4月24日至25日，国务院国资委党委书记、主任郝鹏赴福建出席第四届数字中国建设峰会开幕式并致辞，就国资国企工作进行深入调研。他强调，要深入学习贯彻习近平总书记在福建考察时的重要讲话精神，坚定不移贯彻新发展理念，强化创新驱动，坚持绿色发展，进一步推动中央企业深化与福建的战略合作，加快实现高质量发展，在服务和融入新发展格局上展现更大作为，为谱写全面建设社会主义现代化国家福建篇章贡献更大力量。国资委党委委员、副主任翁杰明参加数字中国建设峰会开幕式。

郝鹏在数字中国建设峰会开幕式上致辞表示，近年来，国务院国资委坚决贯彻落实习近平总书记关于建设网络强国数字中国系列重要指示精神，大力推动国有企业加快数字化转型，指导推动中央企业积极发展数字经济，在核心电子元器件、高端芯片、核心工业软件等领域取得系列重大技术突破，为我国加快数字化发展、建设数字中国作出了重要贡献。立足新发展阶段、贯彻新发展理念、构建新发展格局，国资委将进一步指导推动中央企业加快数字化建设步伐，以生产经营数字化提升供给质量，以企业管理智能化提高运营效率，推动数字技术与实体经济深度融合，着力打造具有强大活力创造力的市场主体；加快发展数字产业，加大战略性新兴产业布局力度，聚焦云计算、大数据、工业互联网等重点领域，加快培育具有重大引领带动作用的骨干龙头企业，促进形成各类所有制企业、大中小企业协调发展的数字产业生态，着力促进现代经济体系建设；加快推进数字服务，加大5G网络、工业互联网等新型基础设施建设力度，推进数字技术应用，助力公共卫生、教育、交通、文旅、金融和生活服务等领域数字化智能化升级，在数字中国建设中更好发挥国有经济战略支撑作用。

The Commission has vigorously promoted state-owned enterprises to accelerate their digitalization, guided and facilitated central enterprises to actively develop the digital economy, and achieved significant technological breakthroughs in core electronic components, high-end chips, core industrial software, and other fields, making important contributions to accelerating China's digital development and building Digital China.Based on the new development stage, adhering to the new development concept, and constructing a new development paradigm, the State-owned Assets Supervision and Administration Commission will further guide and promote central enterprises to accelerate their pace of digital construction. This includes enhancing supply quality through digitalization of production and operation, improving operational efficiency through intelligent enterprise management, promoting deep integration of digital technology with the real economy, and focusing on creating market entities with strong vitality and creativity.Efforts will be intensified to develop the digital industry, expand the layout of strategic emerging industries, focus on key areas such as cloud computing, big data, and industrial internet, accelerate the cultivation of leading backbone enterprises with significant leading and driving roles, promote the formation of a digital industry ecosystem with coordinated development of various ownership enterprises and large, medium, and small enterprises, and focus on promoting the construction of a modern economic system.Furthermore, efforts will be accelerated to promote digital services, increase the construction of new infrastructure such as 5G networks and industrial internet, promote the application of digital technology, and help upgrade digitization and intelligence in fields such as public health, education, transportation, cultural tourism, finance, and life services. 郝鹏深入中核集团所属霞浦核电示范快堆工程建设现场，详细了解快堆发展战略布局、项目建设进展、安全技术保障、重大工程党建联建创新等情况。进入中铝集团所属东南铜业控制中心、电解车间，与企业负责人、科研人员亲切交流，详细了解生产销售、环保举措等。到宁德时代动力电池生产车间了解民营企业技术研发、创新激励、人才队伍建设等情况。他强调，要坚持生态优先、绿色发展，正确处理好企业发展和环境的关系，以科技创新为突破口和支撑，充分结合福建优势产业、资源禀赋，围绕清洁能源开发、矿产资源充分利用等，强化关键核心技术攻关，保障产业链、供应链安全稳定，不断优化产业结构和能源结构，为实现碳达峰、碳中和做表率，共同把生态福建、清新福建的品牌擦得更亮。要大力推动国企改革三年行动落实落地，用好用足中央和地方改革政策，进一步深化内部三项制度改革，积极稳妥推进混合所有制改革，加强与福建地方国企、民营企业等各类市场主体交流合作，发挥各自优势，取长补短、共同发展。

