形为神之本，神为形之主。近些年来，东航江苏公司党委始终按照中国东航集团党组工作要求，扎扎实实推动党的基层组织从“有形覆盖”向“有效覆盖”转变，从“覆盖更好”向“功能更强”迭代。其一是坚持“四同步、四对接”，把基层组织建起来。东航江苏公司员工超过五千人，党员接近两千人，下属分公司（基地）以及投资（代管）公司分布在苏南、淮安、大连等多地；公司党委以党章为依据，通盘考虑设置形式、工作需要与党员人数，共设有直属党组织13个，基层党（总）支部106个，并结合生产运行班组设置相应党小组；同时健全“基层党组织设置及换届提醒”“支部书记调整月度报备”机制，推动党组织规范运行，先后对综管部、市场部等党组织改建优化，对机务板块党组织整建制划转。其二是坚持“全面进步、全面过硬”，让基层组织优起来。发展质量不平衡，一直是阻碍基层党建提质增效的老大难问题。近年来，东航江苏公司党委广泛组织党建固本强基活动，连续6年开展“A+”基层党支部党建提升专项行动，每个获评A级的党支部与5-6个B级或C级党支部结对共建，以“传帮带”形式共同开展主题党日、实践活动等；围绕东航大党建“六大行动”，分三年有序推进基层党建“持续提升”“巩固深化”“成效拓展”；围绕公司“巩固提升年”主题，出台助力基层党建规范化建设巩固提升的多项举措。通过“抓两头带中间、抓重点带全面”，努力构建上下贯通、执行有力的组织体系。
