For many years, China Aerospace Science and Technology Corporation (CASC) has attached great importance to energy conservation, emission reduction, and environmental protection. In accordance with the requirements for building an ecological civilisation and a “Beautiful China” put forward at the 18th National Congress of the Communist Party of China, and adhering to scientific development, CASC has taken “safeguarding central tasks, promoting harmonious development, and fulfilling social responsibilities” as its long-term goals. Guided by the concept of “technology leadership and green development,” it has made “building four systems, enhancing three capabilities, ensuring two safeguards, and achieving one goal” its central task. It has adjusted its industrial structure, optimised production processes, and increased technological upgrading, gradually establishing a “Beautiful Aerospace” energy conservation and environmental protection system, thus achieving a win-win outcome in both economic and social benefits.

强化基础管理建设四个体系

在新时期、新形势下，集团公司按照新要求，建设“组织机构、规章制度、统计监测、责任考核”四个体系，夯实节能减排与环保工作基础，调整机构、建规立制、规范统计、加强监测、细化考核，逐步完善健全四个体系。

In the new era and under new circumstances, CASC, in accordance with new requirements, has established four systems covering "organisational structure, rules and regulations, statistical monitoring, and responsibility assessment” to solidify the foundation for energy conservation, emission reduction, and environmental protection. 面对节能环保新形势，集团公司及时调整领导小组，设立专职节能减排办公室，完善组织机构、强化组织管理、明确各级职责，形成了集团公司、院、厂(所)自上而下的三级管理网络。

Facing the new situation in energy conservation and environmental protection, CASC promptly adjusted its leading group, set up a dedicated energy conservation and emission reduction office, improved its organisational structure, strengthened organisational management, and clarified responsibilities at all levels, forming a top-down three-tier management network comprising the corporation, academies, and factories (institutes).

通过修订《集团公司节能减排与环保管理规定》，制定《节能减排统计监测管理办法》、《监督检查管理办法》等一系列管理办法，集团公司所属单位制定《放射安全管理实施细则》、《能耗分摊实施细则》、《N值考核细则》等专项管理细则，集团公司已初步形成了以一个管理规定为顶层、若干个管理办法相配套、多个细则为底层支撑的有章可循、有制可依的规章制度体系。今年，集团公司还将出台《节能环保奖惩管理办法》和《建设项目节能环保管理办法》等制度，进一步规范流程、强化管理、落实责任。

By revising the "CASC Energy Conservation, Emission Reduction, and Environmental Protection Management Regulations" and formulating a series of management measures such as the "Energy Conservation and Emission Reduction Statistical Monitoring Management Measures" and the "Supervision and Inspection Management Measures", while units under CASC have formulated specialised management rules including the "Radiation Safety Management Implementation Rules", the "Energy Consumption Allocation Implementation Rules", and the "N-value Assessment Rules", CASC has initially formed a rules and regulations system with rules to follow and regulations to rely on—one management regulation at the top, several management measures as supporting layers, and multiple detailed rules as the underlying support. This year, CASC will also issue systems such as the "Energy Conservation and Environmental Protection Reward and Punishment Management Measures" and the "Energy Conservation and Environmental Protection Management Measures for Construction Projects" to further standardise processes, strengthen management, and ensure accountability.

依托节能减排综合管理信息系统，集团公司规范、统一数据统计方法、范围和口径，理顺报送流程，构建“月分析、季统报”的企业运行跟踪体系，强化节能减排统报监测基层建设，完善计量设备设施，形成定时监测、定期统报、定量分析的统计监测体系。

Relying on the integrated energy conservation and emission reduction management information system, CASC standardised and unified data statistical methods, scope, and definitions, streamlined the reporting process, and built an enterprise operation tracking system featuring “monthly analysis and quarterly consolidated reporting". It strengthened grassroots-level development for energy conservation and emission reduction statistical reporting and monitoring, improved metering equipment and facilities, and formed a statistical monitoring system based on scheduled monitoring, regular consolidated reporting, and quantitative analysis.

按照国资委“指标逐级细化、压力逐级传递、考核逐级深入”的要求，集团公司将节能减排指标纳入各单位主要负责人经营业绩考核，逐级签订节能环保责任书；根据所属单位能源消耗量和环境影响程度，划分为重点、关注和一般三类，依据“聚焦重点、紧抓关注、统筹兼顾”的原则，进行分类强化管理，形成了一级考核一级、一级负责一级、层层抓落实的责任考核体系。

In accordance with SASAC’s requirements to “refine indicators level by level, transmit pressure level by level, and deepen assessment level by level,” CASC has incorporated energy conservation and emission reduction indicators into the business performance assessment of the principal leaders of each unit and signed energy conservation and environmental protection responsibility statements level by level. Based on the energy consumption and environmental impact of its subordinate units, it has classified them into three categories—key, attention, and general—and, following the principle of “focusing on key units, closely monitoring those requiring attention, and taking all factors into overall consideration,” has carried out classified and strengthened management. This has formed a responsibility assessment system in which each level assesses the level below, each level is accountable to the level above, and implementation is carried out at every level.

