,导致事故多发,近一年全国发生的12起化工较大事故中有7起发生在异地转移企业。一些地区没有对危险化学品企业全面开展安全分类整治,非法违法“小化工”整治不认真不彻底。四是安全投入不足,一些地区涉及“两重点一重大”(重点监管的危险化工工艺、重点监管的危险化学品和危险化学品重大危险源)的化工企业没有按期完成泄漏检测报警、紧急切断、自动化控制和安全仪表系统的装备使用,自动消防设施功能失灵,消防基础设施设备及管道老化。五是应急处置力量不足,部分大型企业未按要求建设企业专职消防队,部分企业没有建设相关工艺处置队和应急处置队。

In the past year, 7 of the 12 major chemical accidents occurred in the country occurred in the relocation enterprises. Some regions have not carried out comprehensive safety classification and rectification for hazardous chemical enterprises, and the rectification of illegal "small chemical industry" is not serious or thorough. Four is the insufficient safety investment, some areas involving "a focus of the two major" (emphasis on regulation of dangerous chemical process, the key supervision of dangerous chemicals and dangerous chemicals), major hazard installation of chemical enterprises did not finish leak detection alarm, emergency cut-off, automation control and safety instrument system equipment, automatic fire control facilities function failure, Aging of fire infrastructure equipment and pipes. Five is the lack of emergency disposal force, some large enterprises did not build enterprise full-time fire brigade according to the requirements, some enterprises did not build the relevant process disposal team and emergency disposal team.
(二)安全生产责任不落实问题。一是安全监管执法力量薄弱,一些危险化学品重点地区没有按照两办《意见》要求配齐配强专业执法力量,危险化学品安全监管执法人员中具有相关专业学历、职业资格和实践经验的不到三分之一,不懂不会的问题没有得到根本改变。二是按照“三个必须” 要求已经明确的部门安全监管责任落实不到位,甚至有的将自身的业务工作与安全割裂开来,安全风险因素考虑不足,导致漏管失控。三是一些企业安全生产和消防安全主体责任不落实,风险辨识和管控制度执行不严,未按规定配备化工专业技术团队、高风险岗位操作人员和消防控制室值班人员,安全责任落实不到基层班组,一些重大危险源包保责任人只挂名不履职,一些消防控制室值班人员未取得自动消防设施操作员证。四是信息化监控手段严重滞后,一些化工园区和企业对重大危险源、重点场所、基础设施等没有建立完善的安全风险在线监测预警系统,相关部门之间存在数据壁垒和信息孤岛,尚未建立贯通危险化学品全生命周期的信息化系统,更未实现区域联网。

