强化样点布设 高质量推进土壤三普工作

Strengthening the layout of sample points and promoting the work of "three common soil" with high quality

近日，第三次全国土壤普查（以下简称“土壤三普”）试点县样点校核工作培训会在中国农业科学院农业资源与农业区划研究所举行。农业农村部农田建设管理司领导出席会议。

Recently, the training meeting of the third national soil census (hereinafter referred to as "the three general soil surveys") for sample point checking in pilot counties was held in the Institute of Agricultural Resources and Agricultural Zoning of the Chinese Academy of Agricultural Sciences. Leaders of Farmland Construction Management Department of Ministry of Agriculture attended the meeting.

会上，资源区划所专家详细解读了土壤三普工作底图制作与样点布设的目的要求与基本原则，结合具体实例讲授了样点布设的技术流程与操作步骤，重点讲解了样点校核的目的、内容、原则、步骤、人员要求与结果反馈。与会专家就试点县样点校核过程中存在的问题进行了逐一解答。

At the meeting, experts from the Institute of Resource Division explained in detail the purpose, requirements and basic principles of the bottom map making and sample point layout of the Third Soil Project. Combined with specific examples, they taught the technical process and operation steps of sample point layout, focusing on the purpose, content, principles, steps, personnel requirements and result feedback of sample point checking. Experts attending the meeting answered the problems existing in the process of sample checking in pilot counties one by one.

会议强调，要充分认识到开展第三次全国土壤普查的重要意义，样点布设是土壤普查的核心环节与关键前提，关系到土壤三普各类成果的全面性、科学性与准确性，同时也关系到土壤三普后续各个环节的全面开展与高效推进。各地区、各有关部门应协调各方资源力量，加强上下联动，优质高效完成全国各试点县的样点校核任务。资源区划所应积极配合各地区按期高质量完成样点校核任务，为工作底图制作与样点规划布设提供数据保障与技术支撑。

The meeting stressed that it is necessary to fully realize the significance of carrying out the third national soil census. Sample layout is the core link and key premise of the soil census, which is related to the comprehensiveness, scientificity and accuracy of all kinds of achievements of the three general soil surveys, as well as the comprehensive development and efficient promotion of all subsequent links of the three general soil surveys. All localities and relevant departments should coordinate the resources of all parties, strengthen the linkage between the upper and lower levels, and complete the sampling point checking task in pilot counties across the country with high quality and efficiency. The resource division should actively cooperate with each region to complete the sampling point checking task on schedule and with high quality, and provide data guarantee and technical support for the production of the base map and the planning and layout of sampling points.

据悉，作为土壤三普底图制作与样点布设的技术支撑牵头单位，资源区划所根据土壤三普工作要求，结合“土壤二普”与“国土三调”等成果，采用现代空间信息技术，建立了全国统一的工作底图制作方法，制定了样点布设原则与技术流程，开发了样点自动化布设软件，高效完成了全国88个试点县的样点布设工作。

It is reported that, as the leading unit of technical support for the production of the base map of the Three General Soils and the layout of sample sites, the Resource Division Institute, based on the requirements of the Three General Soils, combined with the achievements of the "Two General Soils" and the "Three National Transfers", adopted modern spatial information technology, established a national unified production method of the base map, formulated the principle and technical process of the layout of sample sites, developed the automatic layout software of sample sites, and efficiently completed the layout of sample sites in 88 pilot counties across the country.

农业农村部农田建设管理司相关处室同志，全国各省、自治区、直辖市、计划单列市三普办成员及试点县样点校核专业技术人员，资源区划所有关负责人与科研骨干等500余人线上线下参加会议。（通讯员 金云翔）

More than 500 people attended the meeting online and offline, including comrades from relevant offices of the farmland construction management department of the Ministry of Agriculture, members of the three general offices of all provinces, autonomous regions, municipalities directly under the central government and cities with separate plans, professional technicians for sample checking in pilot counties, relevant responsible persons of resource division institutes and scientific research backbones.