Hao Peng conducted in-depth visits to the construction site of the Xiapu Nuclear Power Demonstration Fast Reactor Project, affiliated with China National Nuclear Corporation (CNNC), to gain a detailed understanding of the development strategy, project progress, safety technology assurance, and innovative initiatives in party building and collaboration on major projects. He then visited the control center and electrolysis workshop of Southeast Copper, a subsidiary of Aluminum Corporation of China (Chinalco), where he had cordial exchanges with company leaders and researchers to learn about production, sales, and environmental protection measures. During his visit to Contemporary Amperex Technology Co. Limited (CATL), a private enterprise specializing in lithium-ion batteries, he toured the production workshop and learned about the company's technological research and development, innovation incentives, and talent development.He emphasized the need to prioritize ecology and promote green development, striking a balance between corporate development and environmental protection. He stressed the importance of using technological innovation as a breakthrough and support, leveraging Fujian's advantageous industries and resource endowments, focusing on the development of clean energy and the efficient utilization of mineral resources, strengthening key core technology research, ensuring the security and stability of industrial and supply chains, continuously optimizing industrial and energy structures, and leading the way in achieving carbon peak and carbon neutrality, thus shining a brighter light on the brands of ecological and fresh Fujian.Furthermore, he emphasized the vigorous implementation of the three-year action plan for state-owned enterprise reform, leveraging central and local reform policies effectively, further deepening internal institutional reforms, actively and steadily promoting mixed-ownership reforms, strengthening exchanges and cooperation with various market entities including local state-owned enterprises and private enterprises in Fujian, leveraging respective strengths, complementing each other's weaknesses, and achieving common development.

当前，国资央企正积极推进巩固拓展脱贫攻坚成果同乡村振兴有效衔接工作。郝鹏专程到宁德市摆脱贫困主题展览馆参观，认真学习了宁德30多年来在习近平总书记扶贫开发重要论述指引下以“滴水穿石、弱鸟先飞”的闽东精神开创的精准扶贫“宁德模式”，表示看了展览让人倍受鼓舞、深受教育。他强调，国资央企要在党史学习教育中筑牢宗旨意识，运用好红色资源、传承好红色基因，不断从党的光辉历史中汲取砥砺奋进的精神力量，大力弘扬脱贫攻坚精神，结合对口帮扶地实际情况，因地制宜，在产业、就业、消费等方面加大支持力度，进一步巩固拓展脱贫攻坚成果，助力加快农业农村现代化步伐，为实现区域协调发展、推进乡村振兴、实现共同富裕贡献更大力量。

Hao Peng made a special trip to visit the poverty alleviation-themed exhibition hall in Ningde City, carefully studying the "Ningde Model" of targeted poverty alleviation created under the guidance of General Secretary Xi Jinping's important speeches on poverty alleviation and development over the past 30 years in Ningde. He expressed that the exhibition was highly inspiring and educational.He emphasized that central SOEs should consolidate their purpose awareness through learning and education on the history of the Communist Party, make good use of red resources, inherit red genes, continuously draw spiritual strength from the glorious history of the Party, vigorously promote the spirit of poverty alleviation, adapt measures to local conditions, and increase support in industries, employment, consumption, and other aspects in conjunction with the actual situation of the paired assistance areas. This aims to further consolidate and expand the achievements of poverty alleviation, accelerate the pace of agricultural and rural modernization, and contribute more to regional coordinated development, rural revitalization, and common prosperity.

在福建期间，郝鹏出席中央企业和福建省共同谱写全面建设社会主义现代化国家福建篇章座谈会，与福建省委省政府主要负责同志围绕进一步深化国资国企改革、加快数字福建建设、推进海洋经济发展等进行了深入交流。还考察了兴业银行，深入了解中央企业与金融机构加强合作，共同开发绿色金融产品，产融结合、以融促产，进一步推动实体经济高质量发展情况。国务院国资委有关厅局负责同志参加上述活动。

During his visit to Fujian, Hao Peng attended a symposium where central enterprises and the Fujian provincial government jointly discussed the comprehensive construction of a socialist modernization Fujian chapter. He engaged in in-depth discussions with key officials from the Fujian Provincial Party Committee and Provincial Government on further deepening the reform of state-owned assets and enterprises, accelerating the construction of Digital Fujian, and promoting the development of the marine economy. He also inspected Industrial Bank, gaining insights into the strengthening cooperation between central enterprises and financial institutions, joint development of green financial products, integration of industry and finance, and the promotion of high-quality development of the real economy.
