形为神之本,神为形之主。近些年来,东航江苏公司党委始终按照中国东航集团党组工作要求,扎扎实实推动党的基层组织从“有形覆盖”向“有效覆盖”转变,从“覆盖更好”向“功能更强”迭代。其一是坚持“四同步、四对接”,把基层组织建起来。东航江苏公司员工超过五千人,党员接近两千人,下属分公司(基地)以及投资(代管)公司分布在苏南、淮安、大连等多地;公司党委以党章为依据,通盘考虑设置形式、工作需要与党员人数,共设有直属党组织13个,基层党(总)支部106个,并结合生产运行班组设置相应党小组;同时健全“基层党组织设置及换届提醒”“支部书记调整月度报备”机制,推动党组织规范运行,先后对综管部、市场部等党组织改建优化,对机务板块党组织整建制划转。其二是坚持“全面进步、全面过硬”,让基层组织优起来。发展质量不平衡,一直是阻碍基层党建提质增效的老大难问题。近年来,东航江苏公司党委广泛组织党建固本强基活动,连续6年开展“A+”基层党支部党建提升专项行动,每个获评A级的党支部与5-6个B级或C级党支部结对共建,以“传帮带”形式共同开展主题党日、实践活动等;围绕东航大党建“六大行动”,分三年有序推进基层党建“持续提升”“巩固深化”“成效拓展”;围绕公司“巩固提升年”主题,出台助力基层党建规范化建设巩固提升的多项举措。通过“抓两头带中间、抓重点带全面”,努力构建上下贯通、执行有力的组织体系。

一是增强手册意识,强化硬约束。为全部基层党组织配发最新版《党委工作手册》《党支部工作手册》,确保基层“三会一课”、民主生活会、组织生活会、谈心谈话、民主评议党员等组织生活有据可查、有章可循。在落实管理责任方面,建立党委重要工作督办制度,持续发挥考核指挥棒作用,推动党建责任制考核、党组织书记述职评议、党支部目标管理和内部巡察等党建考核和党内监督体系有机衔接,全面压实管党治党政治责任。二是增强服务意识,健全软管理。公司党委班子成员以上率先,认真执行基层联系点(党支部工作联系点)要求,每人每年至少在基层开展1次调研、上1次专题党课、解决1-2个突出问题。党工部门按照“六型”机关建设要求,全力为基层提供支撑保障。依托东航“智慧党建”平台,在对党组织和党员信息维护、支部“三会一课”、发展党员、党费收缴等工作节点进行动态跟踪的基础上,细化“事前清单+事中督办+事后抽查”的全流程工作机制。及时汇编《党员发展100问》等指导手册,创建“党建园地”指尖学习阵地,精准满足基层学查用需求。