在建立健全四个体系的基础上，集团公司注重管理模式的创新和突破，逐步提升技术改造能力、信息化管控能力、创新管理能力，促使管理模式向系统化、智能化、精细化转变。

On the basis of establishing and improving the four systems, CASC has focused on innovation and breakthroughs in management models, gradually enhancing its technological upgrading capability, IT-based management and control capability, and innovation management capability, thereby driving its management model toward systematisation, intelligence, and refinement.

集团公司将全面提升技术改造能力。为改变因历史原因造成设备、管网老化，部分高能耗、高污染设备设施仍在使用，一些定型的工艺、生产流程较难修改等问题，“十二五”以来，集团公司充分利用国家政策、经费支持，持续加大节能减排技术改造和技术引进，逐步淘汰高能耗、高污染的设备和工艺，有计划、有步骤地开展动力系统节能改造和污染物治理等技术改造项目，加速节能减排新技术、新工艺的推广与应用；年均投入技改资金超亿元、开展技改项目超百项，节能量每年近千吨标煤，实现了良好节能减排效果，从根本上改变了设备设施陈旧落后、能耗高、污染多的局面。

CASC will comprehensively enhance its technological upgrading capability. To address problems caused by historical factors—such as ageing equipment and pipe networks, the continued use of some high-energy-consumption and high-pollution equipment and facilities, and the difficulty of modifying certain established processes and production flows—since the 12th Five-Year Plan period, CASC has made full use of national policies and funding support to continuously increase technological upgrading and technology introduction for energy conservation and emission reduction. It has gradually phased out high-energy-consumption and high-pollution equipment and processes, carried out technological upgrading projects such as energy-saving retrofits of power systems and pollutant treatment in a planned and step-by-step manner, and accelerated the promotion and application of new energy-saving and emission-reduction technologies and processes. It has invested an average of more than 100 million yuan annually in technological upgrading, carried out more than 100 such projects each year, and achieved energy savings of nearly 1,000 tonnes of standard coal equivalent annually, delivering sound energy-saving and emission-reduction results and fundamentally reversing the situation of outdated and backward equipment and facilities, high energy consumption, and heavy pollution.

集团公司将提升信息化管控能力。按照国资委管理提升活动部署，集团公司以“管理制度化、制度流程化、流程信息化”为目标，在原有节能减排综合管理信息系统的基础上，继续建设节能减排月报统计快报系统，构建起“月跟踪、月分析、月考核”的信息化监控平台，实现单位全覆盖、数据全掌控，便于对高耗能、高污染单位对症下药、综合施策，逐步形成全过程、制度化闭环管理机制。集团公司以航天商务网为依托，建设节能环保信息服务网站，提供对内、对外节能环保产品宣传、经验交流、政策解析、技术服务及产业推广等服务，搭建起综合宣传交流平台。

CASC will enhance its IT-based management and control capability. In accordance with SASAC’s deployment for management improvement activities, and with the goal of "institutionalising management, making institutions process-based, and making processes IT-based", CASC has continued to build a monthly and rapid reporting statistical system for energy conservation and emission reduction on the basis of its existing integrated management information system. It has established an IT-based monitoring platform featuring “monthly tracking, monthly analysis, and monthly assessment,” achieving full unit coverage and full data control. This makes it easier to prescribe targeted remedies and apply comprehensive measures to high-energy-consumption and high-pollution units, gradually forming a whole-process, institutionalised closed-loop management mechanism. Relying on the Aerospace Business Network, CASC has also built an energy conservation and environmental protection information service website, providing internal and external services such as promotion of energy-saving and environmental protection products, experience exchange, policy analysis, technical services, and industry promotion, thus creating a comprehensive publicity and exchange platform.

CASC will enhance its innovation management capability. Drawing on advanced management methods and experience at home and abroad, CASC has actively introduced new mechanisms, new methods, and new approaches for energy conservation and environmental protection management. By establishing an intelligent centralised management platform for electricity (energy) use, building an energy conservation and environmental protection technical service centre, forming an energy conservation and environmental protection expert pool, and setting up an authoritative technical supervision team, it has actively carried out water balance testing, electricity balance testing, energy audits, energy performance contracting, cleaner production audits, environmental management system certification, and other work. Through introducing and absorbing advanced experience, improving management, and pursuing further innovation and breakthroughs, CASC is driving its energy conservation and environmental protection work to a higher level and a higher standard.

依靠航天技术和资源优势，做好过程控制全保障、技术创新全保障，促使节能环保工作质的飞跃。集团公司通过将能源消耗和污染物排放指标作为拟新并入企业和新、改、扩建项目的决策条件，严把立项关，做好源头控制。在项目建设过程中，集团公司实行节能评估、环境影响评价及“三同时”制度，严格进行过程监督，实现了过程全受控，进而保障了节能环保在项目建设中落到实处。

It will promote the R&D and application of new energy-saving and environmental protection processes and technologies and advance the optimisation of energy-saving and environmental protection processes and technologies in the development and production of aerospace products. It will accelerate the localisation and industrialisation of major energy-saving and environmental protection equipment, comprehensively promote the development of new energy-saving and environmental protection industries such as solar energy, wind energy, coal gasification, sewage treatment, and flue gas desulfurisation and denitrification, and cultivate new green economic growth points.