Three is some enterprise's safety production and fire control safety responsibility is not implemented, risk identification and control system implementation, not according to stipulations with chemical professional and technical team, high-risk post operation personnel and fire control room attendants, the security responsibility to carry out the less than at the grass-roots level shift, some packages to major hazard installation responsible front not only started, Some fire control room duty officers did not obtain automatic fire service operator certificates. Four is serious lag information monitoring methods, some chemical industry parks and enterprises for major hazards, key sites, such as infrastructure did not establish perfect online safety risk monitoring and early warning system, relevant departments barriers between data and information island, has not yet been established through the lifecycle of the dangerous chemicals information system, more unrealized areas connected to the Internet.
(三)生产储存环节重大安全风险。一是一些精细化工企业没有按要求开展反应安全风险评估,部分涉及高危工艺的生产装置未实现全流程自动化控制,操作人员专业能力资质不达标。二是高危工艺和特别管控危险化学品企业安全设计水平低,风险隐患排查治理不彻底,常态化风险管控机制缺失。三是一些化工企业老旧装置数量多,压力容器管道安全风险增大,预防性维护和常态化监测监控措施跟不上,腐蚀泄漏风险增大。四是一些地方化学品储罐区缺乏科学规划,企业无证储存、超许可范围储存、边建设边储存,安全设施与消防应急设施不完善;一些地方化工储存设施分布广、总量多、单罐储量大,超大型化工储存设施安全风险聚集。五是部分国家石油储备库等大型油气储存基地本质安全水平低,紧急切断、气体检测、视频监控、雷电预警“四个系统”不完善,一些基地外部安全距离不达标,防火设施不达标,消防应急救援能力不足。六是一些超过设计使用年限的海洋石油生产设施,未经安全评估仍在服役,对增储上产带来的安全风险管控措施不到位。
(3) Major safety risks in production and storage links. Second, the safety design level of enterprises with high-risk processes and hazardous chemicals under special control is low, the investigation and management of risks and hidden dangers is not thorough, and the normal risk control mechanism is missing. Third, some chemical companies have a large number of old equipment, increasing the safety risk of pressure vessel pipelines, preventive maintenance and regular monitoring measures can not keep up, increasing the risk of corrosion leakage. Fourthly, some local chemical storage tank areas lack scientific planning, enterprises store without license, beyond the permitted scope of storage, while building storage, safety facilities and fire emergency facilities are not perfect; Some local chemical storage facilities are widely distributed, the total amount is large, the single tank reserves are large, and the safety risks of super large chemical storage facilities gather. Fifth, the essential safety level of some large oil and gas storage bases, such as some national oil reserves, is low, and the "four systems" of emergency cut-off, gas detection, video surveillance and lightning warning are not perfect. Some bases do not meet the standards of external safety distance, fire prevention facilities are not up to the standards, and fire emergency rescue capabilities are insufficient. Sixth, some offshore oil production facilities beyond the designed service life are still in service without safety assessment, and the safety risk control measures brought by the increase of reserves and production are not in place.
(四)交通运输环节重大安全风险。一是非法托运、违法运输危险化学品问题屡禁不止,常压液体危险货物罐车罐体不达标、“带病运行”等问题突出。二是源头充装查验、特定时段禁行、重点路段巡查管控、高速公路服务区车辆临时停放管理等制度执行不严。三是危险化学品车辆专用停车场建设进展迟缓,车辆动态监控质量有待进一步提升。四是少数危险化学品港口企业储存作业风险辨识管控不够严格;危险化学品水路运输还存在超范围经营、谎报瞒报货物种类问题。五是油气长输管道缺乏常态化隐患排查治理机制,高后果区、地质灾害多发区安全风险防控措施落实不到位。六是部分托运单位不落实安全生产主体责任,委托不具备危险化学品运输资质的企业和车辆承运、不按规定装载危险化学品等现象时有发生。

Fourthly, the risk identification and control of the storage operation of a few hazardous chemicals port enterprises are not strict enough; In waterway transportation of hazardous chemicals, there are problems such as exceeding the scope of operation, falsely reporting and concealing the type of goods. Fifth, there is a lack of regular inspection and control mechanism for hidden dangers in long-distance oil and gas transportation pipelines, and safety risk prevention and control measures in areas with high consequences and areas with frequent geological disasters are not fully implemented. Sixth, some consignment units do not implement the main responsibility of safety production, entrusting enterprises and vehicles that do not have the transportation qualification of dangerous chemicals, do not load dangerous chemicals according to the provisions and other phenomena occur.
(五)废弃处置环节重大安全风险。一是一些企业未严格落实相关法律制度,鉴别鉴定不及时,不主动申报,非法转移、倾倒、处置等违法行为时有发生;涉及废弃危险化学品等危险废物的贮存和处置设施未经安全评估。二是一些地区部门协同监管不到位,多部门联合会商督办、信息共享、联合执法工作机制不健全。三是部分危险化学品废弃处置存在短板,如硝基类危险化学品废弃后处置能力不足。
(5) Major safety risks in the waste disposal process. One is that some enterprises did not strictly implement the relevant legal system, identification is not timely, do not take the initiative to declare, illegal transfer, dumping, disposal and other illegal acts occur; Storage and disposal facilities involving hazardous wastes such as waste hazardous chemicals have not been assessed for safety. Second, coordinated oversight by some regional departments is not in place, and the working mechanisms for joint oversight, information sharing and joint law enforcement by multiple departments are not sound. Third, there are shortcomings in the waste disposal of some hazardous chemicals, such as the lack of disposal capacity of nitro-hazardous chemicals after waste.
(六)化工园区重大安全风险。一是尚有60个化工园区未完成评估分级,个别省份甚至仍未按要求认定公布化工园区。二是一些化工园区功能定位不清,缺少主导产业,企业无序聚集成园、因企设园;功能分区不合理,部分园区存在劳动密集型企业,有的还有居民区。三是园区一体化管理水平不高,多数园区没有实施封闭化管理,专用停车场、信息化平台、实训基地等基础设施不完善,消防救援力量薄弱。四是不少化工园区没有安全管理机构,园区专业监管人员数量不足、结构不合理,与监管任务不相匹配。
(6) Major safety risks in the chemical industrial park. Third, the integrated management level of the park is not high, most parks do not implement closed management, special parking lots, information platforms, training bases and other infrastructure is not perfect, fire rescue force is weak. Fourth, many chemical industrial parks do not have safety management institutions, and the number of professional supervisors in the park is insufficient and the structure is unreasonable, which does not match the supervision task.
三、完善重点保障制度措施

