During the meeting, they conveyed and studied the important instructions and directives from General Secretary Xi Jinping regarding work on safety production and flood control, disaster relief, and emergency response. They also analyzed the safety situation in August and made deployment plans for the next steps in aviation safety work.The meeting was attended by Song Zhiyong, the Director of the Civil Aviation Administration, who delivered a speech. Secondly, comprehensive improvements in training organization leadership are necessary, focusing on the scientific, standardized, continuous, and stringent aspects of training organization. This includes strengthening the development of instructors and inspectors to ensure that training facilities and equipment are efficient and effective. Thirdly, it is essential to strictly implement all training requirements, establish an internal audit mechanism within aviation companies for training, and rigorously adhere to the various standards related to training implementation outlined in Part 61 and Part 121. Fourthly, continuous attention should be given to quality control in training institutions. It is important to maintain and improve the "technical grounding" mechanism for trainees in flight schools and establish a sound quality management system in all aviation training centers. Fifthly, precise oversight of key units should be strengthened. Each regulatory authority should ensure that its inspectors fulfill their responsibilities for approving training syllabi and monitoring training. Airport and air traffic control authorities should enhance their supervision of training support capabilities at their respective locations. Planning and transportation authorities should increase their macro-control efforts to prevent airlines from operating beyond their capabilities.
