9月13日，民航系统巡视工作暨第一轮巡视动员部署会在京召开。民航局党组书记、局长、党组巡视工作领导小组组长宋志勇出席会议并作动员讲话，强调要坚决贯彻落实习近平总书记关于巡视工作重要讲话和重要指示精神，稳步推进局党组巡视工作规划（2023-2027年）落实，扎实有效做好未来五年民航系统巡视巡察工作，在深化全面从严治党、推动民航高质量发展中发挥更大作用。局党组成员、副局长、党组巡视工作领导小组副组长崔晓峰主持会议。中央纪委国家监委驻交通运输部纪检监察组李波同志出席会议。

On September 13th, a meeting was held in Beijing to deploy the Civil Aviation System Inspection Work and the mobilization for the first round of inspections. Song Zhiyong, the Secretary of the Party Committee and Director of the Civil Aviation Administration of China (CAAC), as well as the leader of the Party Committee's inspection work leading group, attended the meeting and delivered a mobilization speech. He emphasized the need to resolutely implement the important speeches and directives of General Secretary Xi Jinping regarding inspection work. Song Zhiyong also highlighted the importance of steadily advancing the implementation of the CAAC Party Committee's inspection work plan for the period of 2023-2027. He called for effective and solid work in carrying out inspections and examinations in the civil aviation system over the next five years, while playing a greater role in deepening comprehensive and strict governance of the Party and promoting the high-quality development of civil aviation. Cui Xiaofeng, a member of the CAAC Party Committee, Deputy Director, and Deputy Leader of the Party Committee's Inspection Work Leading Group, chaired the meeting. Comrade Li Bo from the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Transport also attended the meeting.

宋志勇指出，过去五年，在以习近平同志为核心的党中央坚强领导下，局党组科学谋划、积极探索、扎实推进民航系统巡视巡察工作，始终坚守政治巡视定位，聚焦“两个维护”根本任务，始终坚持严的主基调，认真贯彻中央巡视工作方针，始终坚持巡视巡察上下联动，推动各类监督贯通协调，始终注重强化巡视整改和成果运用，扎实做好巡视“后半篇文章”，始终坚持把完善制度、健全队伍、提升能力作为巡视巡察的基础性工程常抓不懈，巡视巡察工作规范化水平不断提高，有效发挥了监督保障执行、促进完善发展的作用。

Song Zhiyong pointed out that over the past five years, under the strong leadership of the Party Central Committee with General Secretary Xi Jinping at its core, the Party Committee of the Civil Aviation Administration of China (CAAC) has conducted systematic planning, active exploration, and solid advancement of the inspection and examination work within the civil aviation system. They have consistently adhered to the political inspection's core purpose, focusing on the fundamental tasks of "two safeguards." They have maintained a firm commitment to strictness as the primary principle, diligently implemented the guidelines for central inspection work, and ensured the seamless coordination between inspection and examination at all levels. They have emphasized the strengthening of inspection rectification and the application of results, effectively addressing the post-inspection phase. They have also consistently regarded the improvement of systems, the development of personnel, and the enhancement of capabilities as the foundational projects of inspections and examinations, and they have persistently pursued these efforts. As a result, the standardization level of inspection and examination work has continued to rise, effectively playing a role in supervisory support and promoting the improvement and development of the civil aviation industry.

