笔者于2022年5月14日前往广东云浮市云城区安塘街道进行观察走访，刚刚解除暴雨黄色预警的村庄上空天色阴沉，但是空气格外清新。罗斗生态文明村内，网格员挨家挨户进行安全隐患排查、村民们拿起扫帚清理绿道上的落叶，红砖路和各式盆栽互相映衬，还有乡村生活气息浓厚的景观墙为村子“颜值”加分。绿道、碧道、驿道“道道相通”，山脉、水脉、文脉“脉脉相融”，这些景象体现着安塘落实开展乡村振兴工作的不懈努力。

These scenes reflect antang's unremitting efforts to carry out rural revitalization work.
乡村要振兴，治理是基础，产业是关键。安塘街近年来致力于发挥政府领导带头作用，吸引乡贤反哺故乡发展，鼓励村民参与家园建设，以“共谋、共建、共管、共享”8个字作为开展乡村振兴工作的基本遵循。立足云浮市委提出的园区经济、镇域经济、资源经济“三大抓手”，围绕“村有什么、能做什么、想怎么做”的发展思路，打造安塘特色产业。对于如何书写乡村振兴新篇章的问题，安塘街厚植绿色生态底色、抓牢产业发展关键、着力激发多元力量，给出了一个高质量发展的安塘特色方案。

新时代乡村振兴需要思想上的“领头雁”、经济上的“领头羊”。近年来，安塘街大力激发乡贤回流反哺故乡、共建美丽家园的积极性。以“党建引领+乡贤助力+村民参与”的乡村振兴模式，汇聚强大合力，改善乡村面貌。

自下而上、共建共享。罗斗村是人口不到300人的小村庄，旧时村户房屋布局凌乱，不仅不美观，还存在着很多安全隐患。近年来，依托乡贤优势，罗斗村在安塘街乡村振兴规划中被赋予了“生态文明村”建设思路。各类绿化美化、惠民项目建设陆续在这里落地，乡村面貌日新月异。罗斗村生态文明建设过程中，村镇干部抛弃“等、靠、要”的思想，积极奔走、多方沟通，动员外出乡贤和热心人士就村庄改造建言献策、慷慨解囊、捐款捐物。“村子能有如今的面貌，离不开乡贤们的大力支持，建设过程中所有的石材都是村民无偿捐赠!”安塘街道党工委委员、办事处副主任刘石明在采访中表示。改造后的村庄，白色和黄色的房屋错落有致；每家每户的房屋间有绿道连通，供村民茶余饭后散步；篮球场、村民休闲亭、文化小公园等设施一应俱全。

乡风引领、携手并进。象岗村致力于搭建乡贤平台、凝聚民心民力、发挥资源优势、强化乡风文明建设。象岗村河道治理工程中的绿道建设是一笔不小的费用，了解到政府修筑沿河绿道的规划后，乡贤刘石葵、刘国强果断带头捐资16万余元支持家乡环境建设，其他村民也纷纷捐资出力。“我们都是土生土长的安塘人，家乡有需要，我们定当出力!”捐资乡贤对笔者说。安塘河绿道入口竖起了一块石碑，上面是象岗村绿道捐资芳名录。详细记载着捐资明细的石碑，是乡风的载体、乡情的寄托。“村子环境好了，每天看着心情好，自然身体好。这些都要感谢乡贤为村子做的好事、实事!”谈及村里乡贤的热心之举，村民们都称赞道。

释放镇域经济活力，探索安塘发展新路径

构建“种植园”、播种“致富果”。近年来，都栗村立足实际村情，以带动群众增收为落脚点，以产业发展为中心，以闲置土地为载体，积极组织分散的村民，整合闲散的土地资源。按照“农业+文化+旅游”的模式，都栗村不断探索“风险共担、利益共享”的集体经济发展壮大路径。据记者了解，目前都栗村种植园里共种植桑葚果树约15亩、3000余棵，今年桑葚总产量预计在3万斤左右。同时，园内还种植了无花果树约15亩、3600余棵，等到7月便可以收成。“在家门口就能找到工作，挣钱养家两不误了，很幸福!”正在种植园帮忙的村民开心地说。通过土地流转，一部分村民在获得地租的同时，变身为种植园工人，多项收入让村民的腰包一下鼓了起来。

The villagers who were helping in the plantation said happily. Through land transfer, some villagers become plantation workers while obtaining land rent, and multiple incomes make villagers' pockets bulge.
基于交通便利的优势和瓜果蔬菜种植业基础，都栗村在挖掘乡村多元价值过程中，将乡村休闲旅游业作为重点纳入发展规划。一方面，建设“永安亭”居民休憩地、改善小溪水质及其周边植被环境……完善乡村基础设施、实施绿化美化行动。另一方面，创新打造瓜果种植“农家乐”模式、设计亲子游项目及路线……从“硬件完善”到“软件开发”，有针对性发展乡村旅游业。

引入“鸵鸟养殖”、打造“特色品牌”。“鸵鸟养殖”是都栗村基于实际村情，结合特禽类经济动物市场销售状况，决定新引进的特色产业，目前正在筹备规划阶段。记者走进都栗村临时鸵鸟安置基地时，已有5只鸵鸟正在和村民互动，“养殖示范+到户普及”的宣传模式，吸引了一批村民跃跃欲试。都栗村党支部书记叶清华介绍：“目前，我们已经联络到了提供鸵鸟幼苗以及回收成年鸵鸟的企业，喂养一只鸵鸟8个月，就能给村民带来3000多元的增收。”积极拓宽思路、认真探索谋划、大胆实践试验，鸵鸟为都栗村的振兴征程加足马力。

架起党群“连心桥”，串好党群“同心圆”。在乡村振兴实践中着力提升党员干部以及村民的主人翁意识，以实干热潮推动美丽乡村建设。在象岗村“四小园”建设项目实施过程中，党员干部以及志愿者发扬不怕苦、不怕脏的精神，认真清理沟渠垃圾、建材废料和杂草，以实际行动带动了村民群众纷纷拿起自家扫把参与其中，使得农村面貌焕然一新。“大家都希望村子环境变好，看到党员同志带头，我们也愿意贡献自己的一份力。”村民徐阿姨散步时说。

将“民声”转化为“民生”。安塘网格员队伍服务一线、身兼多职，通过巡查走访、倾听民声、搜集民意，做到第一时间发现、第一时间反应、第一时间解决、第一时间反馈，实时为有需要的群众解决五花八门的问题。在罗斗村时，记者正巧看到了正在进行安全排查的网格员，村干部温银芳就介绍道：“前几天市里一发布暴雨预警，网格员就挨家挨户地进行隐患排查，对山脚下的几家村民进行了紧急疏散。现在预警解除了，他们就对村民的房屋进行安全检查。”真正做到了网格服务24小时全天候“民呼我应”，网格员成了村民心中的“百变超人”，让村民群众纷纷竖起了大拇指。
