  • 近年来,高分辨率对地观测系统辽宁数据与应用中心(以下简称“高分辽宁中心”)立足于高分专项,开展暴雨、暴雪、龙卷风、大雾等气象灾害以及气象因素诱发的森林火险、洪涝、海冰等灾害在常规状态及应急状态下的监测分析和灾后评估及专题产品制作,形成了灾前预警、灾中监测,灾后评估的遥感全流程防灾减灾救灾服务,在各种重大灾害的防灾减灾救灾工作中发挥重要作用。实现卫星遥感影像、基础地理信息数据及专题成果的三维快速智能展示,实现灾情的高精度可视化显示与综合分析,有效提升气象灾害监测的准确性和及时性,整体提升了辽宁省在突发自然灾害以及生态安全监测评估方面的能力,为党委、政府防灾救灾决策提供信息支撑。
    In recent years, the Liaoning Data and Application Center of High Resolution Earth Observation System of Systems (hereinafter referred to as "Gaofen Liaoning Center"), based on the Gaofen special project, has been carrying out the monitoring and analysis and post-disaster assessment and thematic product production for meteorological disasters such as rainstorms, heavy snowstorms, tornadoes, fog, etc., as well as meteorological factors-induced disasters such as forest fires, floods, and sea ice, etc., in the routine state and emergency state. Assessment and thematic product production, forming a pre-disaster early warning, disaster monitoring, post-disaster assessment of the remote sensing of the whole process of disaster prevention, mitigation and relief services, in a variety of major disasters in disaster prevention, mitigation and relief work to play an important role. It realizes three-dimensional rapid and intelligent display of satellite remote sensing images, basic geographic information data and thematic results, realizes high-precision visual display and comprehensive analysis of the disaster situation, effectively improves the accuracy and timeliness of meteorological disaster monitoring, and overall improves Liaoning Province's ability in monitoring and assessment of sudden-onset natural disasters as well as ecological safety, and provides information support for the Party committees and the government to make decisions on disaster prevention and relief.
  • 2020年2月14日8时至2月16日16时辽宁全省普降雨雪,最大降水量出现在本溪市桓仁县,降水量达到36.2毫米,积雪深度28厘米,经评估为特大暴雪。高分辽宁中心利用多时相高分影像开展了桓仁县暴雪对道路、设施农业的影响评估。结果表明:2月18日,桓仁县全县有不同程度积雪覆盖;低海拔地区,尤其是山谷以及地势平坦地区积雪覆盖光谱特征较明显;全县境内G13、G201、S13、S201道路积雪已清理,县城主干道道路积雪大部分已清除,能够保障正常通行;大部分设施大棚积雪已清理完毕,未见有明显垮塌迹象。监测结果为相关部门灾情评估、掌握除雪进度、恢复道路通行和保障人们正常生活提供了决策参考。
    From 8:00 p.m. on February 14, 2020 to 16:00 p.m. on February 16, 2020, rain and snow fell across the province of Liaoning, with the maximum precipitation occurring in Huanren County, Benxi City, where the precipitation amounted to 36.2 mm, with a depth of 28 cm of snow, which was assessed as a very heavy snowstorm. HFLC used multi-temporal high resolution imagery to assess the impact of the blizzard on roads and agricultural facilities in Huanren County. The results show that: on February 18, Huanren County has different degrees of snow cover throughout the county; low elevation areas, especially valleys and flat terrain snow cover spectral characteristics are more obvious; G13, G201, S13, S201 roads within the county have been cleared of snow, and most of the snow on the main roads in the county has been cleared, which can guarantee normal traffic; most of the facility greenhouses have been cleared of snow and have not seen any Obvious signs of collapse. The monitoring results provide decision-making reference for the relevant departments to assess the disaster situation, grasp the progress of snow removal, restore road access and protect people's normal life.

  • 2021年11月18日辽宁出现大雾天气,高分辽宁中心迅速利用高分遥感影像开展加密观测和人性化预报服务,遥感监测影像显示:大雾主要分布在沈阳大部以及大连、鞍山、本溪、丹东、锦州、营口、阜新、辽阳、铁岭、盘锦部分地区。从波谱特征来看,在14个地市中沈阳地区雾区范围较大。本次服务为交通部门提供了及时、准确的实况服务,并提出了建议措施。
    On November 18, 2021, foggy weather occurred in Liaoning, and the Gaofen Liaoning Center quickly used high-frequency remote sensing images to carry out encrypted observation and humanized forecasting services. Remote sensing monitoring images showed that the fog was mainly distributed in the most part of Shenyang and some areas of Dalian, Anshan, Benxi, Dandong, Jinzhou, Yingkou, Fuxin, Liaoyang, Tieling and Panjin. From the spectral characteristics, in 14 cities in the Shenyang area fog area range is larger. This service provides timely and accurate real-time service for the transportation department and suggests measures.

  • 2022年4月23日15时左右,沈抚示范区突发森林火灾,由于风势较大,山火迅速蔓延,灾情紧急,高分辽宁中心迅速行动,利用高分一号、高分四号、风云四号等多源卫星对此次火情进行了高频次跟踪监测和评估,同时加强对天气形势和火险气象等级分析研判,根据防火形势和当地气象条件开展气象保障服务,提供了过火区域范围和面积、烟雾蔓延形势等信息,为现场指挥救援提供了精准决策支撑。
    At about 15:00 on April 23, 2022, a forest fire broke out in Shenfu Demonstration Area, and due to strong winds, the hill fire spread rapidly, and the disaster situation was urgent, and the Gaofen Liaoning Center acted swiftly and conducted high-frequency tracking and monitoring and assessment of the fire by using multi-source satellites, such as Gaofen No. 1, Gaofen No. 4, and Fengyun No. 4, and at the same time, strengthened analysis and research and judgment of the weather situation and the fire risk meteorological level, and carried out meteorological guarantee service based on the situation of fire prevention and the local meteorological conditions, and provided information on the extent and area of over-fire areas and the situation of spreading of smoke, etc, and offered precise decision-making support for the command and rescue on the scene.