宋志勇强调，要坚守政治巡视定位，坚持巡视工作方针，扎实有效做好未来五年民航系统巡视巡察工作，特别是要高标准高质量做好局党组首轮巡视工作。要深入学习贯彻习近平总书记关于巡视工作的重要讲话和重要指示精神，准确把握新时代巡视工作定位。坚守巡视政治定位，深刻领悟“两个确立”的决定性意义，始终自觉把“两个维护”作为根本任务；深刻理解巡视利剑作用，准确把握巡视在推进党的自我革命、全面从严治党中的重要地位；深刻领会巡视工作方针，准确把握巡视在推动民航高质量发展中的重要作用，做到监督、整改、治理一体推进，切实为推动民航高质量发展提供坚强保障。要准确把握巡视工作重点，不断推动政治监督具体化、精准化、常态化。紧紧围绕“四个落实”这个重点内容开展监督，加强对党的二十大精神和党中央重大决策部署贯彻落实情况的监督检查，加强对全面从严治党主体责任和监督责任落实情况的监督检查，加强对落实新时代党的组织路线情况的监督检查，加强对落实巡视整改和成果运用情况的监督检查；紧盯“一把手”和领导班子这个重点对象开展监督，强化政治忠诚、政治担当、政治能力、政治责任、政治操守监督；始终坚持问题导向这个重要原则开展监督，善于发现问题，敢于指出问题，勇于解决问题。要坚持高标准严要求，确保巡视工作取得实效。巡视组要强化责任担当，加强组织管理，强化自身建设，做到忠诚干净担当；被巡视单位要提高政治站位，自觉接受监督，党委主要负责同志和班子成员带头查找问题、带头如实反映情况，同时坚持立行立改、边巡边改；巡视办要加强统筹协调，抓好督促落实，发挥综合协调作用，健全巡视工作制度机制，不断提升巡视工作规范化水平；各部门各单位要加强联动，形成巡视合力，做到巡前全面客观通报情况，巡中全力提供信息、人员和技术支持，巡后抓好移交事项办理、强化整改日常监督。

Deeply learn and implement General Secretary Xi Jinping's important instructions on inspection work, accurately grasp the positioning of inspection work in the new era. Emphasize the political significance of inspections, understand the crucial role of "two safeguards," and consistently prioritize "two safeguards" as the fundamental task. Recognize the sharp role of inspections in promoting the Party's self-revolution and comprehensive strict governance and their importance in advancing the high-quality development of civil aviation. Ensure that supervision, rectification, and governance are conducted in an integrated manner, providing strong support for civil aviation's high-quality development. Focus on key areas, continually promote the concretization, precision, and normalization of political supervision. Concentrate on "four implementations" as a key content, strengthen supervision and inspection of the implementation of the spirit of the 19th Party Congress, major decisions and deployments of the Party Central Committee, main responsibilities, and supervisory responsibilities for comprehensive and strict governance of the Party, the new era Party organizational line, and inspection rectification and results utilization. Supervise key individuals, closely monitor top leadership and leadership teams, and strengthen political loyalty, responsibility, competence, integrity, and discipline. 会上，崔晓峰宣读了2023年局党组巡视组组长授权任职和任务分工。3个巡视组将对民航中南地区管理局、民航西北地区管理局、中国民航大学、中国民航飞行学院、广州民航职业技术学院、上海民航职业技术学院6个单位党委进行常规巡视。

During the meeting, Cui Xiaofeng announced the authorized appointments and tasks for the leaders of the CAAC Party Committee's inspection teams for 2023. The three inspection teams will conduct routine inspections of the Party committees of six units: the Civil Aviation Administration of China (CAAC) Central-South Regional Administration, the CAAC Northwest Regional Administration, the Civil Aviation University of China, the Civil Aviation Flight University of China, Guangzhou Civil Aviation College, and Shanghai Civil Aviation College.

Cui Xiaofeng, while presiding over the meeting, emphasized that inspection work is a highly political, policy-oriented, and specialized task. It is essential to diligently study and understand the spirit of the meeting, focus on learning and training, understand the policies, programs, and methods thoroughly, and fully comprehend the requirements of inspection work. Furthermore, it's crucial to maintain a problem-oriented approach, implement precise requirements, and be more accurate and effective in identifying issues. Strengthening the self-construction of inspection teams, adhering to discipline and rules, emphasizing coordination and cooperation, and completing the current round of inspections with high standards and high quality are essential. Additionally, maintaining a seamless connection between top and bottom levels, comprehensively improving the quality of inspection work, and effectively extending the comprehensive and strict governance of the Party to the grassroots level are important. This will provide robust support for promoting the high-quality development of civil aviation.

The meeting was attended by relevant comrades from the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Transport, leading officials from the units that are members of the CAAC Party Committee's inspection work leading group, all members of the CAAC Party Committee's inspection teams, Party Committee Secretaries and Discipline Inspection Committee Secretaries of regional civil aviation administrations and bureaus, as well as officials in charge of inspection offices.