9.制定印发《化工园区建设标准和认定管理办法》,开展化工园区安全整治,推动各地区落实“一园一案”整治提升方案,实施重点化工产业聚集区重大安全风险防控项目,确保2022年底前全部达到一般或较低安全风险等级。(工业和信息化部、应急管理部分工负责)
9. 10.防控海洋石油安全风险,对有人值守海上油气平台(设施)进行全覆盖排查整治,对老龄化海上固定式生产设施主结构开展安全评估和分类整治,完善安全监管体制机制,落实中央企业总部责任。(应急管理部牵头,国务院国资委配合)

四、工作要求
IV. Work Requirements
(一)加强组织领导。各地区、各有关部门和单位主要负责同志和相关负责人要认真学习贯彻习近平总书记关于安全生产重要指示精神,切实提高防范化解危险化学品重大安全风险的政治站位和思想认识。各地区要对照本方案,2022年1月底前完成具体方案制定和动员部署,2022年11月底前完成治理任务、2023年1月底前完成总结验收。各有关部门要结合重点保障制度措施落实,制定具体专项工作方案。各地区、各有关部门和单位要定期听取进展情况汇报,及时研究解决治理过程中发现的突出问题和重大隐患。
1. Strengthening organizational leadership. All regions and relevant departments and units should conscientiously study and implement the spirit of General Secretary Xi Jinping's important instructions on production safety, and effectively improve the political position and ideological understanding of preventing and defusing major safety risks of hazardous chemicals. By the end of January 2022, all regions should complete the formulation and mobilization of specific plans, complete governance tasks by the end of November 2022, and complete the summary and acceptance inspection by the end of January 2023. All relevant departments should formulate specific and special work plans in conjunction with the implementation of key guarantee systems and measures. All localities and relevant departments and units should regularly hear progress reports, and promptly study and resolve prominent problems and major hidden dangers discovered in the process of governance.
(二)加强宣传引导。各地区、各有关部门和单位要围绕强化统筹协调和监管责任落实、提升本质安全水平、健全重大风险防范化解机制、提升专业人员能力素质、提升数字化智能化管控水平,创新工作方法,完善重点保障制度措施。要及时总结经验做法,加强宣传推广,发挥典型带动作用,对一些创新性制度措施,加快完善上升为相关法规标准。同时,要对治理走形式、责任措施不落实、违法违规生产经营等突出问题公开曝光,加强警示教育。
2. Strengthening publicity and guidance. All regions and relevant departments and units should innovate work methods and improve key safeguard systems and measures to strengthen overall planning and coordination and the implementation of regulatory responsibilities, improve the level of essential safety, improve mechanisms for preventing and defusing major risks, enhance the capability and quality of professionals, and enhance digital and intelligent control. We need to promptly summarize experience and practices, strengthen publicity and promotion, give full play to their exemplary role in driving innovation, and accelerate the improvement of some innovative institutional measures into relevant laws and regulations. At the same time, it is necessary to publicly expose prominent problems such as inadequate governance, failure to implement responsible measures, and illegal production and business operations, and strengthen warning and education.
(三)加强工作督导。各地区要把本方案确定的重点治理内容纳入年度监督检查计划,加大日常检查力度。要严格执法检查,督促企业全面落实主体责任,对重大风险隐患长期得不到有效治理的要依法依规严肃查处;要坚持寓执法于服务之中,全面提高治理成效。国务院安委会办公室将适时组织专项督查,通报有关情况,并纳入对省级政府和国务院安委会成员单位安全生产年度考核重点内容。
(3) Strengthening work supervision. All regions shall incorporate the key governance contents identified in this plan into the annual supervision and inspection plan and intensify the daily inspection. We will strictly inspect law enforcement, urge enterprises to fully fulfill their primary responsibilities, and investigate and prosecute those major risks and hidden dangers that have not been effectively addressed for a long time in accordance with law and regulations. We will continue to integrate law enforcement into service and comprehensively improve the effectiveness of governance. The Office of The State Council Safety Commission will organize special inspections in due time, notify relevant information, and include key contents in the annual assessment of work safety of provincial governments and the member units of The State Council Safety Commission.
各有关部门和各省级安委会办公室每季度要将有关落实情况报送国务院安委会办公室。
All relevant departments and the office of the safety commission at the provincial level shall report their implementation to the Office of the Safety Commission under The State Council on a quarterly basis.