  • 受2022年7月7日、7月28日两轮强降雨影响,绕阳河发生有水文记录以来的最大洪水。8月1日,盘锦市绕阳河部分堤段发生溃口险情。高分辽宁中心进入绕阳河流域防汛抗洪抢险气象服务特别工作状态。利用多源高分卫星影像数据,对盘锦市绕阳河左岸曙四联段水体变化进行监测。监测结果显示,溃口造成盘锦市绕阳河左岸曙四联段大锦线S308高速公路附近被淹没;该区域土地利用类型以耕地(稻田)为主,其次为建筑用地,淹没区面积自西向东扩大,淹没区面积自西向东扩大,8月3日淹没区面积达最大,淹没区水体于辽河的西河沿处流入辽河。通过高分影像开展溃口区持续监测,及时提供给相关决策部门,为溃口合龙提供了信息支撑。
    Under the influence of two rounds of heavy rainfall on July 7 and July 28, 2022, the biggest flood occurred in the Runyang River since the hydrological record was made. on August 1, a breach occurred in some embankment sections of the Runyang River in Panjin City. Gaofen Liaoning Center entered the special working condition of flood control and flood rescue weather service in the river basin of Yuanyang River. It utilized multi-source high-frequency satellite image data to monitor the changes of the water body in the left bank Shusilian section of the Around Yang River in Panjin City. The monitoring results show that the inundation of the left bank of the Shusilian section of the Wanyang River in Panjin City was caused by the inundation of the Dajin Line near the S308 highway; the land use type of the area was dominated by arable land (rice paddies), followed by building land, and the area of the inundated area was expanded from west to east, the area of the inundated area was expanded from west to east, and the area of the inundated area reached its maximum on August 3. The water body in the inundated area flowed into the Liao River at the west river edge of the Liao River. Continuous monitoring of the inundation area was carried out through high resolution images, which was provided to the relevant decision-making departments in time and provided information support for the inundation merging.

  • 2023年春节假日期间辽宁省受2023年第1号东北冷涡影响,冷空气活跃,地面受冷高压影响以北风为主。高分辽宁中心组织及时开展了辽东湾海冰监测服务,护一方水域平安。1月27日遥感影像监测显示,辽东湾海域海冰面积较去年同期增加了679平方千米,海冰覆盖度增加3%,初生冰减少,灰冰和白冰有所增加。海冰遥感监测服务是海冰冰情精准、高效调查的重要技术手段,目前已经成为高分辽宁中心的常态化工作,可为海冰灾害预警预报服务、港口安全等提供重要保障。
    During the 2023 Spring Festival Holiday, Liaoning Province was affected by the No.1 Northeast Cold Vortex in 2023, the cold air was active, and the ground was affected by the cold and high pressure with the north wind as the main wind. Gaofen Liaoning Center organized a timely sea ice monitoring service in Liaodong Bay to protect the safety of one side of the waters.Remote sensing image monitoring on January 27th showed that the sea ice area in Liaodong Bay increased by 679 square kilometers compared with the same period last year, and the sea ice coverage increased by 3%, with a decrease in primary ice and an increase in grey ice and white ice. Sea ice remote sensing monitoring service is an important technical means for accurate and efficient investigation of sea ice conditions, which has become the regular work of Gaofen Liaoning Center, and can provide an important guarantee for sea ice disaster early warning and forecasting service and port safety.

  • 2023年6月1日14时20分,铁岭市开原金沟子镇田家村出现龙卷风,由西南向东北方向移动,高分辽宁中心第一时间关注龙卷风造成的影响。遥感影像监测显示:开原西北部的龙卷存在清晰的条带状痕迹,龙卷始于北山村东侧李家水库,途经李家窝棚村河家信子西侧、新安堡村西北部、柴家窝棚村、池家窝棚北部、田家窝棚村北部、京哈高铁、田家窝棚村东北侧树林。龙卷未出现跳跃式接地,移动距离约为9千米。本次监测保障了当地政府尽快组织力量,落实应急预案,迅速采取措施,第一时间组织救援部门进行救援和善后工作,提升救援能力来减小对社会的影响,确保人民群众的生命财产安全。
    At 14:20 on June 1, 2023, a tornado appeared in Tianjia Village, Jinguozi Town, Kaifuyuan, Tieling City, moving from southwest to northeast, and Gaofen Liaoning Center paid attention to the impacts caused by the tornado at the first time. Remote sensing imagery monitoring showed that there were clear strip traces of the tornado in northwestern Kaifuyuan. The tornado started at the Lijia Reservoir on the east side of Beishan Village, and passed through the west side of Hejiaxinzi in Lijiawopeng Village, the northwest part of Xin'anbao Village, the north part of Chaijiawopeng Village, the north part of Chijiawopeng, the northern part of Tianjiawopeng Village, the Beijing-Harbin High Speed Railway, and the woods on the northeast side of Tianjiawopeng Village. The tornado did not show jump grounding and moved about 9 km. This monitoring guarantees that the local government will organize forces as soon as possible, implement the emergency plan, take measures quickly, organize rescue departments to carry out rescue and aftermath work at the first time, and enhance the rescue capacity to reduce the impact on society and ensure the safety of people's lives and properties.
