  • (四)支持范围。本通知所指综合货运枢纽既包括枢纽港站等交通运输基础节点,也包括多节点串联与往返形成的重要网链。符合以下条件的枢纽可由相关城市或城市群申报。

  • 1.综合货运枢纽应纳入《现代综合交通枢纽体系“十四五”发展规划》(交规划发〔2021〕113号)中“国家综合交通枢纽城市”的范围。

  • (五)支持类型。相关地方应结合不同货物在运输时间、附加值等方面的特点和运输需求,在两种或两种以上运输方式间进行组合,区分综合货运枢纽类型,包括:依托海运港口、内河港口形成与铁路专用线有效衔接的铁水联运型;依托机场货运作业区形成与铁路或高等级公路有效衔接的空铁(高铁)联运型、陆(公路)空联运型;依托铁路货运站形成与高等级公路有效衔接并实现大宗货物及集装箱大规模便捷转运的公铁联运型等。优先选择支持铁水联运型、空铁联运型综合货运枢纽,西部地区视本区域发展实际还可选择支持陆空联运型、公铁联运型综合货运枢纽。
    (5) Types of support. Priority should be given to supporting rail-water intermodal transport and air-rail intermodal comprehensive freight hubs. The western region may also choose to support land-air intermodal transport and road-rail intermodal comprehensive freight hubs depending on the actual development of the region.
  • 二、实施内容

  • (一)基础设施及装备硬联通。结合各类货物运输需要,支持公共服务功能突出的综合货运枢纽及集疏运体系项目建设,以盘活存量为主,适度做优增量。一是围绕铁路、水路、航空等货运基础设施进场站、进港口码头、进园区,延伸拓展既有线路,实施专用线路新建或改扩建工程等。二是围绕有效满足多式联运节点集散分拨需要,对现有仓储、堆场实施扩能改造,适当新建仓储、堆场,增加设施容量。三是围绕货运装备标准化、智能化、绿色化发展,推广应用专业化多式联运设备和跨方式快速换装转运的装卸、分拣设施及标准化载运单元,鼓励配备符合低碳目标的作业设施、新能源货车和全货运机型等。

The third is to focus on the standardized, intelligent and green development of freight equipment, popularize the application of specialized multimodal transport equipment, loading and unloading, sorting facilities and standardized carrying units for cross-modal fast transfer and transfer, and encourage the deployment of operating facilities that meet low-carbon goals, New energy trucks and all-cargo models, etc.
  • (二)规则标准及服务软联通。引导完善与多式联运适配的服务和规则标准。一是加快推动多种运输方式的信息平台互联互通,应用全程“一单制”联运服务,铁路运单、订舱托运单、场站收据、海运提单、邮政快递运单等实现单证信息交叉验证与互认;促进保单等金融服务产品与联运单全程化匹配。二是丰富联运服务产品,依托综合货运枢纽,提供优质的全程联运方案,实现货运全程跟踪定位查询功能,开展冷链等专业化多式联运业务。三是推动建立健全多式联运标准和规则。包括多式联运的货物品类划分标准、运载单元标准、产品和服务标准、安检标准及安全管理规则、信息互认规则等制度体系。

Third, promote the establishment and improvement of multimodal transport standards and rules. Including multimodal transport cargo category classification standards, carrying unit standards, product and service standards, security inspection standards and safety management rules, information mutual recognition rules and other institutional systems.
  • (三)建立健全一体化运营机制。鼓励铁路、水路、航空等不同运输企业加强合作,鼓励这些企业与第三方物流企业、邮政企业、快递企业、供应链平台企业、跨境电商等加强合作,鼓励政府与企业加强合作,发挥各方资源优势和专业化水平,促进有效市场和有为政府相结合,形成发展合力。鼓励各方在合作过程中创新投融资等模式,以项目合资、股权投资基金、PPP等市场化方式吸引带动民间资本,共同参与综合货运体系建设运营,实现“利益共享、风险共担”的跨方式一体化运作。

  • 三、组织实施

  • (一)方案编制。城市或城市群是开展综合货运枢纽补链强链的基层组织及实施主体,应按要求组织编制综合货运枢纽补链强链3年实施方案,根据城市实际情况可选择单个或多个综合货运枢纽类型编制。实施方案应明确城市或城市群现状及工作基础、工作目标、工作内容、组织保障等(具体实施方案提纲由交通运输部会同财政部在有关工作通知中明确)。联合申报的城市应明确牵头城市,共同协商编制实施方案,细化相关城市目标任务和共建共享机制等。

The implementation plan should specify the current situation, work basis, work objectives, work contents, organizational guarantee, etc. of the city or urban agglomeration (the outline of the specific implementation plan shall be specified by the Ministry of Transport and the Ministry of Finance in the relevant work notice). The jointly declared cities should clearly define the lead cities, jointly negotiate and prepare the implementation plans, and refine the relevant urban objectives and tasks and the joint construction and sharing mechanism.
  • (二)组织申报。各省份于每年2月底前向交通运输部、财政部申报。该项政策实施第一年,各省份于7底前完成申报工作。其中涉及跨省域的以1个省份为主牵头申报(具体申报文件提纲在有关工作通知中规定)。

  • 四、资金分配

  • (一)分配方法。财政部根据交通运输部建议名单,结合财力情况,采取“奖补结合”方式,专门安排一定规模的车辆购置税收入补助地方资金(以下简称奖补资金)予以支持,并加强对车辆购置税收入补助地方的公路建设等其他相关项目资金、中央企业资金的统筹协调。奖补资金按照每个城市原则上不超过15亿元、每个城市群原则上不超过30亿元控制。具体按交通运输部核定投资额的一定比例奖补,东部、中部(含辽宁、吉林、黑龙江)、西部地区奖补比例分别为40%、50%、60%,实施第一年按每个城市5亿元的统一标准予以补助(城市群补助总额按10亿元上限控制),用于启动相关工作。后续年度根据绩效评价结果予以奖励。
    (1) Distribution method. Subsequent years will be rewarded based on performance evaluation results.
  • (二)资金使用。财政部按规定拨付奖补资金。相关省级财政部门结合各方面相关资金政策,会同同级交通运输主管部门统一制定资金管理细则,明确细化安排项目资金的程序、标准、投入方式等,规范资金用途与拨付流程等。有关城市或城市群按照有关规定和修改完善后的实施方案,将奖补资金用于支持基础设施及装备硬联通,引导规则标准及服务软联通,引导建立健全一体化运营机制等,不得用于征地拆迁、房地产开发、楼堂馆所建设以及除前述规定用途外的物流园区建设和运营。鼓励城市或城市群加强各方面资金统筹,创新投入机制,灵活采取资本金注入、PPP、股权投资基金、绩效奖励、政府购买服务等方式,吸引撬动社会资本投入。
