9月12日，民航局召开月度航空安全委员会全体（扩大）会议，传达学习习近平总书记关于安全生产工作和防汛抗洪救灾重要指示批示精神，分析8月安全形势，对下一步做好航空安全工作作出部署。民航局局长宋志勇出席会议并讲话，民航局副局长崔晓峰、胡振江、韩钧，中央纪委国家监委驻交通运输部纪检监察组李波同志出席会议。

During the meeting, they conveyed and studied the important instructions and directives from General Secretary Xi Jinping regarding work on safety production and flood control, disaster relief, and emergency response. They also analyzed the safety situation in August and made deployment plans for the next steps in aviation safety work.The meeting was attended by Song Zhiyong, the Director of the Civil Aviation Administration, who delivered a speech. Also present at the meeting were Cui Xiaofeng, Hu Zhenjiang, and Han Jun, Deputy Directors of the Civil Aviation Administration, as well as Comrade Li Bo from the Central Commission for Discipline Inspection and the National Supervisory Commission's discipline inspection and supervision team stationed at the Ministry of Transport.

Maintain a clear understanding of the safety situation and take resolute measures to prevent serious safety incidents. Continue efforts to prevent bird strikes, focusing on key prevention and control measures. Implement effective bird repellent measures to prevent related risks. Emphasize regulatory priorities, including small and medium-sized airlines, small airports, maintenance companies, and air traffic control units with weak safety foundations, as well as other units with a history of unsafe events, and strengthen regulatory efforts. Sustain effective preparedness for complex weather conditions. Improve information reporting and the dissemination of meteorological information, make scientifically informed adjustments to flight schedules, and enhance the on-duty and organizational leadership of senior officials. 宋志勇强调，飞行训练是安全管理的重要内容，是保证飞行安全的基础。要狠抓飞行训练管理，提升关键队伍能力素质，不断夯实安全运行基础。一是充分认识飞行训练工作的重要意义，思想高度重视，强化系统思维，以高度的责任心把飞行训练这一关系到民航安全生产和高质量发展的大事抓紧抓好。二是全面加强训练组织领导，提升训练组织的科学性、规范性、持续性、严密性，加强教员和检查员队伍建设，确保训练设施设备好用管用。三是严格落实各项训练要求，建立航空公司训练内审机制，严格执行61部和121部关于训练实施的各项标准。四是持续抓好训练机构质量控制，坚持和完善飞行院校学员训练阶段“技术停飞”机制，建立健全各航训练中心训练质量管理体系。五是切实加强重点单位精准监管，各管理局进一步压实局方监察员对训练大纲批准和训练监管责任，机场和空管主管部门加强对本场训练保障能力的督导，计划和运输主管司局加强宏观调控力度，杜绝航空公司超能力运行。

Firstly, it is crucial to fully recognize the significance of flight training, give it high importance in our thoughts, strengthen systematic thinking, and take responsibility with a high degree of commitment to ensure the successful execution of flight training. This is a matter of great importance to civil aviation safety production and high-quality development. Secondly, comprehensive improvements in training organization leadership are necessary, focusing on the scientific, standardized, continuous, and stringent aspects of training organization. This includes strengthening the development of instructors and inspectors to ensure that training facilities and equipment are efficient and effective. Thirdly, it is essential to strictly implement all training requirements, establish an internal audit mechanism within aviation companies for training, and rigorously adhere to the various standards related to training implementation outlined in Part 61 and Part 121. Fourthly, continuous attention should be given to quality control in training institutions. It is important to maintain and improve the "technical grounding" mechanism for trainees in flight schools and establish a sound quality management system in all aviation training centers. Fifthly, precise oversight of key units should be strengthened. Each regulatory authority should ensure that its inspectors fulfill their responsibilities for approving training syllabi and monitoring training. Airport and air traffic control authorities should enhance their supervision of training support capabilities at their respective locations. Planning and transportation authorities should increase their macro-control efforts to prevent airlines from operating beyond their capabilities.

据悉，8月，民航局认真学习贯彻习近平总书记对民航工作的重要指示批示精神，认真落实党中央国务院决策部署，高度重视安全工作，有序推动各项工作开展。继续深入推进主题教育不断走深走实；坚决贯彻落实习近平总书记关于安全生产和防汛抗洪救灾工作重要指示批示精神，牢固坚持安全第一不动摇，高质量完成民航暑运保障工作，行业保持总体稳定安全运行态势，运输生产全面恢复；开展“中小机场空管安全运行保障能力不足”等专项整治，持续推进民航重大安全隐患专项排查整治2023行动，圆满完成成都大运会航空运输保障工作等。1月—8月，民航完成旅客运输量4.1亿人次、保障航班369.7万班，分别恢复至2019年同期的92.7%、92.8%。其中，国内市场方面，完成国内旅客运输量3.91亿人次、保障国内客运航班283.9万班，分别恢复至2019年同期的101.7%、107.8%。

They continued to deepen and solidify the thematic education, resolutely implemented General Secretary Xi Jinping's important instructions on safety production and flood control and disaster relief work, firmly adhered to the principle of prioritizing safety, and successfully ensured the aviation services for the summer travel season with high quality. The industry maintained an overall stable and safe operational situation, and transportation production fully recovered. Special remediation efforts were undertaken, including addressing issues related to insufficient safety operation support capabilities at medium and small airports. The CAAC continued to advance the Special Action for the Rectification of Major Civil Aviation Safety Hazards in 2023 and successfully provided aviation transportation support for the Chengdu Universiade. From January to August, civil aviation completed the transportation of 410 million passengers and serviced 3.697 million flights. These figures represent a recovery to 92.7% and 92.8%, respectively, compared to the same period in 2019. In the domestic market, they completed the transportation of 391 million domestic passengers and serviced 2.839 million domestic passenger flights, recovering to 101.7% and 107.8%, respectively, compared to the same period in 2019.

The meeting was attended by officials from the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Transport, as well as officials from the Audit Bureau of Transportation at the National Audit Office. Also present were the Chief Engineer and Chief Safety Officer of the Civil Aviation Administration of China (CAAC), as well as senior officials from various departments within the CAAC headquarters and some key enterprises and institutions in Beijing. In addition to the attendees at the main venue, officials responsible for civil aviation from regional and supervisory bureaus across the country, as well as some non-Beijing-based bureaus, were present at remote venues. Representatives from airlines, airport companies, and service support companies also attended the meeting at these remote venues.
